"Rendahnya kemampuan UMKM untuk megakses modal merupakan masalah klasik yang terkait langsung dengan ketidaksesuaian orientasi, model operasional dan pola hubungan antara usaha mikro dan kecil dengan lembaga perkreditan formal terutama perbankan. Berbeda dengan lembaga perkreditan formal lainnya, koperasi yang berorientasi kemanfaatan bagi anggota memiliki hubungan yang bersifat dimensional dengan kehidupan anggotanya. Namun demikian realita menunjukkan peran koperasi di sektor keuangan hanya 6,87%. Beberapa masalah yang dihadapi diantaranya yaitu ketidakmampuan mengembangkan modal, kelemahan sistem manajemen dan belum diterapkannya asas dan prinsip dasar koperasi secara benar. Solusi yang disarankan adalah: 1) membangun lembaga penjamin simpanan koperasi simpan pinjam; 2) reformulasi model simpan pinjam koperasi dengan menghilangkan komponen tingkat bunga dalam penyusunan model dan memasukkan komponen lainnya yang lebih strategis; 3) Mengarahkan sistem manajemen pelaksanaan kegiatan simpan pada hubungan multidimensional antara koperasi dengan anggotanya; 4) Merubah sistem administrasi yang ala perbankan sulit dengan menyusun sistem administrasi sederhana dan merekrut karyawan dari internal anggota dan; 5) mamempukan karyawan koperasi untuk menjelaskan apa yang tidak dimengerti oleh anggota yang berkaitan dengan pola pengeluaran dan penyimpanan mereka."

Most Indonesian business organizations grew from small family businesses and with no formal structure. Some of them became big business and quite a number grew into medium size enterprises. Industrial alliance with backward and forward linkages among the large ones and medium enterprises Is until nowadays still negligible. The Indonesian business society does not conduct intricate web of financial and non financial relationship with the guidance of the government as exposed by the Japanese Therefore the idea of "Indonesia Incorporated" copying from the Japanese one still remains an unfulfilled dream."
