"Adanya upaya pemerintah menyediakan jasa layanan kesehatan kepada masyarakat meningkat seiringnya dengan aktifnya para pelaku bisnis di industri rumah sakit. Hal ini mempengaruhi naiknya jumlah rumah sakit di Indonesia. Namun, proyek pembangunan rumah sakit merupakan proyek yang kompleks dikarenakan ketidakpastian yang melekat yang merupakan sifat atau nature proyek tersebut.
Oleh karena itu, pelaksanaan manajemen proyek rumah sakit yang kompleks harus diakomodir dan mempunyai acuan/peraturan yang dituangkan pada dokumen pengadaan dan kontrak. Keterkaitan dari klausul dokumen pengadaan dan penyelesaian dari kompleksitas proyek rumah sakit akan dibahas di penelitian ini.
Tujuan dari penelitian ini adalah mengidentifikasi celah antara peraturan pengadaan berdasarkan Peraturan di Indonesia Internasional serta analisa isi dokumen pengadaan jasa konstruksi yang akan mempengaruhi penyelesaian dari kompleksitas proyek kontruksi bangunan rumah sakit dan mengkaji pengaruh dokumen pengadaan jasa konstruksi terhadap penyelesaian dari kompleksitas proyek kontruksi bangunan rumah sakit.
Objek penelitian adalah studi kasus dari proyek Rumah Sakit Pendidikan Universitas Indonesia yang menggunakan pinjaman JICA. Strategi penelitian yang digunakan adalah mengolah data primer dan sekunder yang menggunakan metode survei dan analisa arsip.
Hasil dari penelitian ini merupakan susunan peraturan atau klausa-klausa yang mangakomodir penyelesaian dari kompleksitas bangunan rumah dan bentuk lesson learned dari pelaksanaan pengadaan dan konstruksi proyek Rumah Sakit Universitas Indonesia.
The government 39 s efforts to provide healthcare services to the community in line with the increased of business activity for the hospital industry. It's effected the increasing number of hospitals in Indonesia. However, hospital building projects are a complex projects due to the inherent uncertainty which is the nature of the project itself.Therefore, the implementation of complex hospital project management should be accommodated and have reference regulations set forth in the procurement documents and contracts. The linkage between the procurement document's clauses and the completion of the complexity of the hospital project will be discussed in this study.The purpose of this study is to identify the gap between procurement regulations under Indonesian International Regulations and the analysis of the contents of construction service procurement documents and examine link between construction procurement documents and the completion of the hospial construction project complexity.The object of the study is a case study of the Universitas Indonesia Education Hospital project using JICA loans. The research strategy used is to process primary and secondary data using survey method and archive analysis.The results of this study are the composition of the rules or clauses that accommodate the completion of the complexity of house building and the form of lesson learned from the implementation of procurement and construction project Hospital Universitas Indonesia."
