"The Multi Donor Fund for Aceh and Nias (MDF) and the Java Reconstruction Fund (JRF) have played significant roles in the remarkable recovery of Aceh, Nias and Java, following some of the worst disasters in Indonesia in recent years. The MDF and the JRF, which is patterned after it, are each considered a highly successful model for post-disaster reconstruction. This paper discusses the value of a phased approach to post-disaster reconstruction as a successful means to manage short-term expectations while delivering long-lasting, results of high quality. The natural disasters of late 2004 and early 2005 left a trail of human loss and destruction in Aceh and Nias. There was huge pressure on all actors involved in the reconstruction process to act fast and get projects ready for implementation. The MDF adopted a phased approach to the reconstruction. The implementation of nearly all projects in the roads sub-sector was fully satisfactory, with positive economic benefits attributable to the various projects. Most of the projects under the MDF infrastructure portfolio placed significant emphasis on capacity building to enhance the sustainability of assets created. The MDF's experience in implementing its large-scale infrastructure program offers many lessons for future reconstruction efforts in similar contexts in Indonesia elsewhere."

"ABSTRACT
As a country known for its very disaster prone areas, Indonesia has
experienced frequent disasters, either large, medium and small scale ones, which even in the last six months have had at least a fairly large scale natural disaster, one of which is an earthquake occurred in Lombok in late July to mid August 2018. Learning from the experiences of post disasters management that have occurred before, especially after the earthquake and tsunami disaster in Aceh and Nias in 2004, the earthquake in Yogyakarta in 2006, the earthquake in West Sumatra in 2009, and eruption of Mount Merapi in 2010, the post disaster recovery process needs to be carried out in an integrated and comprehensive manner, by involving participation of stakeholders at the national and regional levels, not only the central government, local governments and other government partners. In relation to the post earthquake recovery efforts in Lombok in 2018 which affected seven districts/cities in NTB Province which resulted recovery needs of more than Rp. 11 trillion, despite the issuance of the Presidential Instruction policy framework Number 5 of 2018 on the Acceleration of Post Disaster Rehabilitation and Reconstruction in NTB Province, which
assigns relevant ministries/agencies and Governor and Regents and Mayors whose areas are affected in NTB Province, to be able to accelerate the process of recovering local conditions and disaster affected communities in the affected NTB region, which for implementation still requires operational policies and strategies in the field. For this reason, some best practices in managing the recovery process from previous disasters can be used as input in establishing appropriate and applicable policies and strategies in order to accelerate the rehabilitation and reconstruction of post disaster areas in Lombok further, to realize a recovery to rebuild a better one, safer and more sustainable."

The MDF and the JRF, which is patterned after it, are each considered a highly successful model for post-disaster reconstruction. This paper presents the lessons from the MDF and JRF's use of large-scale, government-implemented community driven development programs to deliver reconstruction at the village level in Aceh, Nias and Java. It documents how local level recovery using a community driven approach can result in not only cost effective physical outputs, but also empowered communities with greater capacities and more prepared to face future disasters. The MDF and JRF experiences have demonstrated many less tangible social benefits. These include faster social recovery from the impact of disasters and increased confidence and capacities of local actors to engage in local level planning. Most importantly, the community driven approach to reconstruction empowers victims of natural disaster to become key agents in their own recovery. "

"Latar belakang penelitian ini berawal dari adanya masalah dalam implementasi kebijakan rehabilitasi dan rekonstruksi pasca erupsi gunung merapi di Kabupaten Sleman, yaitu target relokasi penduduk di kawasan rawan bencana tidak bisa tercapai. Hal ini menyebabkan tidak tercapainya penyerapan dana sesuai dengan yang telah dianggarkan dan dana itupun harus dikembalikan ke kas negara di akhir tahun 2012. Kebijakan pemulihan bidang perumahan dan permukiman dilaksanakan melalui skema relokasi dari wilayah KRB III yang tidak layak huni berdasarkan peta bersama hasil rekomendasi Kementerian ESDM, BNPB, Bappenas dan Kementerian Pekerjaan Umum.
Penelitian ini menggunakan pendekatan positivist dengan data kualitatif dengan kerangka berpikir menggunakan teori Mazmanian-Sabatier sehingga dapat dianalisa variabel variabel yang mempengaruhi kebijakan implementasi tersebut hingga akhirnya mendapatkan temuan dalam penelitian. Teknik pengumpulan data dilakukan dengan cara wawancara mendalam dan kajian dokumen.
Hasil yang didapatkan yaitu bahwa kebijakan Rehabilitasi dan Rekonstruksi sudah sesuai dengan peraturan yang ada, tetapi ada kendala dalam implementasinya. sehingga dibutuhkan solusi untuk masyarakat yang tidak mau direlokasi yaitu dengan cara pengurangan resiko bencana yang merupakan bagian dalam manajemen bencana.

The research background was raised by several problems surrounding the implementation of rehabilitation and reconstruction post disaster merapi volcano eruption at Sleman Regency, which is the target of relocation of residents in disaster-prone areas can not be reached. This led to the failure of funds absorption that have been budgeted and even then must be returned to the state treasury at the end of 2012. Recovery of housing policy implemented through relocation scheme from KRB III region uninhabitable map according to recomendation from Ministry of Energy and Mineral Resources, BNPB, Bappenas and Ministry of Public Works.
This study uses a positivist approach with qualitative data and using the theoretical framework from Mazmanian-Sabatier that can analyzed variables that affect the implementation of policies to get the findings in the study. Data was collected by in-depth interviews and document review.
The results obtained are that the Rehabilitation and Reconstruction policies are in accordance with existing regulations, but there are obstacles in its implementation. Disaster risk reduction as a part of disaster management is solution for people who do not want to be relocated.
