"Penelitian Indeks Kepekaan Lingkungan (IKL) terhadap potensi tumpahan minyak di pesisir utara Teluk Tolo difokuskan kepada evaluasi model-model IKL yang banyak digunakan oleh berbagai pihak. Model yang dijadikan bahan evaluasi adalah model yang dikembangkan oleh Pusat Kajian Sumberdaya Pesisir dan Lautan Institut Pertanian Bogor (PKSPL-IPB), model dari Det Norske Veritas (DNV), dan model dengan Metode Penjumlahan. Komponen-komponen penyusun IKL diperoleh dari analisis citra ALOS AVNIR dan PRISM tahun 2009 dan 2010. Hasil analisis citra diperoleh 16 komponen penyusun IKL yang kemudian dilakukan skoring untuk dimasukan ke dalam setiap model IKL. Setiap model ternyata memberikan hasil yang bervariasi dalam memberikan informasi wilayah kelas IKL. Variasi tersebut terutama terjadi pada wilayah daratan dengan ketinggian lebih dari 5 meter dan jarak dari garis pantai lebih 1 km ke arah darat. Kondisi ini dijumpai hampir di sepanjang garis pantai. Uji dengan ANOVA dengan tingkat kepercayaan 95 % menunjukkan bahwa terdapat perbedaan antara ketiga model tersebut. Uji lanjutan dilakukan dengan menghitung indeks sensitivitas model untuk menentukan model terbaik dalam memberikan informasi IKL. Berdasarkan indeks tersebut diperoleh hasil bahwa Model Penjumlahan mempunyai nilai rata-rata (mean) terbesar yang berarti model tersebut adalah model terbaik untuk memberikan informasi spasial IKL.

Study on Environmental Sensitivity Index (ESI) related to potential of oil spill was conducted in the northern coast of the Tolo Bay, Central Sulawesi. This study focused on the comparative evaluation of ESI models widely used by various parties. The models included in this study are those developed by the Centre for Coastal and Marine Resources Studies, Bogor Agricultural University (IPBPKSPL), used by Det Norske Veritas (DNV), and a model using Summation Method. The ESI components are obtained from image analysis done by ALOS AVNIR and PRISM 2009 and 2010. Upon the production of 16 ESI components, scoring is performed into each ESI model. It turns out that spatially each model give various results in providing the information on ESI-class areas. Variations occurred mainly on inland areas with altitude of more than 5 meters and those with distance over 1 km landward from the shoreline. These conditions are found almost along the shoreline of study areas. ANOVA Test (with 95% confidence interval) suggested a difference is occured between the three given models. Further tests were performed by calculating the sensitivity index models to determine the best model. Based on these calculations, the Summation Model produced the highest mean, which suggest it is the best model to provide an ESI spatial information.

"Kota merupakan suatu ruang bagi manusia untuk melangsungkan kehidupannya. Perkembangan kota dapat diartikan sebagai suatu perubahan menyeluruh, yaitu menyangkut segala perubahan sistem perkotaan secara menyeluruh. Salah satu kota di Indonesia yang sedang mengalami perkembangan adalah Kota Kendari. Perkembangan yang terjadi pada Kota Kendari cenderung sporadis, yang apabila tidak diarahkan dan dikendalikan akan menimbulkan masalah baru. Salah satu potensi Kota Kendari yang mengalami dampak negatif dari perkembangan perkotaan adalah kawasan pesisir Teluk Kendari. Teluk Kendari mengalami sedimentasi yang cukup parah dari tahun 1960-2010 sehingga mengancam keberlanjutan Teluk Kendari. Teluk Kendari merupakan potensi besar Kota Kendari dan Sulawesi Tenggara yang terancam berubah menjadi daratan tahun 2019. Oleh karena itu, penelitian ini untuk melihat pola perkembangan perkotaan, struktur ruang yang dihasilkan dari dampak perkembangan kota terhadap keberlanjutan lingkungan pesisir perkotaan.
Pendekatan dalam penelitian menggunakan metode deduktif kuantitatif rasionalistik. Ada beberapa variabel yang akan dianalisis dalam penelitian ini, hingga menghasilkan jawaban dari pertanyaan penelitian yang ditetapkan. Teknik analisis yang digunakan dalam penelitian adalah analisis statistik deskriptif dan analisis spasial. Teknik pengumpulan data dalam penelitian ini dilakukan dalam beberapa teknik untuk mendapatkan informasi yang cukup, yaitu kajian kepustakaan, observasi lapangan dan pengumpulan data sekunder. Penelitian dilaksanakan dalam beberapa tahapan dari tahapan persiapan hingga tahap perumusan hasil penelitian. Perkembangan Kota Kendari di mulai dari lokasi awal terbentuknya Kota Kendari, yaitu Teluk Kendari.
Kawasan Teluk Kendari memiliki peranan penting dalam perkembangan Kota Kendari. Kecamatan Mandonga menjadi poros utama dalam perkembangan Kota Kendari. Seiring perkembangan waktu, struktur ruang Kota Kendari semakin baik karena pusat-pusat aktivitas dalam perkotaan didukung oleh jaringan-jaringan perkotaan meskipun beberapa jaringan masih di bawah standar pelayanan minimal. Perkembangan Kota Kendari tidak lepas dari masalah lingkungan, yaitu penurunan kualitas lingkungan Teluk Kendari. Keberlanjutan dari lingkungan Teluk Kendari cukup terancam karena tingginya sedimentasi yang terjadi pada perairan Teluk Kendari. Kenaikan nilai faktor-faktor perkembangan perkotaan berbanding lurus dengan laju sedimentasi.

A city is a space for people to establish their lives. The growth of the city can be interpreted as a complete change, which involves all the changes in the urban system as a whole. One of the cities in Indonesia which is experiencing growth is the city of Kendari. The growth of Kendari City tend sporadic that could cause a new peoblem if not directed and controlled. One of the potentials of Kendari City which experienced the negative impact of urban development is the coastal region of Kendari Bay. The Kendari Bay suffered severe sedimentation of the years 1960-2010 that threatening the sustainability of Kendari Bay. Kendari Bay is a great potential of Kendari, Southeast Sulawesi that threatened turn into the mainland in 2019. Therefore, this study aims to look the patterns of urban development and the spatial structure resulting of the impact of urban development on the urban coastal environmental sustainability.
The study approach used is deductive quantitative rationalistic method. There are several variables that will be analyzed in this study, to generate answers to research questions set. The analysis technique used in this study is descriptive statistical analysis and spatial analysis. Data collection techniques used in this study are the study of literature, field observation, and secondary data collection. The study was conducted in several stages from the preparation stage to the stage of formulation of the research results.
Kendari Bay is the initial formation of the development of Kendari City. Kendari Bay region has an important role in the development of the city of Kendari. Subdistrict Mandonga is a major hub in the development of the city of Kendari. Over the years, the spatial structure of Kendari become better because of the development of activity centers in urban supported by urban networks though some networks are still below the minimum service standards. The development of Kendari not be separated from environmental issues, namely environmental degradation of Kendari Bay. Environmental sustainability of Kendari Bay is in danger because of the high sedimentation in waters. The increasing of the urban development factors is directly proportional to the rate of sedimentation.

Sebagai ekosistem yang sangat produktif dan dinamis, pembangunan di wilayah pesisir dan lautnya sering menimbulkan konflik antar kepentingan, diantaranya kegiatan industri migas. Salah satu strategi guna mengantisipasi pengaruh tumpahan minyak terhadap lingkungan di wilayah pesisir dilaksanakan melalui analisis Indeks Sensitivitas Lingkungan (ISL). Lokasi studi berada di wilayah pesisir dan perairan Distrik Karas, Kabupaten Fakfak, Papua Barat Tujuan penelitian adalah menentukan prioritas wilayah yang sensitif terhadap tumpahan minyak. Metode ini dilaksanakan melalui pemberian skor setiap unit lahan untuk nilai kerentanan, konservasi dan sosial. Analisis ISL dilakukan melalui sistem informasi geografis dan diklasifikasikan ke dalam 5 kelas tingkat sensitifitas. Klasifikasi penggunaan lahan dilaksanakan melalui citra satelit dan survei lapangan dilakukan pada Desember 2018. Hasil analisis menunjukkan sebagian besar (51%) dikategorikan tidak  sensitif, sensitif rendah 24%, sangat sensitif 15%, sensitif sedang 6% dan sensitif 4%. Meskipun sebagian besar tidak sensitif, tetapi perlindungan lingkungan harus tetap dilaksanakan guna pembangunan berkelanjutan.


High productivity and dynamic ecosystem in coastal and marine areas often create conflict of interests between various developments, including oil and gas activities. Anticipation strategy for oil spill effects on the environment in coastal areas was carried out by analysis of the Environmental Sensitivity Index (ESI). The study location is in coastal area and surrounding water of Karas sub District, Fakfak District, Papua Barat Province. The research objective is to determine the priority of areas that are sensitive to oil spills. This method was carried out through scoring each unit of land for vulnerability, conservation and social values. ESI Analysis was carried out by geographic information systems method and classified into 5 classes of sensitivity levels. Land use classification was carried out by unsupervised classification of satellite imagery and field surveys was conducted in December 2018. The analysis shows that most of areas are categorized as  not sensitive (51%), low sensitive 24%, very sensitive 15%, moderately sensitive 6% and sensitive 4%. However, environmental protection must be carried out for sustainable development.

"Monitoring perubahan iklim terutama potensi kenaikan Tinggi Muka Laut (TML) di daerah pesisir yang mempengaruhi perubahan garis pantai penting dilakukan untuk perlindungan lingkungan dan pembangunan nasional. Penelitian ini bertujuan untuk membangun model spasial perubahan garis pantai melalui hasil identifikasi data garis pantai historis multitemporal tahun 1990-2021 berbasis citra Landsat (TM, ETM, dan OLI) menggunakan metode DSAS. Pemodelan spasial dibangun dengan mempertimbangkan faktor geodinamik eksternal (erosi dan akresi), faktor hidrometeorologi (kenaikan TML), faktor proses biologi (NDVI), dan faktor aktivitas antropogenik (penutup lahan), memprediksi posisi garis pantai di masa depan, berkaitan dengan rencana penataan ruang. Hasil pemodelan spasial yang merepresentasikan periode waktu tahun 1990-2021 menunjukkan rata-rata secara umum pesisir Pandeglang mengalami erosi dan akresi yang hampir seimbang, dengan dominasi persentase total erosi 53% dan akresi 47%. Lebih lanjut penelitian ini menemukan bahwa faktor aktivitas antropogenik memiliki peran penting, dimana semakin meningkatnya luasan permukiman di wilayah pesisir berpengaruh pada terjadinya akresi, dan faktor kenaikan TML tidak berpengaruh signifikan pada perubahan garis pantai, sementara faktor kerapatan vegetasi berbanding terbalik dengan perubahan garis pantai. Pemodelan prediksi perubahan garis pantai menggunakan perhitungan statistik variabel LRR dengan metode Kalman Filter pada tahun 2041 akan bervariasi di sepanjang pesisir barat Pandeglang mulai dari -261,4 meter hingga 1368,6 meter, dengan rata-rata pergeseran 6 meter. Pola ruang RTRW Kab.Pandeglang Tahun 2011-2031 berdasarkan prediksi garis pantai tahun 2031 dan 2041 secara umum mengalami dampak terutama pada kawasan pariwisata dengan dinamika pantai mengalami erosi tinggi hingga 43 meter pada tahun 2031 dan 70 meter pada tahun 2041, sementara akresi tinggi hingga 89 meter pada tahun 2031 dan 206 meter pada tahun 2041. Hal ini perlu mendapat perhatian dari pemangku kebijakan agar terwujud tujuan penataan ruang sebagai pusat pariwisata di Provinsi Banten yang berkelanjutan.

Monitoring climate change, especially the potential for sea level rise (SLR) in coastal areas that affect shoreline changes, is important for environmental protection and national development. This study aims to build a spatial model of shoreline change through the results of knowing multitemporal historical coastline data for 1990-2021 based on Landsat (TM, ETM, and OLI) images using DSAS variables : NSM, SCE, EPR, and LRR. Then spatial modeling is built by considering external geodynamic factors (erosion and accretion), hydrometeorological factors (Sea Level Rise), biological process factors (vegetation), and anthropogenic activity factors (land cover), predicting the position of the coastline in the future, related to the plan. spatial planning. The results of spatial modeling representing the time period 1990-2021 show that the general average of the coast of Pandeglang experiences almost equal erosion and accretion, with the dominance of the total proportion of erosion 53% and accretion 47%. The average rate of change of the LRR value is 0.15 meters/year, the EPR value is 0.07 meters/year, and the NSM value is 2.23 meters. Anthropogenic by increasing the factors that can be seen in coastal areas have an effect on the occurrence of erosion. Meanwhile, hydrometeorological factors (Sea Level Rise) in this study have no significant effect on shoreline changes, but biological process has inversely relationship. Predictive modeling of shoreline changes using statistical calculations of LRR variables using the Kalman Filter method in 2041 will vary along the west coast of Pandeglang starting from -261, 4 meters up to 1368.6 meters, with an average shift of 6 meters. The spatial pattern of the RTRW of Pandeglang Regency in 2011-2031 based on coastline predictions in 2031 and 2041 generally has an impact, especially on the area and coastal dynamics, experiencing high erosion of up to 43 meters in 2031 and 70 meters in 2041, while high accretion up to 89 meters in 2031 and 206 meters in 2041. This needs attention from policy makers in order to realize the goal of spatial planning as a sustainable center for tourism in Banten Province."

"Kota Pariaman merupakan salah satu kota di Indonesia yang terindikasi rawan terhadap bencana tsunami dikarenakan lokasinya yang berada di pinggir pantai serta berbatasan langsung dengan Samudera Hindia. Desa pesisir Kota Pariaman yang menghadap langsung ke lepas laut membuat desa pesisir tersebut semakin rentan terhadap tsunami. Oleh karena itu, diperlukan penelitian kerentanan wilayah terhadap tsunami guna meminimalkan kerugian akibat bencana.
Penelitian ini bertujuan untuk melihat pola kerentanan wilayah terhadap bencana tsunami. Kerentanan wilayah dilihat dari keterpaparan, sensitivitas, serta ketahanan. Keterpaparan dilihat dari ketinggian, jarak dari garis pantai, lereng, dan jarak dari sungai. Sensitivitas dilihat dari jumlah penduduk, dan kualitas bangunan. Ketahanan dilihat dari persepsi dan pengetahuan mitigasi bencana, serta sosialisasi mitigasi bencana. Setiap komponen tersebut kemudian ditampalkan dengan teknik overlay skoring dan pembobotan sehingga diperoleh kerentanan wilayah terhadap tsunami. Pola spasial kerentanan wilayah terhadap tsunami dapat diperoleh dari kerentanan wilayah tersebut dengan menggunakan nearest neighbor analysis.
Hasil penelitian menunjukkan bahwa tingkat kerentanan Rendah lebih mendominasi, kemudian diikuti oleh Sedang dan Tinggi. Tingkat kerentanan Rendah terhadap tsunami berada di kelompok permukiman selatan dengan tingkat keterpaparan Sedang, sensitivitas Rendah, dan ketahanan Tinggi dengan pola seragam.

Pariaman city is one of cities in Indonesia that is indicated prone to tsunami due to its location which is directly adjacent to the Indian Ocean. The coastal villages of Pariaman City that faces directly to the offshore makes the coastal villages more vulnerable to tsunamis. Therefore, it is necessary to study the vulnerability of the region to the tsunami to minimize disaster losses.
This study aims to see the pattern of regional vulnerability of tsunami. The vulnerability of this region is seen from exposure, sensitivity, and resillience. Exposure is seen from the elevation, distance from shoreline, slope, and distance from river. Sensitivity is seen from total population, and building quality. Resilience is seen from perception and knowledge of tsunami mitigation, and socialization of tsunami mitigation. Each component is overlaid with overlay techniques scoring and weighting to obtain the vulnerability of the region to the tsunami. Spatial patterns of regional vulnerability to tsunamis can be seen from the vulnerability of the region using nearest neighbor analysis.
The results showed that Low vulnerability level is dominated, followed by Moderate and High . Low level is located in the southern settlement group with Moderate exposure, Low sensitivity and High resilience with dispersed pattern.

"Kota Jakarta sebagaimana layaknya kota-kota besar lain dalam perkembangannya mengalami pertumbuhan penduduk yang sangat pesat. Hal ini menjadi masalah baru yakni kebutuhan akan ruang dan lahan baik untuk pemukiman, perkantoran, pusat usaha dan kegiatan penunjang lainnya. Reklamasi Pantai Utara Jakarta adalah langkah yang diambil Pemerintah untuk menjadi solusi keterbatasan lahan yang tersedia di wilayah Jakarta. Walaupun fungsi, tujuan dan kebermafaatan reklamasi yang secara teori mampu memberikan dampak positif terhadap lingkungan, namun ternyata juga membawa dampak negatif yang cukup besar. Hal ini menimbulkan berbagai pertanyaan mengenai bagaimana pemerintah membuat perencanaan Tata Ruang Pantai Utara Jakarta dan bagaimana menyelaraskannya dengan perencanaan lingkungan untuk daerah tersebut. Oleh karena itu perlu dicari tahu bagaimana pengaturan mengenai perencanaan lingkungan Pantai Utara Jakarta dan penyelenggaraannya dalam pemanfaatan, perlindungan dan pengelolaan lingkungan, dan bagaimana pengaturan mengenai perencanaan tata ruang wilayah Pantai Utara Jakarta serta penyelenggaraannya. The city of Jakarta, like other big cities, is experiencing rapid population growth. This has become a new problem, like the need for space and land both for settlements, offices, business centers and other supporting activities. The reclamation of the North Coast of Jakarta is a step taken by the Government to be a solution to the limited land available in the Jakarta area. Although the functions, objectives and benefits of reclamation are theoretically capable of having a positive impact on the environment, but the reclamation also has a fairly large negative impact. This fact raises various questions about how the government plans the Spatial Planning for the North Coast of Jakarta and how to align it with environmental planning for the area. Therefore, it is necessary to find out how the arrangements regarding the the environmental planning of the North Coast of Jakarta and its implementation in the utilization, protection and management, and how the arrangements regarding the spatial planning of the North Coast of Jakarta and its implementation. So from there, we can assess the suitability between environmental planning with spatial planning for the North Jakarta Coastal area."

"Tujuan tesis ini dilakukan untuk mengevaluasi kebijakan pengembangan kawasan pesisir di Kabupaten Karimun. Penelitian ini dilaksanakan dengan metode kuantitatif dengan pendekatan Analytical Hierarchy Process (AHP). Penelitian dilaksanakan dengan cara menyebar kuesioner kepada para “expert” sebanyak 12 responden yang terdiri dari pelaksana kebijakan, pemerhati kebijakan dan dianggap paling tahu permasalahan kegiatan pengembangan kawasan pesisir di Kabupaten Karimun.
Fokus penelitian ini adalah memberikan penilaian pada bobot stakeholder dan kriteria proyek yang telah disusun secara sistematis dalam suatu hirarkis melalui skala perbandingan. Stakeholder yang menjadi pemerhati pelaksanaan pengembangan kawasan pesisir terdiri dari : DPRD, LSM, Asosiasi Kelompok Nelayan, Media Massa dan Dosen, Kriteria evaluasi dalam pengembangan kawasan pesisir yaitu : Efektifitas, Efisiensi dan Responsivitas dengan Objek kriteria untuk melihat evaluasi terdiri dari : Input, Output dan Benefits. Adapun proyek yang menjadi fokus dalam pelaksanaan pengembangan kawasan pesisir adalah : Coastal Road, Pemukiman Nelayan Sei. Ayam, dan Pengembangan Kawasan Mangrove.
Hasil penelitian menunjukan bahwa kebijakan pengembangan kawasan pesisir di Kabupaten Karimun lebih menonjol pada sisi stakeholder Media Massa, hal tersebut ditunjukan dengan bobot prioritas tertinggi dalam analisis (0,236) dibandingkan dengan 4 stakeholder lainnya. Secara umum pada setiap stakeholder kebijakan, kriteri efektifitas merupakan kriteria yang paling penting dalam pelaksanaan kebijakan. Objek kriteria pada kriteria evaluasi yang paling penting dan mendapatkan bobot tertinggi yaitu benefits dengan bobot (0,559). Hasil sintesa hirarki dan analisis keseluruhan menunjukan bahwa rekomendasi alternatif proyek yang disarankan di masa yang akan datang adalah pelaksanaan proyek Coastal Road dengan bobot tertinggi sebanyak 0,529.

The aim of this thesis to evaluate the development of coastal policy in the Karimun Regency. This research was conducted by quantitative methods approach Analytical Hierarchy Process (AHP). The research was conducted by way of questionnaires to spread the "expert" as many as 12 respondents consisting of policy implementation, and policy observers deemed most problems of coastal development activities in Karimun Regency.
This research focused an assess project focus and criteria which sistematically arranged in a hierarchy with pairwise comparison. Stakeholders become observers of the implementation of coastal development consists of: Parliament, NGOs, Association of Fishermen Group, Mass Media and Lecturers, the evaluation criteria in the development of coastal areas, namely: effectiveness, efficiency and responsiveness of the attractions to see evaluation criteria consists of: Input, Output and Benefits. The project was the focus in the implementation of the development of coastal areas are: Coastal Road, Settlement Fishermen Sei. Chicken and Mangrove Area Development.
The results showed that the policy of coastal development in the District Karimun more prevalent in the mass media stakeholders, it is indicated by the weight of the highest priorities in the analysis (0.236) compared with 4 other stakeholders. In general, at each stakeholder policy, kriteri effectiveness is the most important criterion in the implementation of the policy. Attractions on the criteria most important evaluation criteria and get the benefits with the highest weight is the weight (0.559). The synthesis and analysis of the overall hierarchy shows that the recommended project alternative recommendations in the days to come is the implementation of the Coastal Road project with the highest weight as much as 0.529.
