"ABSTRAK
Pelaksanaan monitoring pengajuan angka kredit jabatan fungsional kesehatan di Satkes Denma Mabes TNI masih belum bisa dipertanggung jawabkan keakuratannya, masih ada pejabat pemangku jabfungkes ( 18 dari 47 orang) yang tidak mengajukan angka kreditnya dalam waktu setahun sekali. Hal ini disebabkan karena belum ada surat perintah kepada atasan langsung untuk memonitor kegiatan pengajuan angka kredit tersebut.
Penelitian ini menggunakan pendekatan kualitatif. Sumber data diperoleh dari informan, dokumen dan fokus grup diskusi. Teknik pengumpulan data yang digunakan adalah wawancara mendalam, observasi langsung, dokumen, dan diskusi kelompok. Pengujian validitas data dilakukan dengan menggunakan teknik triangulasi metode. Ruang lingkup penelitian ini dilakukan di Satkes Denma Mabes TNI Jakarta.
Identifikasi kendala didapat melalui pendekatan masalah sesuai teori pendekatan analisis Organisasi dan Metode (O&M)yang dilakukan terhadap ketersediaan sumber-sumber manajemen yaitu Tenaga, Dana, Bahan, Peralatan dan Dukungan Waktu. Dari hasil penelitian maka perlu dilakukan optimalisasi terhadap sumber-sumber manajemen tersebut.
Saran dari penelitian ini, perlu dilakukan optimalisasi monitoring pengajuan angka kredit,sehingga diharapkan angka kredit yang diajukan dapat mendukung kelancaran dalam kenaikan pangkat dan pada akhirnya memotivasi kinerja yang baik kepada para pemangku jabatan fungsional kesehatan (jabfungkes) untuk memberikan pelayanan kesehatanyang lebih berkualitas di masa yang akan datang.

ABSTRACT
Accuracy of monitoring about credit score monitoring application of functional health in Satkes Denma TNI Headquarters was low. It was showen from a number of personel in job fungsional?s health who do not report their credit score once in a year. Therefore, it is necessary to conduct the study about optimalization of credit score monitoring application of functional health in Satkes Denma TNI Headquarters.
An operational research method using a qualitative was conducted collection techniques that have been used were in-depth interviews, document reviews and focus group discussion. Data validity testing used triangulation technique. Scope of this study was carried out in Satkes Denma TNI Headquarters.
Constraint identification that obtained through analisation of Organization and Methods (O&M) identified the low of monitoring to improve the credit score monitoring application of functional health in Satkes Denma TNI Headquarters. from the study result, optimalization of credit score monitoring application of functional of health should be maintened, and it is needed an ordered to a personel who have to do about monitoring, money supply, matherials, machine and an accurating time for schedul that proposal?s credit score for functional?s job personel of health in Satkes Denma TNI Headquarters.
The study recommended that an obvious about optimalization of credit score monitoring application of functional health in Satkes Denma TNI Headquarters in the future, so it means to building the quality of credit score with validation of score about health care."

"Sistem angka kredit dosen Poltekkes Kemenkes yang berjalan saat ini belum dapat menjawab solusi permasalahan tentang monitoring dan pengusulan angka kredit dosen Poltekkes Kemenkes. Penelitian ini bertujuan untuk mengembangkan sistem informasi monitoring angka kredit dosen Poltekkes Kemenkes untuk mengetahui sejak dini permasalahan pemenuhan angka kredit dosen maupun yang telah memenuhi angka kreditnya. Pengembangan sistem informasi monitoring angka kredit dosen Poltekkes Kemenkes mengikuti alur siklus hidup pengembangan sistem (SDLC), yaitu perencanaan,analisis, desain dan implementasi. Metodologi yang digunakan adalah Rapid Application Development (RAD) dengan pendekatan prototyping. Penelitian ini menghasilkan proptotype sistem informasi monitoring angka kredit dosen Poltekkes Kemenkes dengan berbasis web. Sistem ini mempermudah dosen Poltekkes dalam memantau perolehan angka kredit dan usulan penetapan angka kredit dosen. Implementasi sistem dapat dilakukan di Badan PPSDM Kesehatan selaku pembina jabatan fungsional dosen berupa dukungan dana, infrastruktur dan SDM yang telah tersedia. Namun demikian diperlukan komitmen dari dosen selaku pengguna sistem untuk menggunakan sistem ini secara berkelanjutan dan tentunya kebijakan dari Badan PPSDM Kesehatan untuk membuat regulasi atau mandatory terkait sistem ini. Disamping itu pula perlu adanya sosialisasi ke Poltekkes Kemenkes khususnya dosen yang berinteraksi langsung ke sistem.
Information system of credit score for lecturers of Polytechnic of Health Ministry of Health currently running can not answer the solution on monitoring and propose for establish lecturers credit score. This study aims to develop information system monitoring credit score for lecturers Polytecnich of Health Ministry of Health, which can know early on problems of credit score lecturers fulfillment and who have fulfilled the credit score for career development and quality development of Polytecnich of Health Ministry of Health. Development of information system monitoring credit score for lecturer Credit Score for Lecturers Polytecnich of Health Ministry of Health follow the flow of system development life cycle (SDLC), planning, analysis, design and implementation. The methodology used is Rapid Application Development (RAD) with a prototype approach. This research produces proptotype information system monitoring credit score for lecturers Polytecnich of Health Ministry of Health with web-based. This system facilitates lecturers Poltekkes in monitoring the acquisition of credit numbers and the proposed determination of lecturer credit score. Implementation of the system can be done at the Agency (BPPSDMK) as the builder of functional lecturer in the form of funding support, infrastructure and human resources that have been available. However, it requires commitment from the lecturer as the system user to use this system in a sustainable manner and of course the policy from the Agency (BPPSDMK) to make regulation or mandatory related to this system. Besides, it is also necessary to socialize to Polytecnich of Health Ministry of Health especially lecturers who interact directly to the system."

"ABSTRAK
Penelitian ini bertujuan menguji pengaruh pengawasan fungsional, legislatif, dan masyarakat terhadap kinerja penyelenggaraan pemerintahan daerah di Indonesia pada Tahun 2012-2013. Kinerja pemerintah daerah diukur dengan menggunakan skor EKPPD yang dikeluarkan oleh Kementrian Dalam Negeri Republik Indonesia. Pengawasan fungsional diukur dengan jumlah frekuensi audit kinerja dan operasional BPKP, serta monitoring dan evaluasi (monev) BPKP. Pengawasan legislatif diukur dengan ukuran legislatif (jumlah anggota DPRD). Dan pengawasan masyarakat diukur dengan jumlah pers atau media massa di daerah. Hasil penelitian menunjukkan bahwa audit kinerja dan operasional, ukuran legislatif, serta jumlah pers berpengaruh positif terhadap kinerja penyelenggaraan pemerintahan daerah. Di lain sisi, monitoring dan evaluasi BPKP tidak berpengaruh terhadap kinerja pemda.

ABSTRACT
The purpose of this study is to analyze the effect of functional, legislative, and public
monitoring to the performance of local government in Indonesia for the year of 2012-
2013. The local government performance is measured by Local Government
Performance Index released by Ministry of Internal Affairs of Indonesia. Functional
monitoring is measured by the number of frequency of Performance and Operational
Audits by BPKP, and the number of frequency of monitoring and evaluation by
BPKP. Legislative monitoring is measured by the size of parliament (the number of
parliament?s member). And the public monitoring is measured by the number of press
or mass media in local district. The results reveal that performance and operational
audits by BPKP, size of parliament, and the number of press positively affects the
local government performance. On the other hand monitoring and evaluation by
BPKP do not affect the local government performance"

"Penilaian angka kredit jabatan fungsional perawat adalah suatu bentuk penilaian kinerja bagi perawat dengan status Pegawai Negri Sipil , penilaian berdasarkan prestasi yang dicapai perawat dalam mengerjakan kegiatan keperawatan dan digunakan sebagai salah satu syarat untuk kenaikan pangkat/jabatan perawat.
Tujuan penelitian ini untuk mengetahui hubungan antara sistem penilaian angka kredit jabatan fungsional perawat dengan motivasi kerja perawat di RS. MM Bogor. Desain penelitian cross sectional dengan populasi 202 orang dan sampel penelitian 139 orang. Penelitian dilaksanakan tanggal 25 Juni sampai dengan 8 Juli 2002.
Data yang diperoleh dianalisis dengan analisis univariat, bivariat dengan Kai kuadrat dan multi variat dengan regresi logistik ganda.
Hasil penelitian didapatkan sebagian besar (57,2 %) perawat RS.MM. Bogor memiliki motivasi kerja yang tinggi. Analisis bivariat menunjukkan hubungan yang tidak bermakna antara pengetahuan perawat terhadap penilaian angka kredit dengan motivasi kerja perawat. Terdapat hubungan yang bermakna antara persepsi perawat dengan motivasi kerja perawat. Dan karakteristik perawat yang berhubungan dengan motivasi kerja adalah tingkat pendidikan dan status perkawinan. Analisis multivariat dengan menggunakan regresi logistik ganda ditemukan variabel yang mempunyai kontribusi terhadap motivasi kerja perawat adalah pembinaan , kemudahan dan status perkawinan.
Disarankan kepada RS. MM. Bogor untuk meningkatkan motivasi kerja perawat dengan meningkatkan pendidikan perawat secara formal/informal, meningkatkan kemampuan tim penilai dan bagi peneliti lainnya dapat melakukan penelitian lanjutan dengan menggunakan metoda observasi, wawancara mendalam di rumah sakit-rumah sakit dengan tipe yang berbeda.

Performance evaluation of the nurses using credit system for functional job is one type of performance evaluation for the government employee. Evaluation is based on performance achievement of the nurses in giving nursing care. This method of evaluation is used as one of the requirement for nursing staff's promotion.
Objectives of this research to identify of the relationship between performance evaluation using credit system based on functional nursing job with nurses' working motivation at MM. Hospital Bogor. This research is quantitative research with the cross sectional method. The number of respondents is 139 nurses. This research was conducted from June, 25 until July 8, 2002.
The data was analyzed using univariate, bivariate with chi square and multivariate statistic with the multiple logistic regression.
The research result showed that 57,2 % of nurses at MM. Hospital in Bogor has high motivation. There is a signifificant relationship between nurses' perception and nurses' motivation. The characteristics of the nurses which has relationship with motivation is the level of education and marriage status. Variables which has high contribution to nurses motivation includes: supervision, easiness and marriage status.
Recommendations for MM. Hospital in Bogor regarding improvement of nurses' motivation, through providing continuing education for nurses as well as for the evaluator. For other researchers are recommended to conduct advance research using observation and deep interview methods in different type of hospitals.

"Tersedianya data/informasi kesehatan yang berkualitas sangat dibutuhkan dalam penyusunan rencana, pemantauan pelaksanaan, maupun evaluasi program kesehatan. Sistem intormasi manajemen kesehatan dan sistem informasi pelayanan kesehatan yang ada belum dapat memenuhi kebutuhan tersebut. Salah satu kendala dalam penyediaan datalinformasi yang berkualitas adalah belum memadainya tenaga pengelola data/informasi kesehatan, baik jumlah kualifikasi, maupun persebarannya. Jumlah tenaga pengelola data/informasi kesehatan yang mempunyai pendidikan & pelatihan di bidang pengelolaan datalinformasi masih relatif sedikit.Upaya yang telah ditempuh dalam rangka mengatasi masalah ini antara lain dengan mengangkat pejabat fungsional, yaitu statistisi.
Sampai saat ini telah diangkat sebanyak 137 pejabat statistisi yang ditempatkan di satuan kerja Depkes di pusat (Pusdatin dan Ditjen Pelayanan Medik) dan di daerah (Sumbar, Lampung, Sulteng, dan Sulsel).
Secara umum, kinerja statistisi (dalam kegiatan perstatistikan) masih jauh dari harapan, yang tercermin dari relatif rendahnya angka kredit yang dikumpulkan. Beberapa faktor yang diduga berhubungan dengan rendahnya kinerja statistisi ini adalah belum diterapkannya secara benar sistem pengangkatan dan penempatan statistisi pada masa itu. Seleksi terhadap talon statistisi belum dilaksanakan dengan balk. Demikian jugs penempatan statistisi di suatu satuan kerja belum didasarkan atas kebutuhan.
Penelitian ini bertujuan untuk memperoleh informasi mengenai pelaksanaan sistem pengangkatan dan penempatan pejabat fungsional statistisi di bidang kesehatan dan kaitannya dengan pencapaian angka kreditnya. Desain penelitian yang digunakan adalah cross sectional dengan jumlah informan sebanyak 112 statistisi dan 16 orang atasan statistisi/pejabat kepegawaian dari 5 unit/satuan kerja (Sulteng belum mengirim kembali isian kuesioner).
Pengumpulan data menggunakan instrumen kuesioner yang diisi oleh informan sendiri. Khusus kepada atasan statistisilpejabat kepegawaian di satuan kerja Depkes Pusat disertai dengan wawancara.
Hasil penelitian menunjukkan bahwa bentuk "seleksi" yang dilakukan terhadap calon statistisi berupa "seleksi administratif' dilakukan di Sumbar dan Sulsel, dan "seleksi administratif disertai wawancara" dilakukan di Pusdatin, Ditjen Pelayanan Medik, dan Lampung.
Jumlah statistisi yang bertugas di Pusdatin dan Ditjen Pelayanan Medik dinyatakan telah sesuai dengan jumlah yang dibutuhkan. Sedangkan yang bertugas di Sumbar dan Sulsel jumlahnya melebihi kebutuhan. Yang bertugas di Lampung jumlahnya justru masih kurang dari kebutuhan. Persentase rata-rata tingkat pencapaian angka kredit oleh statistisi selama kurun waktu 4 tahun baru mencapai 71,2% dari angka kredit standar (angka kredit minimal yang harus dikumpulkan untuk memenuhi syarat naik pangkat setingkat lebih tinggi). Persentase rata-rata tingkat pencapaian angka kredit statistisi pada satuan kerja yang melaksanakan seleksi administratif yang disertai wawancara (sebesar 81,3%) temyata lebih tinggi daripada yang menerapkan seleksi administratif saja (sebesar 57,8%). Relatif rendahnya pencapaian angka kredit ini dapat dipahami karena sebanyak 40,2% statistisi mendapat tugas tambahan sebesar 25-50% dari total kegiatannya dan sebanyak 50,9% statistisi menyatakan mengalami kesulitan berupa kurangnya kemampuan teknis dalam pelaksanaan kegiatan perstatistikan.
Untuk pengembangan statistisi bidang kesehatan di masa yang akan datang, pengangkatan statistisi disarankan dapat lebih "selektif' dan penempatannya disesuaikan dengan kebutuhan. Pembinaan terhadap statistisi yang ada peril] ditingkatkan baik bentuk maupun frekuensinya.

The Analysis on the Recruitment and Placement System of Health Statistician in the Related with Credit Number Achievement, 2002Availability of reliable health datalinformation is needed in the planning, monitoring, and evaluation of health programme. The existing health management information system and health services information system did not fulfilled yet the need. One of constraint in the supply of reliable datalinformation is unqualified manpower in health datalinformation, quantity, quality, and distribution. Number of health datalinformation manpower with well educated and well trained in data/information management is still inadequate. The efforts in order to overcome this problems e.i. to recruit the statistician. Up to now the 137 statisticians were recruited who have been placed in central units of Ministry mf Health (Centre for Data and Information and DG of Medical Care) and in provinces (West Sumatera, Lampung, Central Sulawesi, and South Sulawesi).
In general, performance of statistician (in the statistics activities) is still under expectation, which is revealed with credit number collected poorly. The factors were being to associate with low performance of statistician were in that time the right recruitment and placement system is not applied. The right selection of statistician candidate is not applied. And also placement of statistician in the unit is not based yet with the need assessment.
The research study has objectives to get information of implementation of health statistician recruitment and placement and its related with credit number achievement. The research study was cross sectional study with number of informant are 1 12 statisticians and 16 supervisors of statistician or personnel officers from 5 units (Central Sulawesi Province is not submit yet the fulfilled questionnaire). Data collection to statisticians uses questionnaire that is fulfilled by them. Data collection to supervisors or personnel officers in central units of MOH use additional interview.
The results of research study have revealed that kind. of selection to statistician candidates were administrative selection for West Sumatera and South Sulawesi Province, and administrative selection with interview for Centre for Data and Information and DG Medical Care, and Lampung Province. The number of statistician in Centre for Data and Information and DG of Medical Care was in conformity with requirement number. Whereas the number of statistician in West Sumatera and South Sulawesi Province was higher than requirement number. While the number of statistician in Lampung Province was lower than requirement number. Percentage of mean of credit number achievement by statistician during 4 years period is 71.2% of standard (minimum credit number must be collected for fulfilling one level higher promotion). Percentage of mean of credit number achievement in units that are implemented administrative selection with interview (81.3%) is higher than the units that are implemented administrative selection only (57.8%). The poorly credit number achievements through 40.2% of statisticians get additional jobs 25-50% of total their activities and 50.9% of statisticians have proved the technical qualification problems in the implementation of statistics activities.
In order to develop health statistician in the future, recruitment of statistician is suggested more selective and its placement must be adjusted with the need. Frequency of supervision to statistician is suggested to be improved.

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan pelaksanaan Uji Komptensi teknis jabatan fungsional kesehatan di Dinas Kesehatan Provinsi DKI Jakarta serta keselarasannya dengan kebijakan pemangku kepentingan. Penelitian ini merupakan penelitian kualitatif dengan desain penelitian menggunakan Model implementasi kebijakan George C. Edward III dengan menggunakan 4 variabel yang digunakan yaitu komunikasi, Sumberdaya, Disposisi dan Srtuktur Birokrasi. Pengambilan data dilakukan melalui wawancara mendalam kepada informan dan menggunakan telaah dokumen. Informan penelitian adalah Kementerian Kesehatan, Dinas Kesehatan Provinsi Jakarta dan para tim Penguji Uji Kompetensi dari berbagai rumpun jabatan Funsgional. Penelitian dilakukan bulan April hingga Mei-Juni 2022. Hasil penelitian menunjukkan bahwa implementasi kebijakan pelaksanaan uji kompetensi teknis jabatan fungsional kesehatan sudah berjalan namun pada pelaksanaan kebijakan ditemukan beberapa ketidaksesuaian yaitu belum semua jenis jabatan fungsional kesehatan yang sudah melaksanakan uji kompetensi. Pada variabel Komunikasi khususnya pada sub variabel transmisi terlihat bahwa proses sosialisasi masih kurang sehingga berdampak pada kurangnya antusiasme dan pemahaman para pemangku jabatan fungsional terhadap pelaksanaan uji kompetensi. Pada variabel Sumber Daya yaitu pada sub variabel Sumber daya manusia dan fasilitas ditemukan bahwa masih sedikitnya jumlah para tim penguji uji kompetensi yang memiliki sertifikat uji komptensi dan dari segi fasilitas juga masih ditemukan kekurangan terkait tempat dilaksanakannya uji kompetensi dan sarana prasarana yang tersedia. Hasil penelitian ini menunjukkan bahwa pelaksanaan kebijakan uji kompetensi belum selaras dengan amanah Undang-Undang yaitu belum semua tenaga kesehatan melaksanakan uji kompetensi.

One of the objectives of the competency test is to create superior, competitive and competitive health human resources. The DKI Jakarta Provincial Health Office is committed that the implementation of the technical competency test for functional positions is carried out consistently and sustainably in line with the policies mandated by law. This study aims to analyze the implementation of the policy implementation of the technical competency test for health functional positions at the DKI Jakarta Provincial Health Office and its alignment with stakeholder policies. This research is a qualitative research with research design using George C. Edward III's policy implementation model using 4 variables, namely communication, resources, disposition and bureaucratic structure. Data collection was carried out through in-depth interviews with informants and using document analysis. Research informants are the Ministry of Health, the Jakarta Provincial Health Office and the Competency Test Examiners team from various functional positions. The study was conducted from April to May-June 2022. The results showed that the implementation of the policy for implementing the technical competency test for health functional positions had been running, but in the implementation of the policy several discrepancies were found, namely not all types of health functional positions had carried out the competency test. In the Communication variable, especially in the transmission sub-variable, it can be seen that the socialization process is still lacking so that it has an impact on the lack of enthusiasm and understanding of functional office holders for the implementation of the competency test. In the Resources variable, namely in the Human Resources and facilities sub-variable, it was found that there were still a small number of competency test examiners who had competency test certificates and in terms of facilities, deficiencies were also found regarding the place where the competency test was carried out and the available infrastructure. The results of this study indicate that the implementation of the competency test policy has not been in line with the mandate of the Act, namely not all health workers have carried out the competency test"

"Penelitian ini bertujuan menganalisis pelaksanaan kebijakan Jabatan Fungsional Administrator Kesehatan di lingkungan Kantor Kementerian Kesehatan dengan menggunakan model analisis Edward III. Implementasi kebijakan berjalan baik bila pelaksanaanya telah sesuai dengan peraturannya. Penelitian ini menggunakan metode kualitatif dengan wawancara mendalam pada pelaksana kebijakan Jabatan Fungsional Adminkes di lingkungan Kantor Kemenkes. Informan dipilih berdasarkan purposive sampling.
Hasil penelitian menunjukkan bahwa implementasi kebijakan belum berjalan dengan baik terkait komunikasi, sumber daya, disposisi dan struktur birokrasi. Faktor-faktor yang menghambat implementasinya adalah sosialisasi; penempatan dan kewenangan Adminkes dalam Unit Kerja; dukungan pimpinan; fasilitas; beban kerja Unit Pembina; koordinasi internal di Kemenkes; dan sistem pengarsipan.

This research aimed to analyze the implementation of Health Administrator Functional Position policy at Ministry of Health office using analytical model from Edward III. Implementation of the policy is assumed to be going well when in accordance with the regulations. This research used qualitative method using in-depth interviews to the executive staff implementing the above decrees at the Ministry of Health office.
The results showed that the policy implementation of Health Administrator as Functional Position at the Ministry of Health needs to be improved in terms of communications, resources, disposition and bureaucratic structure. Factors that hinder the implementation is socialization; placement and Adminkes authority; leadership support; facilities; workload of Unit Supervisors; internal coordination in the Ministry of Health; and archiving systems.

"Penelitian ini bertujuan menguji pengaruh pengawasan fungsional dan pengawasan legislatif terhadap kinerja pemerintah daerah di Indonesia tahun 2011-2012. Kinerja pemerintah daerah diukur dengan skor kinerja yang dikeluarkan oleh Kemendagri dalam Laporan Hasil Evaluasi Pemeringkatan Kinerja Penyelenggaraan Pemerintahan Daerah untuk LPPD tahun 2011 dan 2012. Pengawasan fungsional diukur dengan latar belakang profesi kepala daerah, latar belakang pendidikan kepala daerah, motif reelection, dan kompetisi politik. Pengawasan legislatif diukur dengan ukuran legislatif. Penelitian dilakukan dengan metode kuantitatif serta pengujian hipotesis dengan menggunakan metode Ordinary Least Square (OLS). Secara keseluruhan, hasil penelitian menunjukkan bahwa latar belakang profesi kepala daerah dan ukuran legislatif berpengaruh positif terhadap kinerja pemerintah daerah, sedangkan latar belakang pendidikan kepala daerah, motif reelection, dan kompetisi politik tidak berpengaruh terhadap kinerja pemerintah daerah.

This study aims to investigate about the effect of functional and legislative monitoring to the local government performance in Indonesia for the period of 2011-2012. The local government performance is measured by score of Local Government Performance which is released by Ministry of Home Affairs in the form of Local Government Performance Evaluation Report for LPPD 2011 and 2012. Functional monitoring is measured by professional and educational background of local government leader, reelection motive, and political competition and legislative monitoring is measured by size of parliament. Research is conducted with quantitative methods and hypothesis testing using Ordinary Least Square (OLS) method. Overall results reveal that professional background of local government leader and size of parliament positively affect the local government performance. On the other hand, educational background, reelection motive, and political competition do not affect the local government performance.
