"Notaris sebagai salah satu Profesi Penunjang Pasar Modal memiliki peranan dan tanggung jawab yang penting terkait dengan tugasnya dalam membuat akta otentik di bidang pasar modal. Atas dasar tugas dan peranannya tersebut Notaris harus mendalami seluk beluk dan ketentuan peraturan yang ada dalam pasar modal karena setiap aksi korporasi yang dilakukan emiten memiliki persyaratan dan ketentuan yang berbeda-beda tergantung kepada peraturan yang mengaturnya sehingga notaris harus memastikan agar pembuatan akta tersebut sesuai dengan peraturan perundang-undangan pada umumnya dan peraturan pasar modal pada khususnya. Peranan Notaris disini adalah juga ikut mengarahkan dan memberikan penyuluhan hukum kepada Emiten, sepanjang mengenai pembuatan akta, agar akta nya tidak bertentangan dengan ketentuan yang ada. Peranan notaris tersebut memiliki keterkaitan erat dengan kedudukan notaris yang harus memiliki sikap independen, adil dan tidak memihak kepada pihak manapun. Dengan berpegang teguh kepada peraturan yang berlaku di bidang pasar modal, kode etik notaris serta standar profesi notaris yang ada, maka notaris secara nyata telah menjaga kepentingan pemegang saham minoritas yang ada dalam suatu perseroan terbuka yang mana kepentingan mereka seringkali terlanggar.Dalam penelitian ini terdapat pelanggaran yang dilakukan oleh pihak PT. XYZ Tbk selaku emiten ketika melakukan Penawaran Umum Terbatas III yang didahului dengan Aksi Korporasi berupa Reverse Stock dan Penambahan seri saham baru yaitu seri B, sehingga pemegang saham minoritas merasa perlu untuk menyatakan protes serta keberatan mereka secara tertulis kepada pihak yang berkepentingan seperi Bapepam-LK, Menteri Kehakiman dan Hak Asasi Manusia, serta profesi penunjang pasar modal termasuk juga Notaris. Hal ini ternyata berkaitan erat dengan tidak adanya peraturan yang secara khusus dan mendalam mengatur mengenai prosedur pelaksanaan Reverse Stock Split sehingga PT. XYZ Tbk diduga melanggar ketertiban umum yang berlaku di Pasar Modal. Notaris dalam kasus ini harus memiliki sikap analitis yang tajam serta keseksamaan dalam melihat suatu Aksi Korporasi yang dilakukan oleh suatu Emiten serta memperdalam pengetahuan mengenai Pasar Modal.

Notary as a profession that supports a Capital Market has a role and important responsibilities related to his/her job in making authentic act of the capital market. On that basis of its roles and duties, notary must explore the rules and regulations that exist in the capital markets since any corporate actions issuers have different terms and conditions vary depending on the regulations that govern it, so that the notary must ensure that the deed in accordance with the regulations legislation in general and capital markets in particular rules. Thus, notary has role of codirecting and providing legal counseling to the Issuer, during the making of the deed, so that his deeds do not conflict with existing provisions. This role of notary relates with the position of a notary who must have an independent attitude, fair and impartial to any party. By sticking to the rules in the capital market, code of ethics and standards of professional notary, a notary has saved the interests of minority shareholders in a company where their interests are often violated.

This research shows a violation practice performed by PT. XYZ Tbk as the issuer of Right Issue III, preceded by a Reverse Stock Corporate Actions and the addition of a new series of shares of series B, so that minority shareholders feel the need to protest and express their objections in writing to the interested parties such: Bapepam-LK, the Minister of Justice and Human Rights, as well as supporting professionals including Notary capital markets. Apparently, this is closely related to the lack of legislation that specifically regulates the procedure and in-depth implementation of the Reverse Stock Split and PT. XYZ Tbk allegedly violating public order prevailing in the Capital Market. Consequently a notary must have a keen analytical attitude and thoroughness in seeing a Corporate Actions performed by an Issuer and deepens knowledge about Capital Markets."

"Pengembangan industri pariwisata berkelanjutan yang terarah dan terintegrasi dengan perencanaan pengembangan daerah sangat penting, khususnya untuk daya tarik wisata (DTW) yang masuk ke dalam World Heritage List (WHL). Tujuan penelitian ini adalah mengembangkan model penentuan lokasi potensial fasilitas layanan pendukung industri pariwisata yang mempertimbangkan interaksi spasial antar kategori fasilitas pendukung pariwisata serta pertumbuhan sektor pariwisata yang memiliki hubungan timbal balik dengan sektor lain. Tinjauan pustaka serta hasil analisis konten data media sosial dari wisatawan menunjukkan adanya keterkaitan antara lokasi DTW dengan fasilitas akomodasi, fasilitas penyedia makanan dan minuman, fasilitas belanja, fasilitas transportasi, dan fasilitas pendukung pariwisata lainnya. Hasil analisis average nearest-neighbor membuktikan bahwa setiap kategori memiliki kecenderungan mengelompok, dan hasil overlay antara peta Kernel Density Estimation (KDE) DTW dengan peta KDE fasilitas pendukung pariwisata menunjukkan adanya interaksi spasial. Nilai Participation Index membuktikan bahwa lokasi DTW dan lokasi setiap kategori fasilitas pendukung pariwisata merupakan co-location rules pada prevalence threshold 50% dan prevalence distance 5 km. Pertumbuhan fasilitas pendukung pariwisata berhubungan erat dengan pertumbuhan pariwisata, yang dipengaruhi dan mempengaruhi berbagai sektor kehidupan, yaitu sektor sosial demografi, sektor ekonomi pariwisata, dan sektor alam dan lingkungan (termasuk di dalamnya adalah penggunaan lahan). Untuk mengkaji berbagai hubungan yang terjadi, maka dikembangkan model spasial dinamik untuk mengkaji perubahan penggunaan lahan untuk waktu yang akan datang. Pendekatan multi-criteria decision making diterapkan dalam proses penentuan lokasi potensial untuk lima kategori fasilitas pendukung industri pariwisata, yang bersama-sama dengan lokasi DTW dan infrastruktur jalan raya, saling mempengaruhi secara simultan. Hasil analisis co-location pattern mining digunakan untuk mengembangkan model penentuan lokasi potensial yang mempertimbangkan perilaku interaksi spasial antar kategori fasilitas pendukung pariwisata agar tercipta jaringan kompleks interaksi aktifitas layanan harian. Dengan demikian, pengembangan fasilitas yang mendukung aktifitas pariwisata tidak hanya untuk mendorong peningkatan kapasitas pariwisata, namun juga untuk menjaga aspek proteksi dan preservasi dari (WHS) secara khusus, serta menjaga ecosystem services secara umum.

The development of a sustainable tourism industry that is organized and integrated with regional development planning is very important, especially for tourism sites that are included in the World Heritage List (WHL). This study aims to develop a tourism support service facility potential location model that incorporates several considerations, such as spatial interactions between tourism sites and their support facilities, and tourism growth that has relationships with other sectors. The results of the literature review, as well as the results of the content analysis of social media data, show a relationship between the location of DTW and the locations of accommodation facilities, food and beverage facilities, shopping facilities, transportation facilities, and other tourism support facilities. The average nearest-neighbor analysis demonstrates that each category has a clustering tendency, and the overlay between the Kernel Density Estimation (KDE) map of DTW has spatial interactions with the KDE map of tourism support facilities. The Participation Index value verifies that the DTW locations are co-location rules with the location of each category of tourism support facilities, at 50% prevalence threshold and 5 km prevalence distance. The growth of tourism supporting facilities is related to tourism growth, which is influenced by and affects various sectors of life, namely the socio-demographic sector, the tourism economic sector, and the natural and environmental sector (including land use). To investigate these relationships, a spatial dynamic model was developed to assess future land use changes. The multi-criteria decision-making approach is applied in the process of allocating five categories of tourism support facilities, which together with the location of the DTW and road infrastructure, influence each other simultaneously. The results of the co-location pattern mining analysis are used to develop a potential location model that considers the behavior of spatial interactions between categories of tourism support facilities to create a complex network of interactions for daily service activities. Thus, the development of facilities that support tourism activities is not only to increase tourism capacity but also to maintain protection and preservation aspects (WHS) in particular, as well as to maintain ecosystem services in general."
