"Aceh during the 2004 tsunami was a war-zone, with Indonesia's military engaged in a major operation to crush a separatist rebellion that had been simmering since 1976. Even though the funds had been donated for tsunami relief, any real reconstruction of Aceh had to consider the impact of the conflict on the well-being of the population, as well as governance and administrative capacities."

"Pada tahun 2004 Provinsi Nanggroe Aceh Darussalam (NAD) dilanda tsunami yang menyebabkan kerusakan pada berbagai aspek kehidupan, bencana tersebut tentunya akan menghambat pembangunan. Bencana ini menarik simpati Pemerintah Jepang untuk membantu Indonesia dalam rehabilitasi dan rekonstruksi Aceh pascabencana tsunami. Pemerintah Jepang melalui Japan International Cooperation Agency (JICA) Pada bulan Januari 2005 diketahui memberikan bantuan medis kepada warga yang terkena dampak bencana, kemudian disusul dengan program bantuan teknis untuk rehabilitasi dan rekonstruksi daerah. Berangkat dari hal tersebut, penelitian ini akan menunjukkan dan menjelaskan program-program bantuan JICA yaitu Community Empowerment Program (ECP) dan proyek dalam Self-sustainable Community Empowerment Network Formulation dan dampaknya terhadap Provinsi Nanggroe Aceh Darussalam (NAD). Penelitian ini merupakan penelitian kualitatif dengan studi literasi. Dengan kedua pendekatan tersebut didapatkan hasil penelitian bahwa program-program bantuan JICA sesuai dengan teori tentang bantuan Internalsional yang oleh Holsti yang penulis gunakan untuk menganalisis penelitian ini.

In 2004 the Province of Nanggroe Aceh Darussalam (NAD) was hit by a tsunami which caused damage to various aspects of life, the disaster would certainly hampering development. This disaster attracted the sympathy of the Japanese Government to assist Indonesia in the rehabilitation and reconstruction of Aceh after the tsunami disaster. The Japanese government through Japan International Cooperation Agency (JICA) in January 2005 was known to provide medical assistance to residents affected by the disaster, then followed by a technical assistance program for the rehabilitation and reconstruction of the area. Based on this case, this study will show and explain JICAs assistance programs namely Community Empowerment Program (ECP) and projects in the Self-sustainable Community Empowerment Network Formulation and their impact on the Province of Nanggroe Aceh Darussalam (NAD). This research is a qualitative research with literacy studies. With these two approaches, the results of the research show that the JICA assistance programs are in accordance with the theory of Holsti International assistance that the authors used to analyze this research."

"Paska konflik dan tsunami Kota Banda Aceh mengalami pembangunan masif dalam upaya merepresentasikan keislaman. Pemerintah kota Banda Aceh telah melakukan renovasi Masjid Raya Baiturrahman dengan memasang 12 unit payung elektrik. Kota Banda Aceh mencoba meniru rancangan kota lain yang dianggap lebih sukses dalam merepresentasikan keislaman, dalam hal ini adalah Masjid Nabawi di Madinah. Fenomena ini merupakan fenomena Inter-referencing. Persoalan dari praktek inter-referencing dalam merepresentasikan keislaman adalah pembangunan akan bersifat diskursif, mengabaikan aktivitas masyarakat setempat sebagai pengguna ruang publik perkotaan.Tujuan dari penelitian perancangan ini adalah memberikan alternatif rancangan perkotaan Banda Aceh dalam upaya merepresentasikan keislaman yang tidak beranjak dari pembangunan fisik, namun dengan melibatkan aktivitas masyarakat. Membentuk dan menemukan kembali hubungan antara Islam dengan kehidupan perkotaan di Banda Aceh. Penelitian perancangan ini menggunakan peta mental 50 warga kota Banda Aceh dari berbagai usia yang tinggal di 10 desa sekeliling pusat kota. Peta mental saya gunakan sebagai alat untuk membaca aktivitas keseharian masyarakat dan menentukan teritori perkotaan yang akrab dengan masyarakat. Hasil kajian peta mental masyarakat digunakan untuk menghubungkan kehidupan perkotaan dengan Masjid Raya Baiturrahman. Menjadikan kawasan Masjid Raya Baiturrahman sebagai generator untuk membentuk komunitas muslim dan menghadirkan aktivitas masyarakat dalam upaya merepresentasikan keislaman di ruang perkotaan. In post of conflict and tsunami Banda Aceh has done a massive development in the effort of islamic representation. The government of Banda Aceh renovated Baiturrahman Grand Mosque by installing 12 units of electric umbrellas. Banda Aceh tries to imitate design of another city that is considered more successful in islamic representation, in this case is the Nabawi Mosque in Medina. This phenomenon is called inter referencing. The problem of inter referencing in the practice of representation is that development is often discursive, ignoring community activities in the public spaces.The aim of this research design is to provide an urban design alternative of Banda Aceh in the effort of islamic representation which is not only come from physical development, but also sustain from non physical development. Involving community activities and rediscovering the relationship between Islam and urban life in Banda Aceh. This research design collected mental maps from 50 inhabitants of Banda Aceh from various ages living in 10 villages around the center of Banda Aceh City. Mental maps used to read and identify some places that become the center of everyday community activities. These centers will be used to connecting urban life with the Baiturrahman Grand Mosque. "Penelitian bertujuan untuk menganalisis bagaimana peran pemerintah dan mantan kombatan GAM dalam penyelesaian konflik pasca konflik Aceh. Hasil penelitian menemukan bahwa pertama, pemerintah sudah menjalankan perannya dalam menjaga perdamaian setelah pasca konflik Aceh sesuai dengan isi perjanjian dalam MoU Helsinski. Peran pemerintah dalam penyelesaian konflik dengan melakukan cara kolaborasi atau kerjasama dan kompromi terhadap pihak-pihak yang terlibat konflik. Namun demikian, masih ada beberapa program kegiatan dan bantuan dari pemerintah yang belum terealisasikan, masih ada beberapa pihak pemerintah yang mengunakan kewenangan untuk kepentingan pribadi. Kedua, mantan kombatan juga sudah menjalankan perannya dalam menjaga perdamaian setelah pasca konflik Aceh sesuai dengan isi perjanjian dalam MoU Helsinski. Namun demikian, masih ada beberapa mantan kombatan yang menunjukkan adanya rasa ketidakpuasan akan peran pemerintah dalam hal penegakan hukum hak asasi manusia, lambang dan bendera dan ketidakadilan dalam pemerataan pembangunan. Ketiga, masih terjadi konflik-konflik kecil diantara pihak pemerintah dan mantan kombatan yang disebabkan oleh konflik internal dalam demokrasi pemerintahan Aceh. Oleh karena itu, Pemerintah Aceh perlu menerjemahkan secara operasional kerangka penyelesaian konflik dalam menjaga perdamaian dengan skema yang dipahami oleh seluruh stakeholder melalui workshop dan pelatihan-pelatihan guna memudahkan sinergi dan kolaborasi pada seluruh level pemerintahan di provinsi dan kabupaten/kota.

The study aims to analyze how the role of government and GAM ex combatants in conflict resolution post conflict Aceh. The results of the study found that firstly, the government has performed its role in maintaining peace after the post Aceh conflict in accordance with the content of the agreement in the Helsinski MoU. The role of government in resolving conflicts by way of collaboration or cooperation and compromise on the parties to the conflict. However, there are still some programs of activity and assistance from the government that have not been realized, there are still some government parties that use the authority for personal interests. Secondly, ex combatants have also exercised their role in maintaining peace after the post Aceh conflict in accordance with the content of the agreement in the Helsinski MoU. Nevertheless, there are still some ex combatants demonstrating a sense of dissatisfaction with the role of the government in terms of human rights law enforcement, symbols and flags and injustices in the equitable distribution of development. Third, there are still small conflicts between the government and ex combatants caused by internal conflicts in Aceh 39 s democratic government. Therefore, the Aceh Government needs to translate operational conflict resolution framework in keeping peace with a scheme understood by all stakeholders through workshops and trainings to facilitate synergy and collaboration at all levels of government in provinces and districts."
