"Kemiskinan di Indonesia sudah ada sejak zaman penjajahan. Pentingnya pengentasan kemiskinan di Indonesia secara eksplisit tercantum dalam Pembukaan UUD Republik Indonesia tahun 1945. Pemerintah melalui Kementerian Sosial membuat pendekatan baru dalam rangka mengatasi kemiskinan, yaitu dengan pendekatan pemberdayaan kelompok. Program Kelompok Usaha Bersama (KUBE) merupakan program pengentasan kemiskinan dengan pendekatan pemberdayaan kelompok. Saat ini, Program KUBE yang dijalankan di Kecamatan Tenjolaya, Kabupaten Bogor sudah sangat berkembang. Namun, jumlah penduduk miskin di kecamatan tersebut masih cukup banyak. Skripsi ini membahas dampak program KUBE di Kecamatan Tenjolaya, Kabupaten Bogor. Dengan menggunakan metode penelitian kuantitatif, dilakukan survey kepada 80 orang responden yang terdiri dari 40 orang responden kelompok sasaran dan 40 orang responden non kelompok sasaran. Teori yang digunakan dalam penelitian ini adalah teori dimensi-dimensi dampak program oleh Anderson (1984). Terdapat 7 dimensi dari dampak program yang dikemukakan oleh Anderson. Hasil yang didapat dari penelitian yang dilakukan adalah bahwa dari 7 dimensi dampak program yang ada, 4 dimensi bernilai positif, 2 dimensi bernilai negatif, dan 1 dimensi memiliki nilai yang seimbang antara positif dan negatif. Dari penelitian ini dapat disimpulkan bahwa Program KUBE di Kecamatan Tenjolaya, Kabupaten Bogor memberikan dampak positif terhadap masyarakat penerima program.

Poverty in Indonesia has been existed since colonial times. Therefore, the importance of poverty alleviation is explicitly included in the preamble of The Constitution of The Republic of Indonesia. The Government through The Ministry of Social Affairs makes a new approach in order to overcome its poverty, namely the empowerment group approach. Joint Business Group is poverty reduction program using the empowerment group approach. Currently, Joint Business Group program in Tenjolaya, Bogor sub district highly developed. However, the poor people in the sub district are still quite a lot. This script describes the impact of Joint Business Group Program in Tenjolaya, Bogor sub district. By using quantitative research methods, the research conducted a survey to 80 respondents consisting of 40 people target group and 40 people non-target group. Theory of dimensions of program impact by Anderson (1984) is used in this study. There are seven dimensions of program impact proposed by Anderson, and the results obtained from this study are four dimensions has a positive value, two dimensions has a negative value, and one dimension has a value balance between positive and negative. From this study, it can be concluded that Joint Business Group program in Tenjolaya, Bogor sub district has a positive impact on the beneficiaries of the program."

"Kebijakan pendistribusian Raskin yang telah ditetapkan pemerintah di tingkat nasional kenyataannya mengalami perubahan di tingkat lokal. Penelitian ini bertujuan untuk menjelaskan dinamika pendistribusian raskin di tingkat lokal, dampak pendistribusian Raskin di tingkat lokal dalam upaya pemenuhan kebutuhan pokok RTS dan implikasi pendistribusian raskin di tingkat lokal terhadap aspek keadilan distributifnya.
Hasil penelitian kualitatif ini menunjukkan bahwa dinamika yang terjadi dapat dilihat dari munculnya berbagai aturan yang mengatur pendistribusian raskin di tingkat lokal. Selanjutnya, pendistribusian raskin di tingkat lokal berdampak pada upaya pemenuhan kebutuhan pokok yang belum optimal. Selain itu, pendistribusian raskin di tingkat lokal berimplikasi pada belum terwujudnya keadilan distributif.

The distribution policy of the raskin (subsidized rice) program set by the central government changes at the local level. This study aims to explain the dynamics of raskin distribution at the local level, its impact on fulfilling the basic needs for target households (RTS), and its implication on distributive justice. This research employs qualitative approach.
The results show that the dynamics can be observed from the various rules in managing the raskin distribution at the local level. Furthermore, the local distribution seems to reduce the program?s potential to fulfill the basic needs of RTS and to improve distributive justice."

"As a developing country Indonesia still faces the acute problem of poverty . The result of survey made by Institute for Development of Economic and Finance (INDEF) forescated the number of poor population, in 2009 was about 40 million (16,8%) . This number of population increases 5 million compared to the result of survey made by Badan Pusat Statistik (BPS) in 2008, which registared the nunber of poor population about 35 million or about 15,4% (Edi Suharso, 2009;20). B7y considering data mentioned above, we can see that the poverty in Indonesia is very urgent to be handled comprehensively and sustainably. It means that the problem of poverty cnnot be handled partially and sector, because by doing that , in fact us face unlucky situation,i.e wrong target, emergency of seeds of social fragmentation , weakening capital social values, (mutual cooperation, consensus, self supporting and so on). By weakening capital social values in turn, it will push the changing of social behavior to be more distant from the spirit of independence, togetherness, and care to handle the problem collectively. Therefore, government in this case, Coordinator Minister of Prosperity, as Chairman of Team for Coping with Poverty has to make policy which could be the National Program for Autonomous Community Empowerment (PNPM) i.e.a national program in form of policy as base /frame to implement activities of handling Poverty based on society empowerment. This program is implement through the harmonization and development of system ,mechanism and program procedure, assistance and simulant fund to push initiative and innovation of society in effort to handle the poverty, sustainably. The approach made by Autonomous PNPM is an empowerment approach to push the creation of Self - Supporting Group (KSM) as a component of the whole process of hndling the poverty in order to increase the capability of existing group , or to create a new group. So, KSM is an association or persons which, voluntarily, assembles them self in kind of group , because of having the same interest and need, so that inside that group there is the same objective to be achieved collectively."

Tingginya angka penduduk miskin menuntut dilakukannya langkah-langkah konkrit dan mendasar untuk menekan angka tersebut. Penelitian ini di fokuskan untuk mengevaluasi bagaimana efektifitas pelaksanaan program penanggulangan kemiskinan di Kabupaten Sragen yang dilakukan oleh Unit Pelayanan Terpadu Penanggulangan Kemiskinan (UPTPK) bidang sosial ekonomi. Evaluasi dilakukan dari sudut pandang pelayanan yang menganalisis kecepatan layanan, kemudahan persyaratan, dan tingkat kepesertaan di UPTPK dan dari sudut pandang koordinasi antar instansi terkait dengan membandingkan koordinasi program penanggulangan kemiskinan oleh SKPD sebelum dan setelah UPTPK berdiri. Penelitian ini mengunakan desain deskriptif kualitatif dengan metode wawancara mendalam dan Focus Group Discussion (FGD). Hasil penelitian menyarankan kepada pemerintah Kabupaten Sragen untuk melakukan perbaikan pelayanan bagi warga miskin dengan meningkatkan kecepatan layanan dan menambah tempat pelayanan bagi warga miskin sampai ditingkat kecamatan (UPTPK Kecamatan), meningkatkan jumlah penerima manfaat program perbaikan rumah dan program santunan uang duka, memperbaiki koordinasi antar SKPD dalam pelaksanaan program agar penerima program tepat sasaran dengan data tunggal, serta mempertegas dan memperjelas pembagian tugas antar SKPD. Perlu dilakukan kajian dan penelitian tentang pengembangan fungsi dan peran perangkat desa dalam mensukseskan program penanggulangan kemiskinan dan pengembangan struktur organisasi UPTPK menjadi Badan Pelayanan Terpadu Penanggulangan Kemiskinan.

ABSTRACT
The high number of poor people demanded concrete and fundamental steps to suppress that condition. This study focused on evaluating the effectiveness of poverty reduction programs implementation in the regency were conducted by the Poverty Reduction Integrated Services Unit (UPTPK) in socio-economic field wich is Sragen Regency. Evaluation is done from the point of view of service wich analyze the speed of service, ease of requirements, and the level of participation in UPTPK and by point of view coordination among relevant agencies wich compare poverty reduction programs coordination by SKPDs before and after UPTPK established. This research uses qualitative descriptive design with in-depth interviews and focus group discussions (FGD). The results of the study suggest to government to improve Sragen services for the poor by increasing service speed and add a service to the poor through the district level (UPTPK subdistrict), increase the number of beneficiaries of home improvement and mourning compensation programs, improve coordination between Local Government Offices in the implementation of program in order to achieve the target with a single data, and to make assertive and clear tasks division between Local Government Offices. Need to make study and research on the development of the functions and roles of the village officials to success poverty reduction programs and UPTPK organizational structures change to Poverty Reduction Integrated Service Agencies."

"Tesis ini membahas mengenai faktor penyebab terjadinya kemiskinan nelayan pesisir di Desa Putik serta bentuk kemiskinan yang mereka alami. Metode penelitian yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif dengan menggunakan data primer yang dikumpulkan melalui beberapa metode serta data sekunder yang relevan dengan penelitian. Hasil penelitian menunjukkan, kemiskinan nelayan pesisir disebabkan: 1) Kondisi Alam; 2) Rendahnya kualitas sumber daya manusia; 3) Pola Hidup Nelayan Pesisir; 4) Keterbatasan modal dan akses ke sumber bantuan; 5) Pemasaran hasil tangkapan. Sedangkan bentuk kemiskinan yang terjadi pada nelayan pesisir di Desa Putik yakni kemiskinan natural, kemiskinan kultural, dan kemiskinan struktural.

This thesis analysed causal factors of the poverty in Putik village and identified the poverty type as well. The methodology is qualitative as a descriptive research using primary data that has been collected through a few techniques and supported by relevant secondary data. The research concluded that there were a few factors causing poverty as follow: 1) Natural Condition; 2) Low quality human resources; 3) The lifestyle of the coastal fishermen; 4) Limited capital and its access to the resources; 5) Marketing of the commodities. The research identified that the types of poverty in Putik village were natural, cultural and structural poverty."

Tesis ini membahas tentang Peran Korporasi Dalam Pencapaian Program MDGs di Indonesia (Studi Kasus Pelaksanaan CSR PT. Kideco Jaya Agung di Bidang Pendidikan, di Kabupaten Paser ? Kalimantan Timur. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan jenis penelitian studi kasus. Pengumpulan data pada penelitian ini menggunakan wawancara mendalam dan observasi. Hasil penelitian ini menyimpulkan bahwa peran korporasi dalam pelaksanaan program CSR dibidang pendidikan memberi kontribusi yang positif dalam meningkatkan kualitas pendidikan di sekitar wilayah operasional perusahaan khususnya dan di kabupaten Paser pada umumnya. Dengan demikian, kegiatan CSR di bidang Pendidikan yang dilakukan oleh PT. Kideco Jaya Agung memberi kontribusi pada pencapain tujuan MDGs di Indonesia.

ABSTRACT
This thesis discusses The Role of Corporation in achieving MDGs program in Indonesia (Case Study implematation CSR of PT. Kideco Jaya Agung in Education progam at Paser Regency ? East Kalimantan Province).This Research uses descriptive qualitative approach with case study research. Collecting data in this Research using in-depth interviews and observation. The Results of this research concluded that the role of corporations in the implementation of CSR programs in education made a positive contribution to improving the quality of education in the surrounding area and in particular the company's operational and Paser regency in general. Thus, CSR activities in the field of education conducted by PT. Kideco Jaya Agung to contribute to the achievement of MDGs program in Indonesia.

"Tesis ini bertujuan untuk mengetahui faktor penyebab kemiskinan di 26 kabupaten/kota di Propinsi Jawa Barat selama periode 2008-2012. Data yang digunakan adalah data panel kabupaten/kota. Pengukuran kemiskinan yang digunakan dalam penelitian ini adalah Foster-Greer-Thorbecke (FGT) Poverty Index yaitu Head Count Index sebagai variabel terikat dan enam variabel bebas yang mewakili tiga karakteristik determinan kemiskinan. Dengan menggunakan model fixed effect, hasil penelitian menunjukkan bahwa variabel persentase jalan aspal terhadap panjang jalan, rasio Sekolah Dasar, rasio Puskesmas, rasio ketergantungan, serta persentase kepala rumah tangga berumur 15 tahun keatas yang memiliki ijasah/STTB setingkat SD dan SMP, terbukti mengurangi tingkat kemiskinan. Sedangkan variabel persentase penduduk miskin berumur 15 tahun keatas dengan status bekerja terbukti meningkatkan tingkat kemiskinan.

This research aims to analyze determinant factor of poverty in 26 regency/city of West Java Provinces from year 2008 until 2012. It used panel data of regency/city. In this research, poverty measurement used Foster-Greer-Thorbecke (FGT) Index of Poverty Head Count Index as the dependen variable and six independen variables representing three chracteristic determinant of poverty. By using a fixed effect model, the results showed that variables percentage of asphalt street, elementary school to population ratio, public health care to population ratio, dependency ratio, and percentage of head household aged 15 years or older who graduate form elementary and secondary school, are proven to reduce the poverty rate. While the percentage of population aged 15 years or older with status employment are proven to increase poverty rate.

Tesis ini membahas pelaksanaan program penanggulangan kemiskinan melalui Bedah Kampung pada kampung Sumberan dan kampung Lemah Abang kelurahan Warung Jaud serta melihat penghambat serta pendukung yang ditemukan dalam pelaksanaannya. Penelitian ini adalah penelitian kualitatif dengan desain deskriptif. Hasil penelitian menunjukkan, pelaksanaan Bedah Kampung di kampung Sumberan dan kampung Lemah Abang menggunakan tahapan pada buku pedoman pelaksanaan Bedah Kampung Kementerian Sosial. Dalam pelaksanaannya ditemukan faktor penghambat kurangnya pendampingan kepada penerima bantuan sehingga hasil yang diperoleh tidak maksimal. Faktor pendukung dalam pelaksanaan selain partispasi masyarakat yang baik juga dukungan dari pemerintah daerah sehingga pelaksanaan kegiatan Bedah kampung bisa selesai sesuai jadwal.

"ABSTRAK
Kebijakan subsidi bahan bakar minyak menyebabkan beban anggaran yang cukup
besar bagi pemerintah, terlebih pada saat harga minyak dunia meningkat tajam.
Kebijakan untuk mengurangi subsidi BBM sampai dengan saat ini terus
memperoleh kritik dikarenakan dampak kebijakan yang diperkirakan dapat
meningkatkan angka kemiskinan. Studi ini meneliti dampak dari pengurangan
subsidi BBM terhadap kemiskinan dan kesenjangan. Studi ini menunjukkan
bahwa kebijakan pemberian subsidi BBM malah menimbulkan kesenjangan
dalam distribusi manfaat subsidi. Namun, pengurangan subsidi BBM tidak sertamerta
memperbaiki kesenjangan pendapatan. Studi ini juga menunjukkan bahwa
pengurangan subsidi BBM dapat meringankan beban anggaran pemerintah yang
timbul dari risiko volatilitas harga minyak dunia. Dengan menerapkan kebijakan
kompensasi yang tepat seperti bantuan kas yang tepat sasaran, stabilisasi harga
bahan pokok, dan realokasi dana ke sektor lain yang menunjang pembangunan
sumber daya manusia, pengurangan subsidi BBM diyakini tidak menyengsarakan
rakyat miskin, tetapi menguntungkan mereka dalam jangka panjang.

ABSTRACT
The fuel subsidy policy creates a strong fiscal burden for the government of
Indonesia, especially when the world oil price increases significantly. A policy
option to reduce fuel subsidies hitherto receives criticism because the policy is
expected to result in the increase of poverty rate. This paper examines the impacts
of fuel subsidy cuts on poverty and inequality. This study has shown that the fuel
subsidy policy has inequality issue. However, reducing fuel subsidies does not
necessarily improve income inequality. The study also found that reducing fuel
subsidies would ease the fiscal burden stemming from the volatility of the
international oil price. By implementing appropriate compensation policies such
as well-targeted cash transfer, commodity price stabilization, and reallocation of
the fund to other sectors supporting human capital development, the fuel subsidy
reduction will not hurt the poor, but benefit the poor in the long-run instead."
