"Pelabuhan Perikanan Samudera (PPS) Nizam Zachman Jakarta, merupakan salah satu pelabuhan perikanan yang berada di Perairan Teluk Jakarta. PPS Nizam Zachman Jakarta berfungsi sebagai tempat pendaratan ikan, pemasaran ikan, pendaratan kapal-kapal perikanan dari berbagai ukuran, pertumbuhan unit usaha perikanan serta sebagai sentra nelayan. Aktivitas di PPS Nizam Zachman Jakarta berpotensi menghasilkan limbah yang akan menurunkan kualitas perairan. Untuk meminimalkan penurunan dampak limbah terhadap kualitas perairan dari aktivitas PPS Nizam Zachman, diperlukan ketersediaan data yang terkait dengan kualitas perairan dalam rangka mengevaluasi dampak kegiatan PPS Nizam Zachman Jakarta terhadap lingkungan perairan. Untuk mengetahui kondisi kualitas lingkungan perairan, dilakukan pengukuran parameter fisika dan kimia yang hasilnya dibandingkan dengan baku mutu berdasarkan Keputusan Menteri Negara Lingkungan Hidup Nomor 51 tahun 2004 tentang Baku Mutu Air Laut yang diperuntukan bagi perairan pelabuhan. Secara biologis, kualitas suatu lingkungan perairan dapat diketahui dengan kehadiran atau ketidakhadiran fitoplankton sebagai bioindikator melalui Indeks Keanakeragaman (H?), Indeks Keseragaman (E) dan Indeks Dominansi (D). Hasil penelitian menunjukkan bahwa kondisi perairan di PPS Nizam Zachman Jakarta mendekati atau telah berada diatas ambang batas yang ditentukan. Sedangkan berdasarkan struktur komunitas fitoplankton mengindikasikan perairan berada pada kondisi tercemar berat sampai tercemar sedang. Berdasarkan analisis AHP diketahui bahwa Instrumen yang digunakan dalam pengelolaan kualitas lingkungan perairan PPS Nizam Zachman Jakarta berdasarkan skala prioritas adalah 1) instrumen sosial budaya dan pendidikan, 2) instrumen teknologi, 3) instrumen ekologi, 4) instrumen ekonomi dan 5) instrumen hukum. Sedangkan Strategi yang perlu dilakukan dalam pengelolaan kualitas lingkungan perairan PPS Nizam Zachman Jakarta berdasarkan skala prioritas adalah 1) Optimalisasi kegiatan sanitasi dan higiene, 2) Pembinaan stakeholder, 3) Perbaikan sistem & teknologi, 4) Partisipasi aktif masyarakat, and 5) Optimalisasi penegakan hukum. Adapun program yang perlu dilakukan dalam pengelolaan kualitas lingkungan perairan PPS Nizam Zachman Jakarta berdasarkan skala prioritas adalah 1) Sosialisasi dam bimbingan teknis, 2) Penghargaan dan sanksi, 3) Penyediaan dan perbaikan fasilitas, 4) Gerakan bersih pelabuhan, dan 5) Peningkatan koordinasi.

Nizam Zachman Jakarta Oceanic Fishing Port (PPS Nizam Zachman Jakarta) is one of the fishing port located in the Jakarta Bay waters. PPS Nizam Zachman Jakarta serves as a place for fish landing, fish marketing, fishing vessels landing from any kind of sizes, the growth of fishery business units and as fisherman center. The activities in PPS Nizam Zachman Jakarta will potentially generate waste that will reduce the water quality. To minimize the impact of waste on water quality from the activity of PPS Nizam Zachman Jakarta, hence it needs to be supported by the availability of data related to water quality in order to evaluate the impact of PPS Nizam Zachman Jakarta towards the water environment. To determine the water quality conditions, it can be conducted by measuring towards physical and chemical parameters. The test results were compared with the water quality standards by the Decree of the Minister of Environment Number 51 Year 2004 regarding Marine Water Quality Standards that intended for the port waters. Biologically, the quality of the water environment can be determined by the presence or absence of phytoplankton as a bioindicator by calculating the Diversity Index (H'), Equitability Index (E) and dominance index (D). The result showed that the water conditions in PPS Nizam Zachman Jakarta is closer to or has been over a specified threshold. Meanwhile from the phytoplankton community structure, the water in the conditions of heavily polluted to moderate polluted. The results of Analysis Hierarchy Process (AHP) showed that the alternative instruments using for management of water quality area of PPS Nizam Zachman Jakarta based on priorities are 1) the socio-cultural and educational instrument, 2) technology instrument, 3) ecology instruments, 4) economic instrument and 5) legal instrument. While, the strategy that need to be conducted in the management of water quality area of PPS Nizam Zachman Jakarta based on priorities are 1) optimizing sanitation and hygiene activities, 2) coaching stakeholders, 3) improving systems and technology, 4) active community participation, and 5) optimizing law enforcement. As for programs that need to be conducted in the management of water quality area of PPS Nizam Zachman Jakarta are 1) socialization and technical guidance, 2) rewards and punishment, 3) provide and improve the facilities, 4) port clean movement, and 5) improve coordination."

"Skripsi ini membahas penerapan upah layak untuk awak kapal perikanan di Pelabuhan Perikanan Samudera Nizam Zachman Jakarta dalam konteks perlindungan yang diatur dalam peraturan perundang-undangan di Indonesia. Penelitian ini adalah penelitian kualitatif dengan desain deskriptif. Hasil penelitian menunjukkan bahwa penerapan upah awak kapal perikanan belum sesuai dengan peraturan perundang-undangan sebagai akibat dari ketidakserasian dan kekosongan hukum, sistem upah yang eksploitatif, penerapan perjanjian kerja laut sebagai “formalitas belaka”, rendahnya kesadaran dan pengetahuan hukum, tumpang-tindih kewenangan dalam pemerintah, serta rendahnya pengawasan dan penegakan hukum. Penulis menyarankan adanya harmonisasi peraturan perundang-undangan, evaluasi kerja pada pemerintah, dan revolusi mental awak kapal perikanan
This thesis focuses on the implementation of decent wage for fishers at Nizam Zachman Jakarta Fishing Port as regulated in Indonesian legal framework. This research is qualitative research with a descriptive design. This research shows that the wage for fishers has not been implemented as regulated in the legal framework as the result of a disharmonious and unregulated law, an exploitative wage system, “mere formality” work agreements, poor legal awareness and knowledge, overlapping authorities in government, and inadequate law supervision and enforcement. The author suggests a harmonization in legal framework, a work evaluation in government, and a mental revolution in fishers."

"ABSTRAK
Sebagai upaya pemenuhan industri perikanan berkelanjutan, industri dituntut
untuk mengurangi pencemaran limbah dan penghematan sumber daya melalui
penerapan minimisasi limbah. Permasalahan utama yang dihadapi PT. XYZ saat
ini adalah penurunan kualitas lingkungan akibat pembuangan limbah secara
langsung ke selokan berpotensi menyebabkan pencemaran pada lingkungan
perairan di sekitar Pelabuhan Perikanan Samudera Nizam Zachman Jakarta.
Tujuan dari penelitian ini adalah (a) analisis pengelolaan limbah, (b) analisis
potensi minimisasi limbah, (c) analisis kontribusi pekerja, dan (d) strategi
penerapan minimisasi limbah. Metode yang digunakan dalam penelitian ini adalah kuantitatif dan kualitatif. Metode analisis dalam penelitian ini adalah metode deskriptif analisis. Hasil penelitian menunjukkan bahwa pengelolaan limbah di PT. XYZ belum dilakukan secara optimal. Hal ini ditunjukkan oleh kadar BOD5(20) dan COD yang melebihi baku pada proses pelelehan, pemasakan, dan pencucian, dan beban limbah BOD5(20) dan COD yang telah melebihi baku mutu pada proses pemasakan dan pencucian. Potensi penerapan minimisasi limbah PT. XYZ dapat dilakukan melalui penghematan air, pemanfaatan limbah padat dan limbah cair dengan potensi nilai ekonomi penghematan sebesar Rp11.237.203,- per hari. Kontribusi pekerja PT. XYZ memperlihatkan bahwa pekerja memiliki pengetahuan tinggi, sikap dan perilaku yang sangat baik. Strategi penerapan minimisasi limbah yang dapat dilakukan PT. XYZ adalah pemasangan meteran pada proses produksi yang menggunakan air dan pemilahan air limbah berdasarkan beban pencemaran. Kesimpulannya adalah pengelolaan limbah PT. XYZ yang belum optimal dapat ditingkatkan melalui penerapan minimisasi.

ABSTRACT
As an effort to fulfill the sustainable fisheries industry, the industry is required to reduce waste pollution and save resources through the application of waste
minimization. The main problem PT. XYZ is currently decrease in environmental
quality due to direct waste disposal to gutters potentially causing pollution to the aquatic environment around the Fishing Port of Nizam Zachman Jakarta. The objectives of the study are (a) waste management analysis, (b) waste minimization potential analysis, (c) analysis of workers contributions, and (d) waste minimization implementation strategies. The method is quantitative and
qualitative. The method of analysis in this research is descriptive analysis method. The results showed that waste management at PT. XYZ has not been done optimally. This is demonstrated by BOD5(20) and COD levels that exceed the standard in melting, cooking and washing processes, and BOD5(20) and COD waste loads that have exceeded the quality standard in the cooking and washing process. Potential application of waste minimization PT. XYZ can be done through water savings, utilization of solid waste and liquid waste with potential economic value savings of Rp11.237.203, - per day. Contributed by PT. XYZ workers, have excellent knowledge, attitudes and behaviors. Strategy of waste minimization implementation that can be done by PT. XYZ is a meter installation in a production process that uses water and wastewater sorting based on pollution load. The conclusion is the waste management of PT. XYZ that has not been optimized can be improved through minimization implementation."

"Directorate General of Monitoring and Controlling Marine Resources and Fishery, Ministry of Marine and Fishery since 2004 had developed Vessel Monitoring System (VMS) aiming at supporting the monitoring and controlling towards illegal fishing that violated the prevailing rules of laws of sea territorial or Exclusive Economic Zones in a state.
The Policy Implementation of VMS should be done in line with the Law Number 3 year 2004 and the Minister's Decree that had been enforced, i.e., the form of monitoring system in fishing using stipulated VMS.
To view the implementation of successive policies, the Hierarchy of Broomley Policies with their influential factprs based on implementation theory of Edward III policy was used. The policy was observed since at its policy, organizational and operational level: Just it was-at its operational level; the policy was measured.
The development of VMS was done to improve the management of fishery resources through implementing monitoring and controlling towards fishing vessel activities as well as increasing the management of the fishery industry done by fishery companies and particularly to raise the law-abiding fishing vessel that fished and/or transported the fish towards the prevailing rules and regulations of managing the preserved, sustainable and accountable fishery.
The research of the success of the implementation of VMS was conducted to evaluate the policy implementation and to know the extent to its impacts towards the accomplishments of VMS policy implementation using VMS method. It was done by taking the object of the implementation in Fishery Harbour of Samudera Nizam Zachman Jakarta. The method of the research used was survey method to 48 fishing vessel industries as the respondents. As for the data analysis, the regression analysis method was adopted and the adopted application to analyse the data was SPSS (Statistical Package for Social Science). The aspects used to evaluate the policy implementation were policy effectiveness, fairness, responsiveness, and procedure; whereas the policy accomplishments were measured with three aspects, i.e., obedience, goals accomplishments and efficiency.
Based on the findings of the research, the policy implementation of the fishing vessel monitoring system with the VMS method had well been performed, and the aspects that obtained the highest score was the procedure aspects, meaning that procedurally the policy implementation had been well carried out. It went the same for the accomplishment of the policy implementation, i.e., the efficiency aspect which was the most successful aspect. Statistically, the application of the policy of fishing vessel monitoring system with the adoption of VMS method gave significant impacts towards the accomplishments of the policy. The implementation aspect that had the biggest impacts towards the accomplishments of the policy was the effectiveness aspects. It mean that, the policy application of the fishing vessel monitoring system with the adoption of VMS method that could be implemented effectively had great impacts towards the accomplishments of such policy.
The conclusion of the research findings was the fact that the VMS was found effective in surveying the fishing activities in the Exclusive Economic Zone in the sea areas in Indonesia in creating the preservation of the fishery resources.
By the result of the research, it was suggested the procedural implementation of the fishing vessel monitoring system had been properly applied, but this aspect gave no significant implication upon the accomplishment of the policy, the government should make an evaluation toward aspect of implementation that had significant influence toward the implication of the policy.

"Komoditas terbesar untuk produksi ikan di PPS Nizam Zachman pada tahun 2013-2015 adalah cakalang dengan rata-rata produksi 34.472,08 ton/tahun. Peningkatan intensitas penangkapan sumberdaya ikan akan memberikan dampak negatif berupa pengurangan stok dan penurunan produksi hasil tangkapan. Fokus utama penelitian adalah para nelayan kapal purse seine yang beroperasi di WPP 572 Samudera Hindia Barat Sumatera yang menangkap ikan cakalang serta mendaratkan hasil tangkapannya di PPS Nizam Zahman. Tujuan dari penelitian ini untuk mengevaluasi kondisi aktual tingkat pemanfaatan, menganalisa standarisasi alat tangkap, merumuskan CPUE, dan tingkat keuntungan. Metode penelitian yaitu kuantitatif, dan studi kasus. Analisis fungsi produksi menggunakan Model Schaefer dan Model Fox.
Hasil standarisasi alat penangkapan ikan, alat tangkap purse seine lebih produktif dan efektif dibanding pemakaian alat rawai tuna dengan nilai FPI purse seine 1 dan rawai tuna 0,08. Nilai rata-rata upaya standar sebesar 917 upaya atau trip. Dari nilai hasil tangkapan didapat hasil CPUE standar rata-rata sebesar 24,69. Nilai produksi lestari penangkapan sebesar 180.884 ton, dengan EMSY senilai 19.185 trip dan TAC sebesar 144.707 ton. Tingkat pemanfaatan rata-rata masih dibawah jauh dari JTB yaitu 10 dari potensi model Fox dan 12,5 dari model Schaefer. Secara keseluruhan usaha penangkapan cakalang masih menguntungkan, yaitu 93,5 dari total responden mempunyai nilai BC ratio diatas 1 yaitu berkisar 1,01 ndash; 15,17 dan dinyatakan layak untuk diusahakan.

The largest commodity of fish production in PPS Nizam Zachman for 2013 2015 was skipjack with average production 34,472,08 ton year. The increasing intensity of captured fisheries resources gave a negative impact in stock reduction and decreased production of catches. The focus of this research was the purse seine vessel that has been operated in FMA 572 Indian Ocean West Sumatra that caught skipjack and landed at Nizam Zahman harbour. The purpose of this study was to evaluate the actual condition of skipjack resource utilization level, to analyze the standardization of fishing gear, and to formulate CPUE, also to analyze the level of skipjack tuna bussiness suistanability. This research was conducted by using quantitative research methods, based on case study. Analysis on sustainable capture fisheries production function used by Schaefer Model and Fox Model.
The result of standardization of fishing gear show purse seine fishing gear was more productive and effective than the use of tuna longline tools with the value of FPI purse seine 1 and long line 0.08. The standard effort average value was 917 effort or trips. From the catch value obtained the result of CPUE average standard was 24.69. The value of sustainable tuna fishing production in FMA 572 landed at PPS Nizam Zachman was 180,884 tons, with EMSY worth 19,185 trips and TAC of 144,707 tons. The level of skipjack resource utilization was still below the average of TAC which was 10 of the potential Fox model and 12.5 of the Schaefer model. Overall skipjack fishing business was still profitable, that was 93.5 of the total respondents had a value of BC ratio above 1, which had ranged from 1.01 to 15.17 it was declared feasible to bussines.

"Pelabuhan perikanan harus menyediakan infrastruktur berkelanjutan karena aktivitasnya menjadi salah satu penyebab menurunnya kualitas perairan. Indonesia telah menerapkan konsep eco fishing port pada beberapa pelabuhan perikanan tipe samudera. Pelabuhan Perikanan Samudera Cilacap adalah pelabuhan potensial namun belum menerapkan konsep ini. Masalah utama adalah penurunan kualitas lingkungan akibat pencemaran. Tujuan penelitian adalah menganalisis kualitas lingkungan perairan dan daratan, pengelolaan lingkungan, karakteristik sosial ekonomi, serta merumuskan strategi pengembangan eco fishing port di PPS Cilacap. Metode yang digunakan adalah pendekatan kualitatif, kuantitatif dan analisis SWOT. Hasil penelitian menunjukkan bahwa kualitas lingkungan perairan memenuhi standar baku mutu dan lingkungan daratan sudah cukup bersih. Ketersediaan ruang terbuka hijau sudah memenuhi syarat eco fishing port. Pengelolaan lingkungan sudah cukup baik, didukung oleh kesadaran nelayan dalam praktik penanganan ikan berkelanjutan dan kebersihan lingkungan. Terdapat 10 strategi untuk pengembangan pelabuhan berkelanjutan dengan konsep eco fishing port. Kesimpulannya, PPS Cilacap memenuhi standar pelabuhan berwawasan lingkungan eco fishing port.

Fishing ports must provide sustainable infrastructure because their activities are one of the causes of declining water quality. Indonesia has implemented the eco-fishing port concept at several ocean-type fishing ports. The Cilacap Ocean Fishing Port has potential but has yet to implement this concept. The main problem is the decline in environmental quality due to pollution. The research aims to analyze the water and land environment quality, environmental management, and socio-economic characteristics and formulate a strategy for developing an eco-fishing port at PPS Cilacap. The method used is a qualitative, quantitative approach and SWOT analysis. The research results show that the quality of the aquatic environment meets quality standards, and the land environment is relatively clean. The availability of green open space meets the eco-fishing port requirements. Environmental management is quite good, supported by fishermen's awareness of sustainable fish handling practices and environmental cleanliness. There are ten strategies for sustainable port development with the eco-fishing port concept. In conclusion, PPS Cilacap meets the standards for an environmentally friendly port and an eco-fishing port."

"Penelitian ini menggambarkan tentang penyimpangan dan kejahatan dalam prosespendistribusian Bahan Bakar Minyak bersubsidi. Hal ini tentunya pasti terjadisebagai risiko dari sebuah kegiatan yang sedang dilaksanakan oleh Pemerintah.Sebab dari terjadinya penyimpangan dan kejahatan dalam pendistribusian BBMsubsidi yang diduga tidak tepat sasaran tersebut masih bias, atau berbagai macam,bisa karena Pertama, perbedaan harga yang cukup tinggi antara BBM industridengan subsidi sehingga menjanjikan keuntungan yang besar. Metoda yang tepat guna mengetahui, mengeliminir,mengantisipasi, dan menanggulangi risiko keamanan dalam bentuk berbagaimodus operandi penyimpangan dan kejahatan yang timbul dan berkembangkarena lemahnya suatu regulasi dan aturan yang telah dibuat berkaitan denganpendistribusian BBM bersubsidi kepada kapal Penangkap dan Pengangkut ikanyanga ada di kawasan pelabuhan perikanan Indonesia kemudian sangatdiperlukan. Maka terhadap risiko-risiko keamanan yang akan muncul tersebutharus segera diambil suatu keputusan atau tindakan, oleh karenanya risiko yangakan atau sudah terjadi itu harus dikelola dengan baik melalui Manajemen Risiko.

This study describes the irregularities and crimes in the process of distribution ofsubsidized oil fuel. This is certainly bound to happen as the risks of an activitythat is being implemented by the Government. Because of the occurrence ofirregularities and crimes in the distribution of fuel subsidies allegedly not theright target is still biased, or various kinds, could be because First, a high enoughprice difference between fuel subsidy so promising industry with huge profits. Second, the absence of which has the role of the regulatory authority to carry outhis duties running well but instead gave a chance and an opportunity or evenparticipate do to misuse the potential losses to the state. Third, because theculture of fishing communities can already begin to be shifted and diinterfensi by persuasion irregularities and crimes that ultimately opens opportunities various parties to do the same because it was regarded as a habit. State asset illegal activities take the form of subsidized fuel due to a weak regulatory system and built, the element of negligence or intentional misconduct of the elements is not responsible of the agency arm of Government that deliberately giving a chance and opportunity of misuse and crime grow and develop into a pattern that interact with people even already wrapped with an official policy to fool the law and its implementing its own officers. Appropriate method to determine, eliminate, anticipate and cope with security risks its the form of various modus operandi irregularities and crimes that arise and thrive because of the weakness of aregulation and rules that have been made relating to the distribution of subsidized fuel to ship Catchers and Transporters yanga fish in the region Indonesian fishingport then indispensable. Then against the security risks that would arise should be immediately taken a decision or action, therefore, a risk that will be or is already happening, to be well managed through Risk Management.

"Pelabuhan Perikanan Muara Angke merupakan salah satu aset vital dalam menunjang usaha industrialisasi perikanan dan mendorong pertumbuhan ekonomi kota DKI Jakarta. Peningkatan aktivitas yang berlangsung pada kawasan PP Muara Angke mengakibatkan kinerja pelabuhan menjadi tidak optimal dan kondisi saat ini yang tidak sesuai dengan rencana detail tata ruang dapat mempengaruhi rencana pengembangan kawasan di masa mendatang.

Oleh karena itu, penelitian ini bertujuan untuk mengkaji kinerja PP Muara Angke saat ini dan keterkaitan pelabuhan terhadap hinterland dan foreland, merumuskan strategi pengembangan, dan pengukuran kinerja bagi masing-masing rumusan strategi tersebut.

Penelitian kuantitatif ini menggunakan metode penelitian survei, dengan teknik analisis statistik deskriptif dengan data yang diperoleh dari hasil kuesioner kepada 70 responden, wawancara, dan pengamatan langsung ke lokasi penelitian. Analisis situasi lingkungan dilakukan untuk mengidentifikasi faktor eksternal dan internal, melalui analisis SWOT (Strengths, Weaknesses, Opportunities, and Threats), yaitu dengan analisis PESTEL (Political, Economic, Sociocultural, Technological, Ecological, dan Legal), keterkaitan pelabuhan dengan foreland dan hinterland, penilaian kinerja dengan Balanced Scorecard, dan tingkat pemanfaatan fasilitas. Dari hasil analisis matriks TOWS didapatkan rumusan strategi yang diantaranya adalah melakukan kerjasama dengan pihak ketiga dalam pemanfaatan aset, sinkronisasi antara rencana tata ruang daratan dan tata ruang pesisir, menciptakan pengaturan zonasi yang mendukung tata niaga perikanan, dan pembenahan kawasan kumuh. Rumusan strategi tersebut diterjemahkan ke dalam ukuran kinerja Balanced Scorecard sebagai alat untuk mengukur pencapaian strategi.

Kesimpulannya adalah dengan mengimplementasikan rumusan strategi dan ukuran kinerjanya diharapkan memberikan manfaat sosial dan ekonomi dan juga meningkatkan kinerja dan pengelolaan kawasan Pelabuhan Perikanan Muara Angke demi  mewujudkan pelayanan publik terbaik.


The fishing port of Muara Angke is a vital asset in supporting fishery industrialization and economic growth in DKI Jakarta. Increased activity in the Muara Angke fishing port causes its performance being not optimal, and also current conditions that are not in accordance with the spatial plan will affect the port area development plan in the future.

Therefore, this study aims to assess the performance of Muara Angke fishing port and the linkages between the hinterland and foreland, formulates development strategy and determines the performance measures.

This quantitative research uses survey method with descriptive statistical analysis technique with data based on questionnaires to 70 respondents, interviews, and observations. Environmental situation analysis was conducted to identify external and internal factors, through SWOT analysis with PESTEL analysis (Political, Economic, Sociocultural, Technological, Ecological and Legal), and foreland-hinterland linkages, performance assessment with the Balanced Scorecard, and the rate of utilization of the facilities. By TOWS Matrix, the strategies have been formulated such as cooperating with private sectors, synchronizing between mainland and coastal spatial plan, creating a zone arrangement to support marketing of fishery, and making improvement for slum areas. All of the strategies are translated into Balanced Scorecard performance measures as tools to assess strategy achievement.

In conclusion, the implementation of strategies and performance measures are expected to provide social and economic benefits and also improve the performance and management of Muara Angke fishing port to provide the best public services."

"Perairan Prigi termasuk Wilayah Pengelolaan Perikanan (WPP) Samudera Hindia, merupakan kawasan dengan status pemanfaatan tinggi. Nelayan Prigi umumnya menangkap ikan-ikan pelagis dengan alat tangkap jarring, pancing tonda dengan menggunakan alat bantu penangkapan lainnya berupa rumpon. Pada umunmya para nelayan Prigi masih menangkap dengan peralatan sederhana, sehingga hasilnya kecil.
Berdasarkan uraian tersebut diatas, maka perlu dilakukan penelitian yang terkait dengan strategi peningkatan produksi hasil tangkapan bagi Nelayan Pancing Tonda ini. Berdasarkan variabel yang menpengaruhi produktivitas pancing tonda antara lain adalah jumlah trip penangkapan,ukuran kapal, daya mesin, panjang tali, ukuran mata pancing, jumlah Anak Buah Kapal (ABK), pengalaman ABK dan nahkoda. Dengan mengunakan pengujian model Cobb Douglas , hasilnya menunjukan jumlah trip, jumlah ABK, Pengalaman ABK mempengaruhi hasil produksi . Jumlah trip paling berpengaruh terhadap produktivitas nelayan pancing tonda. Faktor-faktor produksi yang terdapat dalam model dapat menjelaskan perubahan hasil tangkapan dengan alat tangkap pancing tonda pada armada kapal sekoci sebesar 87,5% sedangkan sisanya yaitu 12,5% disebabkan karena faktor-faktor lain ataupun variabel ? variabel yang tidak termasuk dalampenelitian.
Strategi yang dianggap tepat adalah : (i) perlu dilakukan penambahan waktu trip dan memperhatikan pengalaman ABK dan nahkoda kapal; (ii) perlu adanya pengembangan alat bantu penangkapan seperti Fish Finder dan pemakaian umpan yang lebih menarik bagi ikan sasaran dan(iii) pemberian pelatihan dan pengetahuan dasar tentang teknologi alat bantu penangkapan sesuai sifat dasar ikan yang menjadi sasaran penangkapannya.

Prigi waters including the Regional Fisheries Management (WPP) of the Indian Ocean, is a different region on the status of high utilization. Prigi Fishermen generally catch pelagic fish with nets and fishing gear trolling lines by using the tools of rumpon other catching. In general, the fishermen are still experiencing the limitations of capture technology. With a simple fishing gear sehingaan average revenue per month small.
Based on the description above, it is necessary to research associated with increased production strategy for Fishermen Fishing catches this Trolling Variables that menpengaruhi productivity between assessments adalahjumlah trip fishing, boat size, engine power, length of rope, hook size, number of crew (ABK), the experience of ABK and helmsman. Using a Cobb model the results show the amount of trips,amount of ABK, ABK experience affect the results of production. The amount of trips the most influence on the productivity of fishermen fishing trolling lines. Production factors included in the model can explain the changes in the catch by fishing gear fishing boat trolling lines on a fleet of ships at 87.5% while the remaining 12.5% is due to other factors or variables - variables that are not included dalampenelitian.
In order to achieve optimal results the proposed strategies are: (i) the need to do additional trip time and attention to the experience of crew and ship captains, (ii) is necessary to arrest the development of assistive devices such as Fish Finder and use of bait is more attractive to fish targets and delivery training and basic knowledge of technology tools and the nature of the capture of fish that were targeted.
