"Keterbukaan informasi publik yang diatur dalam Undang Undang No 14 tahun 2008 mewajibkan semua Badan Publik melakukan keterbukaan informasi sesuai dengan ketetapan undang undang. Kementerian Dalam Negeri merupakan salah satu kementerian yang menyambut baik Undang Undang No 14 tahun 2008 tersebut dengan membuat Permendagri No 35 Tahun 2010 tentang Pedoman Pengelolaan Pelayanan Informasi dan Dokumentasi di Lingkungan Kementerian Dalam Negeri dan Pemerintahan Daerah.Peneliti tertarik untuk meneliti ini karena ditemukan beberapa masalah dalam implementasinya. Peneliti menggunakan pendekatan kualitatif deskriptif dengan pengumpulan data dengan studi lapangan studi kepustakaan wawancara mendalam dan observasi.Hasil penelitian menunjukkan bahwa implementasi masih memiliki beberapa kekurangan seperti ketiadaan Standar Operasional dan Prosedur dalam permintaan informasi pembentukkan PPID serta belum mampunya Kemendagri melakukan uji konsekuensi terhadap informasi.

Transparency of public information that be reguated in Act Number 14 of 2008 requires all Public Institutions perform the transparency of information accordance with the law. Ministry of Home Affairs is one ministry that welcomed the Act Number 14 of 2008 in make Minister of Home Affairs Regulation Number 35 of 2010 on Guidelines for the Management of Information and Documentation Services at the Ministry of Home Affairs and Local Government.Researcher interested in studying this because there are some problems in the implementation. Researcher used a qualitative approach descriptive with data collection by field studies library research in depth interviews and observations.The results showed that the implementation still has several shortcomings such as lack of Standard Operating and Procedures on information request the formation of PPID and the inability of Kemendagri do the information consequential harm test."

Persoalan yang ditimbulkan dengan pendekatan ini adalahtimbulnya perdebatan yang tiada berakhir terkait dengan statusBUMN/BUMD/badan usaha Negara lainnya dalam kaitannya dengan kewajibanpenyediaan layanan informasi publik berdasarkan UU KIP. untuk mendukungprinsip tata kelola pemerintahan yang baik. Tesis ini berupaya menganalisakonsekuensi lanjutan dari perdebatan konsep Badan Publik serta berupayamembandingkan penormaan Badan Publik di Negara lain yang telah lebihmemiliki UU KIP.Penelitian ini dilakukan dengan metode yuridis normatif, yaitu dengan melakukanpenelusuran terhadap UU KIP, Peraturan Pemerintah Nomor 61 Tahun 2010tentang Pelaksanaan UU KIP, Peraturan Komisi Informasi Nomor 1 Tahun 2010tentang Standar Layanan Informasi Publik, serta risalah pembahasan UU KIP diDPR. Selain penelusuran peraturan perundang-undangan, Penulis juga melakukanstudi kasus terhadap beberapa alasan penolakan pengakuan instansi tertentuterhadap status Badan Publik yang dikenai kewajiban penyediaan layananinformasi publik.Kesimpulan yang Penulis peroleh dari penelitian in adalah jaminan hak untukmengakses informasi dapat mendukung terlaksananya pemerintahan yang baik,yang akan mendukung terciptanya tujuan bernegara sebagaimana konsep Negarakesejahteraan. Terkait pendekatan sumber pendanaan terhadap pendefinisianBadan Publik, konsekuensi lebih lanjut adalah putusan terbuka yang dijatuhkanKomisi Informasi terhadap sengketa yang melibatkan BUMN/BUMD/badanusaha Negara lainnya tidak dijalankan oleh badan yang bersangkutan karenaperbedaan pandangan terhadap definisi Badan Publik tersebut. Terakhir,pentingnya mempertimbangkan pendekatan lain untuk merumuskan Badan Publikmisalnya pendekatan pelayanan publik.

ABSTRACTDefining the Public Bodies based on Freedom of Information Act done basedapproach funding sources. The problems posed by this approach is the emergenceof endless debate relating to the status of state-owned companies /regional-ownedenterprises/ the other state enterprises in relation to the obligation to providepublic information services based on the Freedom of Information Act to supportthe principles of good governance. This thesis seeks to analyze the consequencesof continued debate the concept of public bodies as well as the attempt to comparethe regulating of Public Bodies in other countries that already have a Freedom ofInformation Act.This study was conducted using normative juridical, that is by doing a search onthe Freedom of Information Act, Government Regulation No. 61 Year 2010 onthe Implementation of the Freedom of Information Act, Information CommissionRegulation No. 1 of 2010 on Public Information Service Standards, as well as theminutes of the discussion of Freedom of Information Act. In addition to trackingthe legislation, the author also conducted case studies on some of the reasons forrefusal of recognition of certain agencies of the status of public bodies subject tothe obligation to provide public information services.The author conclusions obtained from research in the guarantee right of access toinformation to support the implementation of good governance, which willsupport the purpose of the concept of the welfare state. Related approach todefining the sources of funding public bodies, further consequence is an openverdict handed down against the Information Commission disputes involvingstate-owned companies / regional-owned enterprises / the other state enterpreisesare not obeyed by the agency concerned because of disagreements over thedefinition of the public agency. Finally, the importance of considering otherapproaches to formulating public bodies such public service approach."

"Skripsi ini membahas upaya implementasi Undang-Undang No.14 Tahun 2008 Tentang Keterbukaan Informasi Publik di Badan Publik. Penelitian ini bertujuan untuk mengetahui peran humas Badan Publik dalam upaya implementasi Undang-Undang No.14 Tahun 2008 Tentang Keterbukaan Informasi Publik. Peneliti melakukan penelitian pada Humas Dewan Perwakilan Rakyat Indonesia (DPR-RI). Penelitian ini merupakan penelitian kualitatif dengan metode analisis data deskriptif. Metode analisis deskriptif digunakan untuk menggambarkan peran humas DPR-RI dalam upaya mencapai implementasi Undang-Undang No.14 Tahun 2008 Tentang Keterbukaan Informasi Publik. Hasil penelitian menunjukkan bahwa, Humas DPR sudah melakukan peran dengan baik, yaitu sebagai Manajer Humas dalam upaya mencapai implementasi Undang-Undang No.14 Tahun 2008 Tentang Keterbukaan Informasi Publik. Hasil penelitian ini menyarankan pentingnya keterlibatan humas dalam upaya mencapai implementasi Undang-Undang No.14 Tahun 2008 Tentang Keterbukaan Informasi Publik di Badan Publik.

This thesis discuss about effort implementation of legislation number 14, 2008 about disclosure of public information in Public Institutions. Purpose of this research is to know the role of public relations in an effort implementation of legislation number 14, of 2008 about disclosure of public information in Public Institutions.

Researcher conducted a research in Public Institution of Representatives Public Agency of Indonesia (DPR-RI). This research is qualitative research with descriptive data analysis methods. This method used to describe the role of public relations DPR-RI in an effort implementation of legislation number 14, of 2008 about disclosure of public information.

The result of this research show that public relations in DPR have done a good role as a manager of public relations in an effort implementation of legislation number 14, of 2008 about disclosure of public information.

This research suggest the important of involvement public relations in order to achieve the implementation of legislation number 14, of 2008 about disclosure of public information."

"Informasi menjadi kebutuhan dasar bagi masyarakat dan pemerintah. maka dari itu Disusunlah Undang-Undang Keterbukaan Informasi Publik. Undang-Undang tersebut mewajibkan seluruh lembaga pemerintah untuk memberikan Layanan Informasi Publik. Penelitian ini menganalisis Implementasi kebijakan mengenai Undang-Undang Keterbukaan Informasi Publik di Kementerian Pendidikan dan Kebudayaan dengan menggunakan pendekatan kualitatif dan teknik pengumpulan data melalui Observasi dan wawancara mendalam. Hasil penelitian menunjukan bahwa Kementerian Pendidikan dan Kebudayaan telah mengimplementasikan Undang-Undang Keterbukaan Informasi Publik sesuai dengan peraturan pelaksanaan yang berlaku. Akan tetapi dalam pelaksanaannya masih terdapat kekurangan, yaitu mekanisme pelayanan informasi publik yang belum maksimal, serta sumber daya yang belum memadai.

Information has become a basic necessity for the community and the government. therefore drafted Law on Public Information Disclousure. The law requires all government agencies to provide public information services. This study analyzes the implementation of policies regarding the Law on Public Information of the Ministry of Education and Culture using a qualitative approach and data collection through observation and interview.

The results showed that the Ministry of Education and Culture has implemented a Law on Public Information Disclousure in accordance with applicable implementing regulations. However, in practice there are still shortcomings, namely a public information service mechanism that is not maximized, and inadequate resources."
