"Penulisan ini akan berfokus pada upaya antisipasi serangan terorisme. Terorisme adalah sebuah kejahatan yang memiliki risiko tinggi seperti hilangnya nyawa, hancurnya gedung, dan hilangnya rasa aman terhadap lingkungan. Mengacu hal tersebut maka perlu dilakukan upaya kesiapsiagaan POLRI dan TNI di bawah koordinasi BNPT untuk menghadapi ancaman dan serangan terorisme. Kesiapsiagaan tersebut senada dengan apa yang dijelaskan oleh teori routine activity sebagai capable guardian untuk melindungi target. Selain POLRI dan TNI berbagai instansi terkait juga disiapkan sebagai pendukung dari upaya pencegahan tersebut yang kemudian dikenal sebagai upaya multiagen. Tujuan dari penulisan ini untuk melihat pelaksanaan kesiapsagaan yang dilaksanakan BNPT bersama multi agen.

This paper focuses on the anticipation effort of terrorisk attack. Terrorism is a high risk crime such as loss of life, destruction of property, and the loss of sense of security in the environment. Thus a preparedness effort of POLRI and TNI under the coordination of BNPT to face the threat and attack of terrorism is needed. Preparedness itself is in tune with the explanation of routine activity theory as a capable guardian that protects target. Other than POLRI and TNI, other related institutions are also prepared as supports of the prevention effort, known as mutil-agents prevention. The aim of this paper is to see the implementation of preparedness program by BNPT alongside the multi-agents."
