Resilience, the ability of complex systems to adapt to changing conditions, is a key frontier in ecological research and is especially relevant in creative urban design, as urban areas exemplify complex systems. With something approaching half of the world's population now residing in coastal urban zones, many of which are vulnerable both to floods originating inland and rising sea levels, making urban areas more robust in the face of environmental threats must be a policy ambition of the highest priority. The complexity of urban areas results from their spatial heterogeneity, their intertwined material and energy fluxes, and the integration of social and natural processes. All of these features can be altered by intentional planning and design. The complex, integrated suite of urban structures and processes together affect the adaptive resilience of urban systems, but also presupposes that planners can intervene in positive ways. As examples accumulate of linkage between sustainability and building/​landscape design, such as the Shanghai Chemical Industrial Park and Toronto's Lower Don River area, this book unites the ideas, data, and insights of ecologists and related scientists with those of urban designers. It aims to integrate a formerly atomized dialog to help both disciplines promote urban resilience."

"Artikel ini membahas mengenai upaya yang dilakukan oleh masyarakat marjinal kampung kota untuk dapat terlibat dalam perencanaan dan pembangunan kota. Studi-studi sebelumnya terbagi menjadi tiga jenis berdasarkan bentuknya, yaitu studi mengenai upaya keterlibatan melalui aksi di ruang publik, upaya keterlibatan melalui kebijakan legislasi dan upaya keterlibatan publik melalui media sosial. Berbeda dengan studi-studi sebelumnya, studi ini berfokus pada bagaimana upaya kontrak politik yaitu community action plan dapat menjadi upaya alternatif kelompok masyarakat marjinal untuk terlibat dalam perencanaan dan pembangunan kota yang menekankan pada proses masyarakat marjinal kampung kota untuk ikut serta dalam proses perencanaan dan pembangunan kampungnya, dimana setiap individu memiliki peran aktif untuk terlibat dalam menyuarakan aspirasinya. Studi ini secara khusus menggambarkan keterlibatan publik kelompok masyarakat marjinal di Kampung Akuarium kota Jakarta yang dilihat menggunakan pendekatan civic engagement. Studi ini menggunakan metode kualitatif serta pengumpulan data yang dilakukan melalui wawancara mendalam.

This article discusses the efforts made by marginal urban villagers to be involved in urban planning and development. Previous studies are divided into three types based on their forms; the study of engagement through public action, through legislation and public engagement through social media. In contrast to previous studies, this study focuses on how political contracts through community action planning can be an alternative effort of marginalized groups to engage in urban planning and development. This political contract emphasizes the process of marginal urban villagers to participate in the village planning and development process where each individual has an active role to engage in voicing his aspirations through political contracts with political actors. This study specifically illustrates the public involvement of marginalized community groups in Kampung Akuarium Jakarta using a civic engagement approach. This study uses qualitative methods as well as data collection conducted through in-depth interviews."

"Penguatan manajemen kelurahan merupakan salah satu kebijakan yang dikeluarkan oleh Pemerintah Provinsi Daerah Khusus Ibukota Jakarta. Kebijakan tersebut berkaitan dengan pelimpahan kewenangan dari dinas-dinas provinsi kepada kelurahan yang diwujudkan dalam tugas pokok dan fungsi kelurahan dan didukung denganpenguatan anggaran kelurahan. Penelitian ini penting mengingat kompleksitas tuntutan kebutuhan dan permasalahan masyarakat di Provinsi DKI Jakarta yang sangat dinamis dan mendesak untuk segera mendapat penyelesaian. Melalui kebijakan penguatan manajemen Kelurahan, maka sebagai unsur pelaksana lini/ pelaksana kewilayahan, kelurahan diharapkan mampu melaksanakan kinerjanya yang optimal dalam memberikan pelayanan langsung kepada masyarakat di wilayahnya. Penelitian ini menggunakan metode kualitatif yang menghasilkan data deskriptif yang diperoleh melalui studi pustaka, observasi, dan wawancara mendalam dengan para informan dari pihak pemerintah dan masyarakat. Hasil penelitian menunjukan bahwa outcome implementasi penguatan manajemen kelurahan di Kelurahan Cakung Barat dilihat dari fungsi manajemen yaitu perencanaan, penganggaran, pengorganisasian, pemimpinan, pengkoordinasian, pengendalian, dan pelaporan.terlihat masih lemah. Hal ini ditunjukan dengan kapasitas perangkat kelurahan baik secara kuantitas maupun kualitas belum benar-benar memadai untuk melaksanakan tugas pokok dan fungsinya khususnya dalam menyusun perencanaan kegiatan dan anggaran serta menyusun pelaporan. Selain itu pengendalian dan koordinasi baik internal maupun eksternal hanya menjadi kegiatan rutinitas tanpa ada standar dan evaluasi yang berkelanjutan. Faktor-faktor yang mempengaruhi impelementasi penguatan manajemen kelurahan di Kelurahan Cakung Barat adalah disposisi atau sikap para pelaksana yang memandang tugas pokok dan fungsinya hanya sebagai rutinitas tanpa ada kesadaran untuk upaya meningkatkan kinerjanya.Selain itu faktor sumber daya manusia yang menunjukan keterbatasan secara kuantitas dan kualitas, faktor sumber daya lainnya adalah informasi yang lambat terkait regulasi yang kerap berubah-ubah yang berdampak pada pelaksanaan kegiatan dan pelaporan pertanggungjawaban. Selanjutnya faktor elit DPRD dalam pengesahan anggaran dengan proses waktu yang lama juga turut mempengaruhi implementasi kebijakan penguatan manajemen kelurahan di Kelurahan Cakung Barat dimana kegiatan tidak dapat dilaksanakan sesuai jadwal yang telah ditentukan dalam tahap pengorganisasian kegiatan.

The urban villages management strengthening is one of the policies issued by the government of Jakarta special capital region. The policy is related to the changing authority of the province’s Department to the urban villages that is embodied in the main task and function of urban village’s reinforcement with urban villages budget strengthening. The research is important considering the complexity of the needs and demands of people in Jakarta is very dynamic and urged to get a solution immediately. Through the policy of urban villages management strengthening, then as the steering element of lines/implementing regional, the urban villages are expected to perform their optimal in providing direct services to the community in the area. This research used a qualitative method that produces descriptive data obtained through literature study, observation, and indepth interviews with informants from the government and society.

The results showed that the outcome of the implementation of urban management strengthening in the Village of Cakung Barat viewed from the management function such as planning, budgeting, organizing, leadership, coordination, control, and reporting still look weak. This is evidenced by the capacity of the village both in quantity and quality is not really adequate to carry out the duties and functions, especially in planning the activity, budgeting and reportinng. Besides, the controlling and coordination of internal and external are only routine activities without any standards and on going evaluation.

The factors affecting the implementation of urban management strengthening in the Village of Cakung Barat is disposition or the implementer’s attitude that looks the main duties and functions has only a routine without any awareness to obtain the improvement of performances. In addition, the factor of human resource has been showed the limitations in quantity and quality, the other resources factors are slowi nformation related to regulations often change which impact to the implementation and responsibilities report. Further, the elite Council factors in endorse the budget with the long time process is also influence the policy implementation of urban management strengthening in the Cakung Barat Village where the activities can not becarried out according to the schedule in the phase of organizing activities."
