"Penelitian ini membahas formulasi Kebijakan Retribusi Pelayanan Pasar Kota Depok yang di dalamnya terdapat unsur kenaikan tarif retribusi. Akan tetapi atas kenaikan tarif retribusi tersebut ditolak oleh beberapa pedagang di pasar. Atas hal tersebut terdapat 2 Pokok permasalahan pada penelitian ini yaitu pertama, apa latar belakang ditetapkannya Kebijakan Retribusi Pelayanan Pasar pada Perda Kota Depok No 11 Tahun 2012, dan kedua, bagaimana proses formulasi Kebijakan Retribusi Pelayanan Pasar tersebut. Penelitian ini menggunakan metode penelitian pendekatan data kualitatif dengan teknik pengumpulan data melalui studi literatur, studi lapangan (wawancara mendalam) serta observasi. Hasil penelitian ini yaitu, pertama, latar belakang dari ditetapkannya Kebijakan Retribusi Pelayanan Pasar adalah adanya kenaikan target PAD, terjadinya perubahan kondisi ekonomi, dan diperlukannya biaya untuk perbaikan pasar. Kedua, proses formulasi Kebijakan Retribusi Pelayanan Pasar diawali dari pembuatan draft Raperda oleh Dinas Koperasi, UMKM, dan Pasar (DKUP), kemudian draft Raperda tersebut disempurnakan menjadi Raperda yang siap dibahas dalam sidang paripurna di DPRD Kota Depok. Setelah Raperda disetujui bersama dalam sidang paripurna, maka dilakukan pembahasan Raperda bersama Pansus yang atas hasilnya adalah berupa draft Perda yang siap untuk dievaluasi dan disahkan.

This undergraduate thesis discussed about formulation of Market Services User Charge Policy in Depok which have increasing tariff. However the increasing tariff was rejected by some seller in the market. Based on it, there were 2 cores of problem, first, what backgrounds for setting market services user charge were, second, how formulation process for setting market services user charge policy was. This undergraduate thesis used qualitative research method with literature study, field research (depth in interview) and observation.

The result were, first, the backgrounds of this policy were increasing on target of Local Genuine Revenue, changes of economy condition, and funding for repair the market. Second, the formulation process for this policy was started from draft of Local Regulation Design that was made by DKUP, and then it was fixed to be Local Regulation Design which would be discussed in plenary session on Depok’s House of Representatives. Furthermore, when Local Regulation Design was accepted, it would be discussed by Specific committee and the result was draft of Local Regulation which ready to be evaluated and ratified."

"Pemungutan retribusi pada Pasar Agung dan Pasar Cisalak di Kota Depok memiliki kendala dalam pelaksanaannya dimana sejumlah pedagang yang berjualan di Pasar Agung dan Pasar Cisalak ini membayar tidak sesuai dengan tarif yang sudah ditentukan dalam peraturan daerah sehingga target retribusi yang telah ditentukan setiap tahunnya tidak pernah tercapai. Faktor-faktor yang mempengaruhi dalam pemungutan retribusi ini yaitu komunikasi, sumber daya, birokrasi dan disposisi. Tidak hanya keputusan dari tingkat pusat, tetapi peran UPT dan para pedagang pun turut membantu dalam proses pemungutan retribusi ini agar berjalan dengan baik dan lancar. Tujuan dari penelitian ini adalah untuk menganalisis bagaimana implementasi peraturan daerah Kota Depok tentang pemungutan retribusi di Pasar Agung dan Pasal Cisalak di Depok. Penelitian ini adalah penelitian post-positivisme dengan desain deskriptif. Hasil penelitian adalah pedagang tidak tertib membayar retribusi sehingga perlunya ketegasan dari Pemerintah dalam menjalankan sanksi-sanksi yang sudah tertera di dalam Peraturan Daerah bagi wajib retribusi yang kurang/telat membayar retribusi, merevitalisasi fasilitas sarana dan prasarana guna menunjang pasar yang lebih baik, rapi, dan bersih.

There are a few constraints on Collection of Retribution implementation on Agung Market and Cisalak Market, Depok, which some Agung Market and Cisalak Market?s Seller did insufficient payment compared to rate which is determined by Regional Regulation. This has led to yearly target for retribution collection never fulfilled. Affecting factors in retribution collection are communication, resources, bureaucracy, and disposition. Not only decision from Central Government, but also UPT or Technical Implementer Unit and Sellers participation which helps this retribution collection process running well and smoothly.

The objective of this research is to analyze the implementation of regional regulation of Depok City Government regarding collection of retribution on Agung Market and Cisalak Market in Depok. This is post-positivism research with descriptive design.

The result of this research are traders disorderly pay the levy so that the need for firmness of the Government in implementing the sanctions already stated refers on Regional Regulation for retribution compulsory whose did insufficient payment or late payment in order to do revitalization of market facilities that support market's better environment."

"License to build charges is one of local owned revenue. In Depok, income from license to build charges is in the first position which gave big contribution among the other retributions. This situation is caused by increasing development in Depok, in industrial or housing. Official of city system and construction is the institution which have task to handle assessment of license to build, is still not doing income extensification which active yet. This case made writer interest to make a research, that is how the actual implementation of collection license to build in Depok.

This research is using quantitative approach in intention to have better understands using given theory. This research is based on the conceptual framework which has been developed through the related theory. This research is among descriptive research to describe research object based on the fact notice or as it is. Primary data gathering is acquired by doing in-depth interview based on conceptual framework to James McMaster theory about implementation. Secondary data is acquired by literature study to optimize theoretical framework in deciding the purpose and goal of the research also the concepts and other theoretical material in conjunction with research problem. Data analyses are using qualitative data analysis based on field discovery, both primary and secondary data.

The result from this research is the implementation of collection license to build is still not perfect in Depok. This matter can be looked from the indicators those explained by writer, mostly can?t filled. The barriers of this research came from several cases, as from internal official and external official, which is public."
