"Unmmaned Aircraft System (UAS) menawarkan efisiensi dan efektivitas untuk aplikasi komersil secara luas. Maraknya penggunaan UAS untuk keperluan komersil membuka peluang bisnis bagi industri untuk memproduksi dan memasarkan produk UAS. Meskipun demikian, penggunaan produk UAS dalam negeri masih tergolong rendah. Pemerintah Indonesia telah menetapkan industri UAS merupakan bagian dari sektor industri penerbangan yang merupakan prioritas nasional. Perkembangan industri dan inovasi teknologi UAS tidak dapat terlepas dari kebijakan yang ditentukan oleh Pemerintah Indonesia kedepannya. Dengan menggunakan metode sistem dinamis, penelitian ini berfokus pada pembuatan model sistem yang merepresentasikan industri UAS di Indonesia untuk memberikan rekomendasi kebijakan teknologi. Model sistem dibuat dalam bentuk model konseptual (diagram sistem) dan model kuantitatif (stock and flow diagram). Model sistem yang dikembangkan dapat memberikan gambaran pengaruh kebijakan Pemerintah Indonesia terhadap perkembangan industri UAS di Indonesia dengan membandingkan output sistem, yang terdiri dari jumlah tipe produk UAS dalam negeri, volume pengguna produk UAS dalam negeri, keuntungan industri UAS, dan jumlah produsen produk UAS dalam negeri. Berdasarkan hasil simulasi model sistem, ketiga kebijakan Pemerintah Indonesia dapat mendorong peningkatan keempat output sistem, akan tetapi kebijakan promosi produk UAS dalam negeri merupakan kebijakan yang paling efektif dalam kondisi business as usual dan berbagai skenario.
Unmanned Aircraft Systems (UAS) offers efficiency and effectiveness for a wide range of commercial applications. The widespread use of UAS for commercial purposes unlocks business opportunities for industries to produce and sell UAS products. Nevertheless, the use of Indonesian made UAS products is still relatively low. The Government of Indonesia determined that the UAS industry is part of the aviation industry sector which belongs to national priority program. The UAS industrial development and technological innovation depend on the policies implemented by the Government of Indonesia ahead. Using system dynamics methods, this study focuses on developing a system model representing the UAS industry in Indonesia in order to provide technology policy recommendations. System model was created in the form of conceptual model (system diagram) and quantitative model (stock and flow diagram). The developed system model is able to give insight related to the government policy influence towards the UAS industrial development by comparing the system output, consisting of domestic product type, domestic product volume, industrial profit, and domestic produt manufacturer. According to the simulation results, the three applicable policies implemented by the Government of Indonesia can increase all system outputs, however, the government promotion policy is the most effective policy in business as usual and in various scenarios."
