"Police Decree No. Pol. : SKEP/737/X/2005, explained that the implementation partnership in the community policing context is between the police and FKPM. Through FKPM expected partnership between police and community in the community policing context that can be realized. In the Pamulang Police jurisdiction, found that the role of FKPM not walk, but instead there is one other form of partnership between police and community who called Pokdarkamtibmas Pamulang, which is more active in conducting real activities of crime prevention or security driven and problem solving. Research in this thesis are to understand the position and relationship Pokdarkamtibmas Pamulang with the police and FKPM, and effectiveness Pokdarkamtibmas Pamulang in in partnership with the Police in the context of community policing realize. Primary data in this study is the result of interviews with seven resources persons from various parties, namely Metro Police Pamulang, Kelurahan Pondok Cabe Udik, FKPM, and Pokdarkamtibmas Pamulang. The results of this study showed that Pokdarkamtibmas Pamulang is also FKPM because the elements of the same members as FKPM namely: RT, RW, religious leaders, community leaders, youth leaders. But unfortunately, the formal forms of Pokdarkamtibmas Pamulang limiting community involvement. While community involvement is an important part of community based crime prevention. Also found that Pokdarkamtibmas Pamulang still not appropriate in the context of community policing."

"Penelitian ini bertujuan untuk mengidentifikasi dan memahami kinerja Pokdar Kambtibmas wilayah Kelapa Gading, mengidentifikasi dan memahami masalah spesifik yang ada di wilayah Polsek Metro Kelapa Gading, mengidentifikasi dan memahami faktor-faktor yang menjadi kendala penerapan pemolisian komunitas di wilayah Polsek Metro Kelapa Gading, dan mengidentifikasi dan memahami faktorfaktor yang dapat mendukung peningkatan efektivitas penerapan pemolisian komunitas di wilayah Polsek Metro Kelapa Gading. Penelitian dilaksanakan secara kualitatif menggunakan metode analisis Miles dan Huberman 1984. Pengumpulan data dilakukan melalui observasi, wawancara mendalam dan studi dokumentasi.Hasil penelitian menunjukkan bahwa 1) Pokdarkamtibmas wilayah Kelapa Gading belum efektif memenuhi tugas-tugas yang diemban berdasarkan surat keputusan pembentukannya. 2) Masalah spesifik yang ada di wilayah Polsek Metro Kelapa Gading adalah banjir, pencurian, perjudian, penipuan dan penggelapan. 3) Kendala utama penerapan pemolisian komunitas di wilayah Polsek Metro Kelapa Gading adalah karena terlalu mengandalkan kinerja Pokdarkamtibmas yang dalam pembentukannya tidak bertugas untuk itu. 4) Faktor yang dapat mendukung peningkatan efektivitas penerapan pemolisian komunitas adalah mengintensifkan program Polmas dan “sambang atau kunjungan”.

The study aims to identify and understand performance of Pokdarkamtibmas at Kelapa Gading area, to identify and understand the existing specific problems at Kelapa Gading Police Sector area, to identify and understand obstacle factors in implementing community policing at Kelapa Gading Police sector area, and to identify and understand the supporting factors that could increase level of effectiveness in implementing community policing program at Kelapa Gading Police Sector area. The study conducted qualitatively using Miles and Huberman (1984) data analysis method. Data collection is done through observation, deep interview, and document study.

Result of the study shows that 1) Pokdarkamtibmas Kelapa Gading has not been effectively fulfilling its duties based on its establishment 2) Specific problems of Kelapa Gading Police Sector area includes flood, theft, gambling, fraud and embezzlement 3) The main obstacles implementing community policing at Kelapa Gading Police Sector area is rely too much to Pokdarkamtibmas performance that has no obligation to do so in its establishment. 4) The supporting factors that could increase level of effectiveness in implementing community policing are intensifying Polmas and “visit” programs."

"Skripsi ini membahas mengenai bagaimana implementasi pemolisian komunitas dan dampaknya pada perubahan kondisi kemanan, ketertiban lingkungan serta hubungan kemitraan antara petugas dengan masyarakat. Peneliti menggunakan Polsubsektor Pekayon Jaya sebagai lokasi penelitian dalam melihat implementasi pemolisian komunitas. Skripsi ini melihat bahwa pelaksanaan pemolisian tidak terlepas dari prinsip-prinsip pemolisian komunitas. Penekanan penggunaan kemitraan sebagai upaya pencegahan kejahatan dalam implementasi pemolisian komunitas memberikan pengaruh positif terhadap peningkatan kesadaran dan kepedulian, hubungan kemitraan, kemampuan menyelesaikan masalah oleh warga masyarakat yang berada di dekat Polsubsektor Pekayon Jaya serta penurunan angka kejahatan di lingkungan Kelurahan Pekayon. Dalam upaya mendapatkan hasil penelitian yang sesuai dengan tujuannya, maka peneliti menggunakan metode penelitian kualitatif dengan tipe penelitian deskripitif - analisis.

This thesis is talked about the implementation of community policing in the region of polsubsektor pekayon jaya and its influence on the condition of security. Researchers used polsubsektor pekayon jaya as a location of research know the implementation of community policing. This thesis viewed that the implementation of policing based on the principles of community policing. "ABSTRAKPenelitian ini berfokus pada implementasi kemitraan dalam pemolisian komunitas yang dilaksanakan Ditpolairda Maluku Utara bersama masyarakat dan instansi pemerintah terkait dalam rangka pencegahan praktik destructive fishing. Pembahasan dianalisis dengan menggunakan teori pertukaran sosial dan pencegahan kejahatan terpadu. Pendekatan yang dipakai ialah pendekatan kualitatif dengan tujuan deskriptif. Hasil penelitian menunjukkan bahwa implementasi kemitraan menghadapi masalah berupa kapabilitas personel, sarana, dan prasarana polisi air yang belum memadai, serta perihal ego sektoral yang dimiliki oleh sejumlah agen pelaksana. Oleh karena itu, integrasi antar pihak dibutuhkan untuk menciptakan pelaksanaan kemitraan antar instansi pemerintah terkait yang efektif dan efisien dalam rangka pencegahan praktik destructive fishing.

ABSTRACTThis study focuses on the issue of partnership implementation on community policing which is faced by Directorate Marine Police of Maluku Utara (Ditpolairda Maluku Utara) with community and other agencies in order to prevent destructive fishing. The discussion of this issue is analyzed by social exchange theory and integrated crime prevention. The author uses qualitative approach with descriptive purpose. The result shows that partnership encounters several problems which are associated with ego sectoral issue and the lack of personels, facilities, and infrastructure. Therefore, every agents possessed in partnership should be integrated to form an effective and efficient destructive fishing prevention."

"ABSTRAKProblem oriented policing akan menjadi cara yang tepat dalam mencegah kejahatan. Namun hal ini mensyaratkan latar belakang dari anggota Bhabinkamtibmas, baik pendidikan umum dan pendidikan Polri, termasuk juga anggaran dan juga metode penyelesaian masalah.Konsep Strategi Pencegahan Kejahatan, Community Policing, Problem-Oriented Policing POP dan dibingkai dalam kerangka teori kemitraan, teori pencegahan kejahatan situasional dan pencegahan kejahatan berbasis komunitas.Pengumpulam data dilakukan dengan wawancara kepada Wadir Binmas Polda Metro Jaya, Kasie Bin Polmas Polda Metro Jaya, Kanit Binmas Polsek Sawah Besar, anggota Bhabinkamtibmas, dan tokoh masyarakat di wilayah Polsek Sawah Besar. Data yang dikumpulkan kemudian dianalisa dengan prinsip-prinsip analisa data kualitatif yang meliputi memilah data, mendeskripsikan temuan data, melakukan interpretasi data, mengkaitkan interpretasi dengan kerangka teori, dan menjelaskan temuan berdasarkan kerangka teori yang dibangun.Analisa terhadap data menunjukkan bahwa terdapat terbatasnya sumber daya manusia Bhabinkamtibmas dari program satu polisi Bhabinkamtibmas satu kelurahan dan kompetensinya ditinjau dari aspek kemampuan/skill,pengetahuan/knowledge dan sikap/attitude.IdealnyaBhabinkamtibmas adalah security analyst yang memiliki kemampuan problem solver dan crime analyst dalam rangka melakukan security assessment.Problem solving sampai saat ini juga masih diterjemahkan sebatas sebagai penyelesaian melalui adat kebiasaan dan alternative dispute resolution ADR , sehingga tidak menyentuh pada memecahkan akar masalah terjadinya kejahatan. ABSTRACTProblem oriented policing would be the proper way in preventing crime. Requires a background of Bhabinkamtibmas members, both general education and police education, including the budget and also problem solving method. The concept of Crime Prevention Strategy, Community Policing, Problem Oriented Policing POP and is framed within the framework of the partnership theory, theory of situational crime prevention and community based crime prevention. The data collection is done by interviewing Community Development Vice Director of Polda Metro Jaya, Head of Polda Metro Jaya Community Policing Development, Police Chief Unit Community Development Sawah Besar, Bhabinkamtibmas members, and community leaders in the area of police Sawah Besar. The data collected is then analyzed with the principles of qualitative data analysis that includes data sorting, describing the findings of the data, perform data interpretation, interpretation linking the theoretical framework, and explain the findings based on the theoretical framework built. Analysis of the data showed that there are limited human resources Bhabinkamtibmas of a police program Bhabinkamtibmas of the villages and competence in terms of aspects of ability skill, knowledge knowledge and attitude attitude. Ideally Bhabinkamtibmas is a security analyst who has the ability to problem solver and a crime analyst in order to perform a security assessment. Problem solving until today still translates limited as customs and settlement through alternative dispute resolution ADR , so it does not touch the root of the problem solving crime. Cooperation with local governments and communities are still not structured, systematic and sustainable. Community participation in the system of crime prevention through community policing based on problem oriented policing is one of the main principles of success. The direct involvement of the community in crime prevention activities must come to the decision making stage."

"Penelitian mengenai community policing telah banyak dilakukan di berbagai daerah di Indonesia, bahkan di berbagai negara. Dengan mengusung kinerja kepolisian yang lebih humanis dan berpendekatan kepada penyelesaian masalah gangguan keamanan dan ketertiban yang ada di masyarakat, community policing menjadi konsep pemolisian yang dianggap positif dengan menempatkan masyarakat tidak lagi sebagai obyek pemolisian tetapi turut bermitra dengan polisi sebagai subyek dalam mengatasi masalah-masalah gangguan keamanan dan ketertiban.Dalam tesis ini, penulis (sekaligus sebagai peneliti) ingin memberikan gambaran yang berbeda dari sisi community policing yang notabene dikonsepkan oleh kepolisian dengan programnya yang sering disebut sebagai grand strategy Polri dengan mendekatkan diri kepada masyarakat. Community policing juga merupakan suatu filosofi bagi lahirnya pemolisian yang bermitra dengan masyarakat, tidak selalu dipandang sebagai konsep yang positif saja. Ternyata dari hasil penelitian ini, penulis mendapatkan realitas-realitas di lapangan bahwa terdapat relasi kuasa yang terjadi dalam pelaksanaan kegiatan community policing.Dengan metode penelitian kualitatif, penulis ikut berpartisipasi langsung dalam melakukan wawancara dan mengikuti kegiatan-kegiatan pengamanan yang dilakukan oleh Polda Bali dan pecalang. Penulis melakukan wawancara dengan para informan yang sudah ditentukan yang dapat memberikan informasi-informasi yang dibutuhkan dalam penulisan tesis ini seperti anggota Satuan Pariwisata Polda Bali, Bhabinkamtibmas Pariwisata Polda Bali dan pecalang serta beberapa informan tambahan yang memiliki kompetensi untuk memberikan informasi mengenai relasi kuasa yang terdapat dalam pelaksanaan community policing di Denpasar, Bali diantara Polda Bali dan pecalang.Pemikiran Dahrendorf mengenai Teori Konflik terkait dengan penggunaan kekuasaan menjadi teori utama dalam penelitian ini. Dengan kerangka Teori Dahrendorf, penulis melihat bahwa relasi kuasa yang terdapat dalam pelaksanaan kegiatan community policing di Denpasar, Bali sesuai dengan buah pikir Dahrendorf mengenai kelompok superior dan kelompok subordinat.Polda Bali sebagai institusi formal dan pecalang sebagai wakil masyarakat jelas memiliki kapasitas kekuasaan yang berbeda dalam melakukan pengamanan di lingkungannya. There are many studies about community policing that held in many regions in Indonesia, also in other countries. By doing the policing that comes to solve the criminal problems in the society, community policing became positively minded, because community policing puts the society not as an object of the policing, but the society is the subject of the policing to solve the society's problems in criminals.This thesis explains about the community policing from the form that already settled by the police in Indonesia as the program called Grand Strategy Polri that aiming the partnership between the police and the community. As a philosophy of humanist policing, community policing is not always give the positive impacts. In this thesis, the author (also as the researcher) got so many realities that there is a power relationship in doing the community policing.Using the qualitative method of study, the author participated directly in doing the interview and take part in the activities that put Polda Bali dan pecalang together in community policing. The author had interviewed with the purposive informans such as Satuan Pariwisata Polda Bali, Bhabinkamtibmas Pariwisata Polda Bali and pecalang and the other informans that competent to give the explanations about the power relationship in the community policing.Dahrendorf's theory about the power relationship in society is the main theory of this thesis. As seen by the author, there is the power relationship between Polda Bali dan pecalang in implementing the community policing in Denpasar, Bali, as Dahrendorf?s thought about superiority and the subordinant group."

"Tesis ini berangkat dari penyelesaian konflik sosial yang terjadi di masyarakat melalui jalur hukum tidak dapat menyelesaikan semua masalah yang ada. Sehingga muncul cara non hukum yang ditempuh untuk menyelesaikan konflik sosial yang terjadi. Dalam penyelesaian secara non hukum terkait dengan dua konsep yang berlangsung di masyarakat, yakni community policing yang dijiwai restorative justice. Berkaitan dengan itu tesis ini membahas kesesuaian konsep community policing dengan restorative justice dalam resolusi konflik.Metode penelitian dilakukan dengan menganalisa terhadap laporan penelitian tentang community policing dan restorative justice secara pendekatan kualitatif dengan mempelajari literature dan menggunakan discourse analysis sebagai piranti analisisnya. Penelitian ini mencari hubungan yang terdapat dari penelitianpenelitian tentang community policing dan restorative justice yang telah dilakukan oleh para peneliti sebelumnya.Penelitian ini mendapatkan dalam pelaksanaan community policing terdapat semangat restorative justice,baik secara teoritik maupun aplikasinya di lapangan. Discourse analysis mengantarkan pada makna yang terkandung dibalik community policing dengan semangat restorative justice diharapkan terjadi perubahan cara pandang para penegak hukum, untuk menerapkan upaya-upaya pencegahan daripada penanganan suatu konflik yang terjadi.

This thesis stems from the notion that the resolution of social conflicts in communities through legal means cannot solve all existing problems. Non-legal means have therefore emerged to resolve social conflict. Non-legal resolution, is connected to two conceps within the community, community policing and the spirit of restorative justice. Related to this, this thesis discusses the appropriateness of the concept of community policing with restorative justice in conflict resolution.Research methods involved analyzing research reports on community policing and restorative justice with a qualitative approach, by studying the literature and conducting discourse analysis. This research looks for connections between community policing and restorative justice found in previous research.This research finds that in the carrying out of community policing lies the spirit of restorative justice, both theoretically as well as in applications in the field. Discourse analysis bring us to the meaning behind community policing with a spirit of restorative justice, which is that there will hopefully be a change in law enforcers perspectives, in order to apply efforts to prevent conflict from occurring."

"Penelitian ini membahas implementasi strategi Polmas dalam penanggulangan paham radikalisme (pemberdayaan pemuda oleh Bhabinkamtibmas di Kepolisian Resort Metro Depok). Keberagaman identitas masyarakat di Indonesia memicu tumbuhnya paham radikalisme yang sebagian besar terafiliasi pada organisasi-organisasi intoleran di dalam masyarakat. Dalam upaya pencegahan penyebaran paham radikalisme Kepolisian Republik Indonesia (Polri) gencar melakukan pendeteksian terhadap seluruh wilayah yang dianggap sebagai pusat penyebaran ajaran tersebut. Adanya kerjasama yang baik antara Polri melalui Bhabinkamtibmas sebagai pengemban Polmas di desa/kelurahan yang merupakan salah satu instrumen keamanan negara dan masyarakat sipil terutama organisasi pemuda dapat mempermudah pengawasan dan pelaporan bibit-bibit aksi radikalisme. Optimalisasi kerjasama diantara kedua elemen tersebut menjadi kunci utama disamping terus melaksanakan dan mengevaluasi upaya pencegahan radikalisme yang telah dilakukan oleh Pemerintah. Penelitian ini dilaksanakan dengan menggunakan metode kualitatif dan menggunakan Teori Radikalisme, Kontra-Radikalisme, Konsep Kebijakan Publik, Konsep Polmas, dan Konsep Psikologi Pemuda. Penelitian ini menemukan bahwa upaya yang dilakukan Bhabinkamtibmas Polrestro Depok masih belum optimal, dan diperlukan dukungan kuat dari Polri untuk memperkuat posisi Bhabinkamtibmas di wilayah binaan terkait dengan penanggulangan penyebaran radikalisme.

This study discusses the strategy implementation of Polmas on countering radicalism (empowerment of youth by the community service unit at the Depok Metro Police Resort). The diversity of people's identities in Indonesia has triggered the growth of radicalism, most of which are affiliated with intolerant organizations in society. In an effort to prevent the spread of radicalism, the Indonesian National Police (Polri) are intensively carrying out detection of all areas considered to be centers of the spread of these teachings. The existence of good cooperation between the National Police through Bhabinkamtibmas as the caretaker of Polmas in villages / kelurahan which is one of the state security instruments and civil society, especially youth organizations, can facilitate monitoring and reporting of the seeds of radicalism. Optimizing cooperation between the two elements is the main key in addition to continuing to implement and evaluate efforts to prevent radicalism that have been carried out by the Government. This research was conducted using qualitative methods and using the theory of radicalism, counter-radicalism, the concept of public policy, the concept of community policing, and the concept of youth psychology. This study found that the efforts made by the Depok Police Service Unit are still not optimal, and strong support from the National Police is needed to strengthen the position of babhinkamtibmas in the target areas related to overcoming the spread of radicalism."

Pada skrispsi ini menjelaskan penerapan pemolisian komunitas berbasis intellegence-led policing kepada polisi kehutanan dalam menangani illegal logging. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan melakukan teknik pengumpulan data seperti wawancara secara mendalam, observasi, dan penelusuran data-data sekunder lainnya.
