"Malaysia pulled itself back from the brink on 9 May 2018. That day the majority of its voting population decided to topple the Barisan Nasional government that had been in power for over 60 years and that had come to be seen as corrupt beyond redemption, and incompetent to boot. Pada tahun 1968-1971 merupakan periode dimana Malaysia mendayausahakan konsep netralitas ini dapat diterima sebagai kebijakan politik luar negeri. Sebelumnya, Malaysia merupakan negara yang menganut konsep pro-Barat dan anti-komunis dalam kebijakan politik luar negerinya. Namun karena situasi dan kondisi dari dalam dan luarnegeri mengalami perubahan, Malaysia berharap konsep netralitas ini dapat dijadikan dasar pelaksanaan hubungan antarnegara di kawasan Asia Tenggara. Pada akhirnya, konsep netralitas ini menghasilkan sebuah deklarasi bersama ZOPFAN (Zone of Peace, Freedom, and Neutrality).

This thesis discusses about Malaysia's foreign policy in an attempt to appley the concept of neutrality. In the year 1968-1971 was a period that concept of neutrality can be accepted as foreign policy in Malaysia. Earlier, Malaysia was a country that includes the concept of pro-Western and anti-communist in its foreign policy. But because of changes in domistic and international situations, Malaysia was hoping the concept of neutrality can be used as a basic program relationship between the countries in Southeast Asia. In the end, from concept to produce a declaration of neutrality named ZOPFAN (Zone of Peace, Freedom, and Neutrality)"
