"Melihat pola sasaran serangan teroris dari tahun 2000 sampai 2009, teroris cenderung menjadikan tempat-tempat dengan simbol barat sebagai sasarannya. Seiring berjalannya waktu, terjadi pergeseran sasaran di mana polisi menjadi pertimbangan sasaran serangan teror. Penulisan ini menggunakan teori routine activity, rational choice dan crime pattern dengan mempertimbangkan tingkat keberhasilan serangan dengan kondisi kerentanan pengamanan yang ada. Penulisan ini menggunakan analisis data sekunder. Hasil penulisan ini memperlihatkan serangan pada Polda, Polres, Polsek hingga Pos Polisi akibat minimnya pengawasan dan keamanan. Selain itu ditemukan diantrannya masih terdapat Standar Operasional Prosedur (SOP) yang tidak sesuai. Seeing the pattern of targets of terrorist attacks from 2000 to 2009, terrorists tend to target places with western symbols as their targets. Over time, there was a shift in the target where the police became the target of terrorist attacks. This writing uses the theory of routine activity, rational choice and crime pattern by considering the success rate of attacks with the existing security vulnerability conditions. This writing uses secondary data analysis. The results of the writings showed attacks on the Regional Police, Polres, Polsek to Police Posts due to lack of supervision and security. Penelitian ini adalah penelitian kualitatif dengan desain deskriptif. Selain itu, pada penelitian ini juga dimasukkan bahasan mengenai adanya kemungkinan suatu celah yang dapat melemahkan sistem pencegahan yang telah diterapkan tersebut, yang diduga berasal dari praktek penyuapan yang dilakukan oleh importir dan juga birokrat atau petugas Bea Cukai itu sendiri. Maka, selain mengaitkan dengan konsep pencegahan kejahatan situasional, penelitian ini juga mengaitkan dengan konsep pilihan rasional dan kejahatan okupasional.

ABSTRACTThe focus of this study is describes about the mechanisms of crime prevention that are applied by Tanjung Priok Customs in the case of smuggling of goods. This research is qualitative descriptive interpretive. In addition, in this study also included a discussion about a possibility of a gap that could undermine the preventing system that has been applied, are thought to have originated from the bribery practical that committed by importers and Customs officers or the bureaucrats themselves. Thus, in addition to hooking up with the concept of situational crime prevention, this research has also linked with the concept of rational choice and occupational crime."

"ABSTRAKDalam kurun 45 tahun, tiap tahun hotel mendapatkan serangan teroris, sehingga masih ada kemungkinan bahwa hotel akan terus menjadi salah satu sasaran potensial terhadap serangan yang dilakukan oleh teroris. Meskipun hotel menyadari kemungkinan adanya serangan teroris, antisipasi yang dilakukan oleh pihak hotel masih memungkinkan memberikan peluang terjadinya serangan teroris. Penulisan ini menggunakan teori 25 teknik dalam SCP dengan asumsi serangan teroris memiliki persamaan dengan kejahatan lain pada pertimbangan pelaku terhadap tingkat keberhasilan serangan yang dilakukan. Pelaku akan berusaha mengeksploitasi kelemahan keamanan yang ada di hotel. Penulisan ini menggunakan metode analisis data sekunder. Upaya pencegahan yang dilakukan hotel terhadap serangan teroris mencakup beberapa teknik dalam pencegahan kejahatan situasional.

ABSTRACTIn the last 45 years, hotels around the world get attacked by terrorist almost every year, so it is still possible that hotels will continue to be one of the potential targets of terrorist attacks. Although hotels are aware of the possibility of terrorist attacks, the anticipation made by the hotel still allows the possibility of terrorist attacks. This paper uses theory of 25 techniques in situational crime prevention assuming terrorist attacks have similarities with other crimes on the offender 39 s consideration of the success rate of the attacks. The perpetrator will try to exploit the security weaknesses at the hotel. This paper uses secondary data analysis method. The hotel 39 s preventive measures against terrorist attacks include several techniques in situational crime prevention."

"Tulisan ini membahas pencegahan kejahatan situasional yang dilakukan oleh TIMPORA Jakarta Selatan dalam mencegah terjadinya pelanggaran keimigrasian yang dilakukan oleh warga negara asing di Apartemen X. Untuk mencapai pencegahan Tenaga Kerja Asing (TKA) ilegal yang efektif diperlukan pengawasan yang maksimal dan tanpa hambatan. Namun jika dalam proses pengawasan faktor penghambat muncul, maka akan menyebabkan warga asing memiliki pilihan rasional untuk melakukan pelanggaran keimigrasian. Tulisan ini menunjukan pencegahan kejahatan situasional yang dilakukan oleh TIMPORA Jakarta Selatan belum cukup efektif. Faktor penghambat seperti kurangnya sumber daya manusia yang bertugas untuk melakukan pengawasan terhadap warga negara asing serta belum maksimalnya koordinasi terhadap instansi terkait lainnya dalam melaksanakan pengawasan secara administratif maupun pengawasan langsung di lapangan. Dampak dari lemahnya pengawasan tersebut adalah mudahnya warga negara asing melakukan pelanggaran keimigrasian. Perlu adanya upaya peningkatan pengawasan baik secara administrartif maupun pengawasan lapangan agar meningkatkan resiko bagi warga negara asing yang ingin menjadi TKA ilegal di Apartemen X.

This paper discusses about the situational prevention conducted by the TIMPORA in order to prevent the immigration misuse that doing by the foreign citizen in X Apartemen. To reach the effective prevention of the immigration misuse, they need the maximum supervision without any problem. If in the supervision process there is a problem, it made the foreign citizen has the rational reason to do the immigration misuse. This paper show that the supervision of the immigration misuse at the TIMPORA is not effective yet. The factors that can be a problem of this surveillance is the human resource to watch the foreign citizen from the immigration misuse. the other factor is the coordination with the relevant instance not maximal either administration or surveillance at the location the effect from that less surveillance is the foreign citizen can do the immigration misuse easily. Increase the surveillance both of the administrative or live surveillance at the location is needed to increase the risk for the citizen foreign that want to become Illegal foreign worker in X Apartement."
