"ABSTRAK
Tesis ini membahas mengenai kegunaan dari akta yang berkaitan dengan pertanahan yang dibuat Notaris yaitu Akta Pemindahan dan Penyerahan Hak (Cessie) dalam rangka memperoleh kepemilikan atas tanah. Selama penelitian dalam beberapa putusan pengadilan, penulis menemukan bahwa akta tersebut digunakan pemilik tanah sebagai bukti kepemilikan atas tanahnya dan bahkan Sertipikat hak atas tanah yang terbit diperoleh berdasarkan Akta Pemindahan dan Penyerahan Hak (Cessie), serta seharusnya konstruksi hukum yang menjadi dasar Akta Pemindahan dan Penyerahan Hak (Cessie) adalah hukum cessie. Padahal seperti yang diketahui dan dipahami bahwa cessie adalah suatu penyerahan piutang atas nama. Penelitian ini dilakukan secara kualitatif dengan metode penelitian yuridis normatif, bersifat eksplanatoris, menggunakan Data Sekunder yang diperoleh dengan studi pustaka, permasalahan dianalisa secara kualitatif. Permasalahan yang akan dibahas adalah aspek hukum cessie dalam Akta Pemindahan dan Penyerahan Hak (Cessie), tanggung jawab Notaris atas akta yang dibuatnya, dan kegunaan akta yang berkaitan dengan pertanahan yang dibuat Notaris bagi penerima hak dalam rangka memperoleh kepemilikan atas tanah. Hasil penelitian ini adalah Akta Pemindahan dan Penyerahan Hak (Cessie) sama sekali tidak memuat aspek hukum cessie dan bahkan objek yang dialihkan adalah hak keperdataan atas tanah bukan piutang atas nama, sehingga Akta Pemindahan dan Penyerahan Hak (Cessie) tidak dapat disamakan atau disebut dengan Akta Cessie dan tidak memenuhi syarat objektif sahnya perjanjian. Akibatnya adalah perbuatan hukum pemindahan dan penyerahan hak keperdataan atas bidang tanah dalam akta batal demi hukum dan Notaris yang membuatnya harus bertanggung jawab baik berupa sanksi administratif dan/atau sanksi perdata. Terlepas dari Akta Pemindahan dan Penyerahan Hak (Cessie), akta yang berkaitan dengan pertanahan yang dibuat Notaris berfungsi sebagai pengisi kekosongan hukum karena masih banyak perbuatan hukum berkaitan dengan tanah yang bukan kewenangan PPAT sehingga hanya bisa dilakukan di hadapan Notaris. Dengan demikian akta yang berkaitan dengan pertanahan yang dibuat oleh Notaris dalam rangka memperoleh kepemilikan atas tanah berfungsi sebagai kuasa mutlak/sempurna maupun sebagai alat bukti telah dilakukannya suatu perbuatan hukum bagi penerima hak sehingga penerima hak dapat melakukan perbuatan hukum di hadapan PPAT, kemudian akta PPAT tersebut dapat didaftarkan agar diterbitkan Sertipikat Hak atas Tanah atas nama penerima hak

ABSTRACT
This Thesis will analysis about the use of deed made by a Notary which is the Deed of Transference and Assignment of Rights (Cessie) in order to obtain an ownership of a land. During the research based on several judgment, the writer discovered that the deeds used by owner of the land as an evidence of his ownership and even a certificate of the land rights was obtained by the Deed of Transference and Assignment of Rights (Cessie), moreover it should be used law of Cessie as legal framework and legal basis of the Deeds. Meanwhile as known and understood that cessie is a cession of preferred receivable. This research was conducted qualitatively by juridical normative as the method, it is eksplanatoris, using Data Sekunder obtained by literature research, and issues was analyzed qualitatively. The issues in this research are legal aspect of cessie in the Deed of Transference and Assignment of Rights (Cessie), the liability of a Notary towards the deed that he made, and the use of land deed made by Notary in order to obtain an ownership of a land. The results are the Deed of Transference and Assignment of Rights (Cessie) does not contain legal aspect of cessie and even the object is civil rights of a land which is not a preferred receivable, therefore the Deed of Transference and Assignment of Rights (Cessie) cannot be called as cessie?s deed moreover it does not fulfill the objective terms of the validity of an agreements. The consequence is the legal act of transfer and assignment of rights in the Deed is null and void therefore the Notary who made the deed have to responsible constitute in administrative sanctions and/or civil sanctions. Regardless from the Deed of Transference and Assignment of Rights (Cessie), the deed made by a Notary in order to obtain an ownership of a land served as the filler emptiness of law due to there are still a lot of legal action related to a land which are not the authorities of PPAT so that only can be done in front of a Notary. Therefore the deed made by Notary in order to obtain an ownership of a land, for the recipient, used as absolute power and also as an evidence that proofed a legal action has done so therefore the recipient can use it to perform legal action in front of PPAT, then the PPAT?s deed can be registered In order to publish a certificate of land rights on behalf the recipient."

"A land cover/land use classification is proposed covering most of the major features found in the Indonesian Archipelago. The classification is based on a complex set of criteria related to physiognomic, functional and ecological characteristics of the ecosystems. The open-ended, hierarchical classification is supplemented with the definitions of the classes. An attempt is then made to identify complexes of land use as an important step in the characterization of ecosystems. Spatial sequences or catena of land use types are recognized for Java and Sumatra.
