"Pemindahan Ibu Kota Indonesia dari DKI Jakarta menuju ke Ibukota Nusantara (IKN) pertama kali disampaikan pada Pidato Kenegaraan di Sidang Tahunan Majelis Permusyawaratan Rakyat Republik Indonesia oleh Presiden Joko Widodo pada tanggal 16 Agustus 2019. Kegiatan ini dilanjutkan dengan serangkaian proses baik secara hukum serta undang-undang sehingga secara resmi Ibukota Negara telah berpindah dari Jakarta ke Kalimantan Timur. Pembangunan IKN telah dimulai sejak tahun 2022 dan selesai secara fungsional pada 17 Agustus 2024 untuk menggelar upacara kemerdekaan pertama di Ibukota Nusantara. Kesuksesan penyelenggaraan ini adalah hasil dari kerja keras dan komitmen yang tinggi dari seluruh komponen stakeholder serta insinyur-insinyur terbaik bangsa termasuk didalamnya peran vital seorang Site QHSE Manager. Tujuan dari laporan ini adalah untuk melaporkan peran seorang Site QHSE Manager dalam menyelesaikan Gedung Sekretariat Presiden di IKN dengan hasil konstruksi yang berkualitas dan mengedepankan aspek K3L. Keberhasilan ini dicapai dengan menerapkan Metode PDCA (Plan, Do, Check, Action) sehingga proyek pembangunan Gedung Sekretariat Presiden ini sukses untuk mendukung terlaksananya Upacara Bendera 17 Agustus pertama di Ibukota Nusantara. Pembangunan IKN tidak hanya sekedar selesai, namun pembangunan juga dikerjakan secara profesional, memperhatikan kode-kode etik keinsinyuran serta terbukti berhasil dengan mendapatkan pencapaian Zero accident, P2HIV oleh Kemenaker dan Gubernur Kaltim, serta mendapatkan predikat Bangunan Gedung Hijau (BGH) Utama dalam Perencanaan.

The relocation of Indonesia’s capital city from Jakarta to Ibu Kota Nusantara (IKN) was first announced during the State Address at the Annual Session of the People's Consultative Assembly of the Republic of Indonesia by President Joko Widodo on August 16, 2019. This initiative was followed by a series of legal and regulatory processes, officially transferring the capital city from DKI Jakarta to East Kalimantan. The construction of IKN began in 2022 and was functionally completed on August 17, 2024, in time to hold the first Independence Day ceremony of Indonesia in the Nusantara Capital. This success is the result of hard work, strong commitment from all stakeholders and the nation’s best engineers, including the vital role of a Site QHSE Manager. The purpose of this report is to highlight the role of a Site QHSE Manager in completing the Presidential Secretariat Building in IKN with high-quality construction that prioritizes K3L (Occupational Health, Safety, and Environment) aspects. This achievement was made possible by implementing the PDCA (Plan, Do, Check, ction) method, ensuring the successful construction of the Presidential Secretariat Building to support the first Independence Ceremony of Indonesia on August 17 in the Nusantara Capital City. The project was not only completed successfully but also executed professionally, adhering to engineering ethical codes. The results were proven with remarkable achievements, including Zero Accident, P2HIV awards from the Ministry of Manpower and the Governor of East Kalimantan, and the Bangunan Gedung Hijau (BGH) Utama predicate for Planning for Green Building."

"Beberapa pembangunan gedung kantor di lingkungan BPJS Ketenagakerjaan selama 5 (lima) tahun terakhir mengalami keterlambatan dalam penyelesaian proyek. Hal tersebut disebabkan proses pengendalian pembangunan gedung kantor belum belum berjalan dengan baik dengan memperhatikan risiko yang dapat mempengaruhi kinerja waktu. Penelitian ini menggunakan kuesioner sebagai instrument penelitian yang disebarkan kepada responden dan dilakukan validasi oleh pakar. Analisa risiko kualitatif dilakukan pada penelitian untuk mengetahui faktor risiko yang ada selama siklus hidup pembangunan gedung dan mengembangkannya dengan manajemen risiko berbasis PMBOK edisi keenam. Hasil dari penelitian ini berupa faktor risiko tinggi dan respon risiko untuk pengembangan pedoman pengendalian proyek pembangunan gedung kantor yang ada di lingkungan BPJS Ketenagakerjaan sehingga dapat meningkatkan kinerja waktu proyek.

Several office building constructions within BPJS Ketenagakerjaan during the last 5 (five) years have experienced delays in project completion. This is because the control process for the construction of office buildings has not gone well by taking into account the risks that can affect time performance. This study used a questionnaire as a research instrument distributed to respondents and validated by experts. Qualitative risk analysis was carried out in research to determine the risk factors that exist during the building construction life cycle and develop them with risk management based on PMBOK sixth edition. The results of this study are in the form of high-risk factors and risk responses for developing guidelines for controlling office building construction projects within the Employment BPJS to improve project time performance."

"Dalam dunia konstruksi, perubahan ruang lingkup (variation order) merupakan hal yang sering terjadi, banyak faktor yang menyebabkan variation order yang tidak dapat dihindarkan, salah satunya terjadi akibat pihak konsultan. Karena tugas utama konsultan  memberikan representasi grafis dan tertulis dalam bentuk dokumentasi gambar dan dokumen laporan yang memungkinkan pihak kontraktor dan subkontraktor mengubah konsep dan gagasan menjadi realitas fisik, kesalahan desain, desain kurang memadai ataupun kurangnya koordinasi merupakan penyebab yang biasa dilakukan oleh pihak konsultan.Dibutuhkan strategi dalam sebuah proses perancangan yang baik agar meminimalisir terjadinya variation order. Studi ini bertujuan untuk mengidentifikasi tahapan proses perancangan, mengidentifikasi peristiwa risiko yang terjadi ditahap perancangan yang menyebabkan terjadinya variation order, serta strategi untuk menurunkan variation order yang disebabkan oleh pihak konsultan perencana.Sehingga dapat memberikan kepuasan bagi pihak pemangku kepentingan khususnya perencana dalam menghasilkan karya yang dapat dipertanggungjawabkan. Metode Penelitian ini menggunakan metode kualitatif dengan menggunakan media bantu kuisioner.  Berdasarkan penelitian sebelumnya hasil penelitian merupakan adanya kesalahan dalam mempersiapkan dokumen yang dilakukan oleh pihak konsultan sehingga hal ini yang memicu terjadinya variation order.

In the world of construction, changes in scope (variation orders) are a frequent occurrence, many factors cause unavoidable variation orders, one of which occurs due to the consultant. Because the main task of the consultant is to provide graphic and written representations in the form of drawing documentation and report documents that allow contractors and subcontractors to turn concepts and ideas into physical reality, design errors, inadequate designs or lack of coordination are common causes for consultants.It takes a strategy in a good design process in order to minimize the occurrence of variation orders. This study aims to identify the stages of the design process, identify risk events that occur at the design stage that cause variation orders, as well as strategies to reduce variation orders caused by the planning consultant.So that it can provide satisfaction for stakeholders, especially planners in producing work that can be accounted for. Methods This research uses a qualitative method by using a questionnaire as a media. Based on previous research, the results of the study were an error in preparing documents made by the consultant so that this triggered the variation order.
