"In civic politics, many things have to be noted, but in condition that concern to national political leaders and government, have to be the objectives of the political leaders action and to get greater attention, and at the same time, they are requared to practice, constanly, the pattern ethical life. This has to be done, so that people feel not far from their leaders. Officials and local Politicians who obey the norms of the code of conduct should place their duties as government officials over their own interests, carrier and status. Mean while, poltical communication has to be conducted by officials and local politicians in order to interlace communication with local people, both in the context to maintain relationship, namely, to channel the aspirations and political interest of the people as political inputs and also to channel the output of political system, and to carry out government functions. This paper has the attention to discuss on the existence of DPRD through two perspectives: first, perspective of political/government ethics implementation and perspective of political communication."

"Skripsi ini memberikan gambaran mengenai kedudukan DPRD yang selama ini disebut sebagai lembaga “legislatif” daerah oleh masyarakat, ternyata bukanlah demikian. DPRD adalah salah satu unsur dari penyelenggara pemerintahan daerah bersama-sama dengan Kepala Daerah, sehingga DPRD merupakan lembaga eksekutif daerah. DPRD hanya menjalankan fungsi legislasi di daerah dengan membentuk peraturan-peraturan perundang-undangan tingkat daerah bersama Kepala Daerah, seperti Peraturan Daerah. Penelitian ini adalah penelitian kualitatif dengan desain deskriptif. Hasil Penelitian menunjukan bahwa DPRD Kabupaten Banyumas telah menjalankan fungsi legislasi di daerah dengan baik, dimana hal ini terlihat dari peraturan-peraturan daerah yang telah dihasilkan. Oleh karena peraturan daerah adalah bagian yang tak terpisahkan dari sistem peraturan perundang-undangan nasional maka harus ada mekanisme pengawasan terhadapnya, baik melalui lembaga eksekutif (executive review) maupun lembaga peradilan (judicial review). Hal ini perlu dilakukan agar Pemerintah Daerah tidak menyalahgunakan wewenangnya dalam melakukan tugasnya sebagai penyelenggara pemerintahan daerah.

This thesis provides a description of the position of Council as an institution has been called "legislative" by the local community, but it is not so. Council is one of the elements of the regional administration, together with the Regional Head, so the Council is in the executive area. Council only perform the function of legislation in areas with established rules and regulations in regional level together with Regional Head, such as local regulation. This research is a descriptive qualitative research design.

Research results showed that Banyumas Regency has run its legislative function well, where it is seen from local regulations that have been generated. Because of local regulations is an integral part of the system of national legislation there must be monitoring mechanisms to it, either through the executive (executive review) and the judiciary (judicial review). This is necessary so that the local government does not abuse his authority in doing his job as a regional administrator."

"Skripsi ini menjelaskan mengenai upaya pengawasan yang dilakukan oleh DPRD Kota Depok periode 2014-2019 terhadap pelaksanaan program Kota Layak Anak pada tahun 2016 yang masih terhambat akibat permasalahan kriminalitas terhadap anak yang masih marak terjadi. Penelitian ini menggunakan metode kualitatif dengan data primer dan sekunder. Temuan penelitian memerlihatkan bahwa upaya perlindungan anak yang diselenggarakan oleh pemerintah daerah melalui program KLA di Kota Depok mengalami hambatan. Kendala tersebut terjadi akibat kurangnya komitmen DPAPMK dalam melaksanakan tugas dan fungsinya. Permasalahan ini muncul karena upaya pengawasan oleh DPRD Kota Depok periode 2014-2019 masih bias dengan kepentingan partai dalam menilai kinerja pemerintah kota Depok.

This thesis explains the controlling of DPRD Depok city period 2014 2019 to implementation of Child Friendly City in 2016 which is still hampered due to crime issues against the children, using qualitative methods based on primary and secondary data. The result of this study shows obstacle of the child protection organized by the local government through the KLA in Depok. The issue causes by lack of commitment DPAPMK in carrying out its duties and functions. This problem arises because the supervision effort by the DPRD Depok city period 2014 2019 is still biased with the party 39s interest in assessing the performance of the government."
