"Menghadapi era globalisasi dan liberalisasi perdagangan yang mengarah pada pembentukan pasar bebas bersama dunia menuntut standardisasi produk sebagaimana ditetapkan WTO. Dalam kondisi seperti ini hanya produk dan jasa bermutulah yang akan memenangkan persaingan dan mempertahankan posisinya di pasar.
Total Productive Maintenance (TPM) bermaksud untuk menciptakan kepuasan konsumen dan kepuasan karyawan. Sasaran ini dilakukan dengan cara memperbaiki kondisi perusahaan. Yang dimaksud dengan memperbaiki kondisi perusahaan disini ialah merubah atau meningkatkan sumber daya manusianya melalui pendidikan dan pelatihan. Pendidikan dan pelatihan yang dimaksud adalah mendidik orang agar mampu meningkatkan kondisi peralataan, perbaikan bahan dan perbaikan sistem. Dengan perbaikan kondisi perusahaan berupa man, machine, material & method, maka akan mampu menghasilkan tujuan kongkrit yaitu Productivity, Quality, Cost, Delivery, Safety environment & Mental.
TPM merupakan " people oriented system", sehingga dalam melakukan evaluasi pelaksanaan program TPM di Pabrik Pengerolan Baja Lembaran Dingin PT.Krakatau Steel ini hal yang cukup panting untuk diperhatikan dan dijadikan bahan evaluasi antara lain adalah bagaimanakah mereka mendesain, mengorganisasi dan mengelola TPM serta bagaimana mereka mendesain pelatihan TPM yang melibatkan seluruh level karyawan dengan tujuan untuk memberikan pengetahuan dasar mengenai TPM serta apakah implementasi TPM ini juga mempertimbangkan aspek-aspek lingkungan kerja serta kesejahteraan dan kepuasan karyawan.
Oleh karenanya alat ukur yang paling tepat dalam melakukan assesment ini adalah Assesment Tool: Human Resources Focus dari MBNQA (Malcolm Baldrige National Quality Award): 2000 Criteria For Performance Excellence.

The terms of globalization and free trading are the two things that always come up and closely related to the way we are living at this age. The simple meaning of the globalization it self is "oneness" of the world, whereas in term of business perspective this oneness leads to standardizing of the product especially for the quality. International bodies for monitoring standard of the product were established such as World Trade Organization (WTO). All these bodies will make sure by issuing the license that such product is exempted to be traded in the international market otherwise no space for the inferior product. It is simply because, the only superior product which is sustain at very high competitive environment.
The product with high quality as requirement of production and also to satisfy the need of the customers and at the same time, employee's oriented approach. Employees as a main factor of production will determine the up and down of the industry. It is obvious, the quality of product are only produced by those who have talent, skill and knowledgeable workers. For this reason, the enhancement of the employees' skills and talent are indispensable ingredient that cannot be avoided by the company. This can be achieved by means provide training course for the employees. The type of the training it self should be comprehensive program to do the job more effective and efficient. In short, the aim of the TPM (Total Productive Maintenance) is encompassing the whole aspect of production such as man, machine, material and method which will lead to ultimate achievement of productivity, quality, cost, delivery, Safety environment & Mental.
TPM is a "people oriented system", so that in the process of evaluating the program of TPM at Cold Rolling Mill PT. Krakatau Steel, it is a very important matter to be taken into consideration and attention which is later it is needed as means of evaluation how they are designing, organizing and managing the TPM which are involving all the management level in the organization for the reason of giving the basic knowledge toward the TPM, moreover, the implementation of TPM is also going to take consideration about working environment aspects and satisfaction of employees. Therefore, the exact tools in doing the assesment are Human resources focus of MBNQA (Malcolm Baldrige National Quality Award): 2000 Criteria for Performance Excellence."

"ABSTRAK
Penelitian ini bertujuan untuk memperoleh rancangan ulang nilai bobot masing-
masing kriteria penilaian kinerja Malcolm Baldrige National Quality Award 2009-
2010 sehingga lebih sesuai untuk kultur industri jasa konstruksi. Metode penelitian menggunakan proses hierarki analisis konvensional (AHP) dan Fuzzy
AHP untuk memverifikasi perhitungan sebelumnya. Dari hasil penelitian
didapatkan adanya perbedaan dengan bobot kriteria asli Malcolm Baldrige
khususnya pada kategori fokus pelanggan diperoleh bobot sebesar 360 poin, kategori hasil 225 poin, dan kategori kepemimpinan sebesar 195 poin. Hal ini menunjukkan kuatnya dominasi pelanggan, hasil dan kepemimpinan dalam kultur proyek pada perusahaan kontraktor sehingga lebih merepresentasikan bobot kriteria penilaian MBNQA untuk industri jasa konstruksi.

Abstract
This study aims to obtain redesign the weight of each performance appraisal criteria Malcolm Baldrige National Quality Award 2009-2010 making it more
suitable for construction services industry. Research methods using conventional AHP and re-validated by the method of Fuzzy AHP. From the results obtained the
difference weighting of Malcolm Baldrige genuine criteria in particular on the customer focus category by 360 points, results category by 225 points, and
leadership category for 195 points. This shows the strong dominance of the customer, the project culture and leadership in the contracting firm that represents
suitable MBNQA criteria weight for construction services industry."

"Entry barrier is decrease progressively in era globalization. Because of that quality of product and sen/ice must been takencare. Total of Quality Management ( TQM) represent management quality of service which cannot be disregarded, considering society claim govemment organization have to become servant, government organization must became steward to serve entrepreuner and society because our entrepreneur and society want get service from government organization quick, accurate and trusted.
National Agency of Drug and Food Control (NADFC) since year 2001 have
intended to implement good service program which in line with TQM, but in its applying still face some constraint so that good service able to satisfied customer/ client not yet fully can be executed.
To know how far applying of TQM and constraints faced and why service not doing better its need research scientifically.
Leadership, Komitmen, Process and Product in Organization is to represent very important organizational pillar in applying of TQM (ISO 9000). which must evaluate continually that because of staff and head in band quality control of narcotic and psikotropic are beiing sample population I tne research each officer work with profesional speed, credible as according to organizational culture of NADFC so satisfaction of customer/client can be reach.

Result of research to Leadership factors, Komitmen, Process and Product in Organization is to represent Organizational Pillar according to in TQM theory have strong relation with Satisfaction of customerlclient, and although in general the quality of service have good but still a lot need improvement and repair. From is fourth of the factor which most having an effect on is leadership

"Badan Pengawas Obat dan Makanan sebagai organisasi pelayanan publik telah mendapatkan sertifikasi ISO 9001:2008. Kemudian dirasakan bahwa ISO 9001:2008 lebih menitikberatkan pembuktian kepatuhan terhadap standar dan belum mengakomodasi kebutuhan Badan POM akan pemenuhan ekspektasi pelanggan serta peningkatan kinerja organisasi secara berkelanjutan. Oleh karenanya penerapan TQM, konsep manajemen kualitas yang lebih luas penting untuk dikembangkan. Meskipun disadari penerapannya di sektor publik memerlukan adaptasi dan modifikasi.
Penelitian bertujuan mengetahui faktor-faktor yang menjadi hambatan dalam implementasi TQM sebagai pengembangan dari penerapan ISO 9001:2008 serta mempertimbangkan strategy improvement yang dapat dilakukan. Penelitian mereplikasi model yang dikembangkan Ngai dan Cheng (1995), menggunakan kuesioner dengan bentuk pertanyaan tertutup dengan jawaban skala likert lima poin. Responden ditentukan dengan menggunakan teknik purposive sampling. Data dari 266 responden kemudian dilakukan uji reliabilitas, uji validitas, uji korelasi, dan uji regresi berganda dengan menggunakan bantuan software SPSS versi 14.
Penelitian mendapatkan hasil faktor hambatan dengan koefisien regresi infrastruktur -0,401, manajerial -0,338, dan organisasional -0,229 bersama-sama mempengaruhi penerapan TQM dengan koefisien korelasi majemuk sebesar 0,708 dengan R square senilai 0,501. Kenaikan nilai faktor hambatan akan diikuti penurunan nilai penerapan TQM. Sehingga model penelitian ini berhasil mengidentifikasi faktor penghambat penerapan TQM di Badan POM.

The National Agency for Drug and Food Control (NADFC) as a public service organizations have obtained ISO 9001:2008 certification. And then felt that ISO 9001:2008 emphasizes adherence to proof of compliance with standards and not yet accommodate the needs to fulfillment of customer expectations and sustainable organizational performance improvement. Therefore the implementation of TQM, the concept of a broader quality management essential to develop. Although it was realized that the implementation in the public sector require adaptation and modification.
The study aims to understand what factors that become barriers on implementing the concept of TQM and consider the improvement strategy to do. Research replicate the model developed by Ngai and Cheng (1995), using a questionnaire with closed-form questions with answers five-point Likert scale. Respondents determined using purposive sampling technique. Data from 266 respondents were then conducted a reliability test, validity test, correlation test, linearity test, and regression test using SPSS statistical software version 14.
Obtain research results the infrastructure, managerial, and organizational barrier factors jointly affect the implementation of TQM with correlation coefficient of 0.708 with a compound R square of 0.501. Infrastrukture coefficiean regression -0,401, managerial -0,338, and organisational -0,229. The increase in the value of barriers factor would be followed by decrease in the value of the implementation of TQM. So that the model is able to identify barriers factor the implementation of TQM in the NADFC.

"Tesis ini membahas tentang pengaruh penerapan filosofi TQM terhadap kinerja operasional dengan studi kasus di salah satu industri otomotif yaitu PT Astra Daihatsu Motor. Variabel TQM yang diteliti adalah kepemimpinan, fokus pelanggan, pelatihan dan pemberdayaan karyawan, manajemen proses, dan perbaikan berkelanjutan. Penelitian ini adalah penelitian kuantitatif dengan sumber data primer yang diperoleh melalui kuesioner. Data yang terkumpul dianalisis dengan metode regresi berganda menggunakan perangkat lunak SPSS v.22.
Hasil penelitian ini menunjukkan bahwa TQM secara simultan memiliki pengaruh yang positif dan signifikan terhadap kinerja operasional. Secara parsial, variabel fokus pelanggan, manajemen proses, dan perbaikan berkelanjutan memiliki pengaruh yang positif dan signifikan terhadap kinerja operasional. Namun, variabel kepemimpinan dan variabel pelatihan dan pemberdayaan karyawan tidak berpengaruh secara signifikan terhadap kinerja operasional perusahaan.

The purpose of the study was to learn effect TQM implementation on operational performance in PT Astra Daihatsu Motor. TQM variable that be investigated on this research were leadership, customer focus, employee training and empowerment, process management, and continuous improvement. This study was quantitative research that using questionnaire to collect primary data. The data was analyzed by multiple regression using SPSS v.22.
The result indicates that TQM simultaneously have positive and significant impact on operational performance. Partially, customer focus, process management and continuous improvement have positive and significant impact on operational performance. However, leadership and employee training and empowerment haven rsquo t significant impact on operational performance.

"Pengertian mutu dalam konteks industri jasa konstruksi dapat didefinisikan melalui berbagai pendekatan, tetapi pada prinsipnya adalah conformance to requirement, yaitu hasil yang dikerjakan sesuai dengan apa yang disyaratkan. Dalam penelitian ini bertujuan untuk mengidentifikasi faktor-faktor apa saja yang berpengaruh terhadap pencapaian mutu pekerjaan konstruksi dermaga yang dikerjakan oleh kontraktor khususnya sesuai dengan standard sistem manajemen mutu ISO 9001:2008.
Penelitian dilaksanakan dengan mengumpulkan data melalui survey kuesioner dan kemudian data diolah dengan metode statistik dengan menggunakan analisis korelasi dan analisis regresi serta uji model dengan bantuan program SPSS 21.0.
Hasil penelitian akan menunjukkan hubungan antara variabel bebas yaitu faktor-faktor yang mempengaruhi penerapan sistem manajemen mutu pada pelaksanaan konstruksi dermaga oleh kontraktor (X), terhadap pencapaian mutu proyek dermaga (Y), dan selanjutnya mengidentifikasi peristiwa yang terkait dengan penerapan sistem manajemen mutu oleh kontraktor pelaksana konstruksi dermaga.

The definition of quality in the context of the construction industry can be defined through a variety of approaches, but the principle is conformance to requirements, which results done in accordance with what is required. In this study aims to identify the factors that influence the achievement of the quality of the pier construction work done by a contractor, especially in accordance with the standards of ISO 9001:2008 quality management system.
The research was conducted by collecting data through a survey questionnaire and then the data is processed by the statistical method by using correlation analysis and regression analysis and model test with SPSS 21.0.
The results of the study will show the relationship between the independent variables that affect the implementation of quality management systems in the construction dock by the contractors (X), to the achievement of the quality of the pier project (Y), and further identify the occurence associated with the implementation of quality management system by the contractors.

"Ide dan teori manajemen kualitas dari W. Edward Deming telah diimplementasikan di dunia dalam industri manufacture dan jasa. Fokus penelitian ini adalah untuk menguji Deming Management Method dengan memasukan interfensi indikator pengukur dalam proyek telekomunikasi dengan studi kasus industri telekomunikasi di Indonesia. Dalam penelitian ini akan dianalisis pengaruh indikator pengukur yang diinterfensikan dan korelasi dari hubungan yang dihipotesiskan semuanya terkait secara positif, diawali dengan analisa hubungan antar variabel dengan menggunakan analisa PLS-SEM. Selanjutnya dianalisa apakah ada dukungan kuat untuk menerapkan ajaran dan gagasan W. Edwards Deming ke peningkatan manajemen kualitas proyek telekomunikasi. Dari rumusan masalah akan dianalisa apa saja yang perlu dievaluasi dari hubungan antara Deming Management Method dan peningkatan manajemen kualitas, dan strategi aplikasi yang dapat meningkatkan manajemen kualitas proyek telekomunikasi di Indonesia. Analisa pemetaan dengan menggunakan metode Importance Performance Analysis (IPA) dan strategi pengembangan yang didapat akan dilihat pengaruhnya dengan studi kasus Project Cloud Phase 2 (sebelum penerapan) dan Project Cloud Phase 3 (setelah penerapan) di PT. XYZ. Pengaruh sebelum dan sesudah diukur dengan angka kepuasan stakeholder dengan menggunakan metode Customer Satisfaction Index (CSI). Hasil penelitian menunjukan bahwa Penerapan Deming Management Method dapat memberikan pengaruh positif dan dapat meningkatkan kinerja manajemen kualitas dalam proyek telekomunikasi di Indonesia.

Quality management ideas and theories from W. Edward Deming have been implemented in the world, especially in the manufacturing and service industries. The focus of this research is to examine the Deming Management Method by including the intervening of the measuring indicators in the telecommunication project with the telecommunications industry case study in Indonesia. In this research, we will analyze the effect of the measured indicators and the correlations of the hypothesized relationships that are all positively related, begin with an analysis of the relationship between variables with the PLS-SEM approach. From the formulation of the problem will be analyzed what needs to be evaluated from the relationship between the Deming Management Method and improving quality management, and strategy that can improve the quality management of telecommunications projects in Indonesia. Mapping analysis use Importance Performance Analysis (IPA) method and development strategies obtained will be seen its influence with the Project Cloud Phase 2 (before application) and Project Cloud Phase 3 (after aplication) case studies at PT. XYZ. The influence before and after is measured by stakeholder satisfaction figures using the Customer Satisfaction Index (CSI) method. The results showed that the application of Deming Management Method can have a positive influence and can improve the performance of quality management in telecommunications projects in Indonesia."
