ABSTRACTTulisan ini menganalisis peran pemerintah Singapura dalam membuat regulasi bahasa Inggris melalui kampanye SGEM. Adanya kebijakan yang bermotif pragmatis menyebabkan adanya peregulasian bahasa Inggris di Singapura yang bersifat top-down dan memanfaatkan regulasi bahasa ini sebagai polarisasi masyarakat dan penguat instrument kebijakan ekonomi. Penulis menganalisis kasus ini menggunakan teori nanny state dan proses dalam language engineering dalam konteks khusus di Asia Tenggara. Teori tersebut mengidentifikasi adanya faktor-faktor yang mempengaruhi sikap pemerintah Singapura dalam meregulasi SGEM pada tatanan formal maupun non-formal. Hal tersebut terlihat dari adanya pembuatan bahan-bahan pembelajaran, pelatihan tersentralistik serta sikap pemerintah terhadap media yang menjadi penghalang agenda politiknya dan sekaligus menggunakannya untuk membentuk legitimasi pengaruh pemerintah. Beberapa langkah spesifik yang diambil pemerintah dalam upaya mensukseskan program tersebut memperjelas model kepemimpinan yang ada dalam membantu Kampanye SGEM.
ABSTRACTThis writing attempts to analyze the role of Singaporean government in regulating English language through Speak Good English Movement Campaign. The existing policy which motivated by pragmatic means causing the existence of English language regulation with top down model in nature, thus utilizes its language regulation as a polarization for its citizens and strengthening its economic policy instrument. This case is analyzed by nanny state theory and looking at certain processes of language engineering in Southeast Asia context. The theory identifies triggering factors that defines the Singaporean government stance in regulating SGEM through formal and non formal means. Such actions amended by producing learning materials, centralized learning and the government stance on the media, which being its obstacle of their political agenda but also utilized to legitimate governments power. Certain specific paths taken by the government in order to ease the program has its obvious hints on the existing leadership model paralleling the SGEM Campaign. "
