"ABSTRAKLaporan ini mengkaji untuk menilai keefektivitasan Metode Pendekatan Pemangku Kepentingan dalam mengelola keterlibatan dan kepentingan masyarakat adat untuk mewujudkan pembangunan proyek Nusa Dua - Ngurah Rai - Benoa Jalan Raya (NNB) Tol di Bali, Indonesia. Tujuan ini adalah untuk meyakinkan dalam Metode Pendekatan Pemangku Kepentingan, mungkin bisa membawa pengaruh positif dalam keberhasilan pelestarian warisan budaya dalam penyelesaian proyek. Empat aspek akan dibahas lebih mendalam untuk mengembangkan mekanisme yang tepat untuk hubungan pelestarian warisan budaya dan kolaborasi pemangku kepentingan melalui kerjasama masyarakat lokal dengan tim pelaksana proyek.. Terdapat 4 aspek yang akan dibahas secara mendalam didalam struktur disertasi ini, seperti; pertama, menelusuri struktur yang cocok untuk metode dari keterlibatan pemangku kepentingan dengan meneliti prinsip dasar dan standar international dari Metode Pendekatan Pemangku Kepentingan, dan mengadopsi beberapa studi kasus dari penerapan teknik keterlibatan melalui kajian literatur yang luas; kedua, memahami nilai-nilai hubungan di antara objek Warisan Budaya dan masyarakat adat yang hidup disekitarnya, terutama untuk beberapa fitur warisan yang akan terancam selama pengembangan proyek NNB; ketiga, memeriksa dan menilai penerapan Metode Pendekatan Pemangku Kepentingan yang telah dilakukan dalam pengembangan proyek Ngurah Rai - Nusa Dua - Benoa (NNB) Infrastruktur Tol; keempat, memahami risiko dan tingkat kesulitan dari penerapan konsep manajemen keterlibatan pemangku kepentingan dalam situasi proyek NNB untuk menemukan kelemahan untuk setiap tahap keterlibatan pemangku kepentingan saat itu, sehingga dapat menjadi sebuah proses evaluasi untuk melakukan perbaikan sistem atau metode keterlibatan pemangku kepentingan yang telah lakukan. Hasil dari proses penilaian dan pembaharuan Metode Pendekatan Pemangku Kepentingan yang telah diterapkan dalam pengembangan proyek Ngurah Rai - Nusa Dua - Benoa (NNB) diharapkan ya digunakan pada kasus proyek lain yang memiliki keadaan serupa dengan pengembangan proyek NNB di Indonesia.

ABSTRACTThis report examines to define the effectiveness of stakeholder engagement method in managing indigenous communities’ involvement and interest to realize project development of Nusa Dua – Ngurah Rai – Benoa Highways (NNB) Toll in Bali, Indonesia. This aim is to convince in suitable determination of stakeholder engagement method, probably can bring positive influence in successful of cultural heritage preservation within project delivery. Four aspects will be explored in more deeply to develop appropriate mechanism for the relationship of cultural heritage preservation and stakeholder collaboration through the community engagement. Those 4 aspects are including; first, exploring the suitable framework of stakeholder engagement by examines basic principle and standard of stakeholder engagement framework, and adopting multiple case study of the application of engagement technique through extensive literature review; second, understanding the relationship values in between of Cultural Heritage object and indigenous community live, especially for several heritage features that will be threatened during NNB project development; third, examining and assessing the current implementation of stakeholder engagement in project development of Ngurah Rai - Nusa Dua – Benoa (NNB)Toll Infrastructure; fourth, understanding the risk and complexity of management concept in NNB project situation to find the weakness for each stage of the current stakeholder engagement, so it can be an evaluated to make improvements for the current application stakeholder engagement system to use on other project cases which has similar circumstance with NNB project development in Indonesia."

"Ilustrasi merupakan salah satu unsur penting dalam sebuah buku bacaan untuk para anak-anak yang baru belajar membaca. Buku Pim en Mien (1925) karya Jan Ligthart dan Hindericus Scheepstra adalah salah satu buku yang digunakan sebagai bahan bacaan pada masa Hindia Belanda. Dalam buku tersebut terdapat ilustrasi-ilustrasi masyarakat pribumi yang digambar oleh Cornelis Jetses, seorang ilustrator terkenal di kalangan buku anak-anak pada masa Hindia Belanda. Penelitian ini membahas sosok pribumi dalam ilustrasi-ilustrasi karya Jetses dalam buku Pim en Mien (1925) dengan fokus pada peran dan posisi sosok pribumi. Penelitian ini merupakan penelitian kualitatif dengan menggunakan metode sejarah dengan pendekatan poskolonial. Hasil dari penelitian ini adalah terdapat tujuh dikotomi oposisi biner yang terdapat pada ilustrasi-ilustrasi tersebut. Selain itu, peran pribumi yang digambarkan oleh Jetses adalah sebagai pembantu yang bekerja untuk keluarga Eropa. Sosok pribumi juga hanya dijadikan figuran dalam ilustrasi karya Cornelis Jetses dalam buku Pim en Mien (1925). Penelitian ini menyimpulkan meskipun buku belajar membaca ini untuk anak-anak namun melalui ilustrasi dan narasinya tidak lepas dari ideologi dan praktik kolonial. Selain itu, anak-anak juga diperkenalkan dengan sosok-sosok pribumi yang merupakan bagian dari rumah tangga bangsa Eropa (Belanda) di Hindia Belanda.

An illustration is one of the essential elements in a reading book for children just learning to read. The book Pim en Mien (1925) by Jan Ligthart and Hindericus Scheepstra is one of the books used as reading material during the Dutch East Indies. The book contains illustrations of indigenous people drawn by Cornelis Jetses, a famous illustrator among children's books during the Dutch East Indies. This research discusses the figure of the native in the illustrations by Jetses in the book Pim en Mien (1925), focusing on the role and position of the native figure. This research is qualitative research using historical methods with a postcolonial approach. The result of this research is that there are seven binary opposition dichotomies contained in the illustrations. In addition, the role of natives depicted by Jetses is as servants who work for European families. The indigenous figure is also only used as an extra in the illustrations by Cornelis Jetses in the book Pim en Mien (1925). This research concludes that although this learning-to-read book is for children, through its illustrations and narrative, it cannot be separated from colonial ideologies and practices. In addition, children are also introduced to indigenous figures who are part of European (Dutch) households in the Dutch East Indies."
