"Tujuan dari penelitian ini adalah Menganalisis Implementasi program ETLE dan menganalisis faktor-faktor yang mempengaruhi implementasi program ETLE dalam rangka menciptakan kamseltibcarlantas di wilayah Kota Serang. Metode penelitian yang digunakan adalah menggunakan metode kualitatif deskriptif. Keamanan, keselamatan, ketertiban, kelancaran lalu lintas (Kamseltibcarlantas) merupakan tujuan yang diinginkan setiap pengguna jalan. Perilaku pengguna jalan sangat berpengaruh terhadap terwujud atau tidaknya Kamseltibcarlantas. Dalam menganalisis program ETLE, penulis menggunakan teori model implementasi kebijakan untuk mengetahui aspek-aspek yang mempengaruhi implementasi program ETLE tersebut. Berdasarkan teori Implementasi Kebijakan, terdapat beberapa kendala dalam implementasi ETLE dan beberapa solusi yang penulis dapatkan antara lain aspek Sumber daya baik SDM maupun Sarana Prasarana, Aspek Sosial, dan Aspek Komunikasi dan Aspek Sikap Pelaksana. Dengan solusi tersebut maka diharapkan dapat menjadi perbaikan terhadap Implementasi ETLE agar menjadi lebih baik kedepannya.

The purpose of this study is to analyze the implementation of the ETLE program and analyze the factors that influence the implementation of the ETLE program in order to create traffic security and security in the Serang City area. The research method used is descriptive qualitative method. Security, safety, order and smooth traffic (Kamseltibcarlantas) are the desired goals of every road user. The behavior of road users is very influential on whether or not Kamseltibcarlantas is realized. In analyzing the ETLE program, the author uses a policy implementation model theory to determine the aspects that affect the implementation of the ETLE program. Based on the theory of Policy Implementation, there are several obstacles in the implementation of ETLE and several solutions that the authors get, including aspects of human resources and infrastructure, social aspects, and communication aspects and attitudes of implementers. With this solution, it is hoped that it can be an improvement to the ETLE implementation to be better in the futu."

"ABSTRAKPenelitian ini bertujuan untuk mengetahui sejauh mana keberhasilan implementasi penanganan keselamatan lalu lintas pada persimpangan jalan Permata Hijau-Patal Senayan, Jakarta Selatan dengan menganalisis data-data kecelakaan, data-data konflik dan kecepatan lalu lintas pada pra implementasi penanganan dan pasca implementasi penanganan. Selain itu menilai keefektifan penanganan dalam penggunaan Traffic Conflict Technique (TCT) yang didasarkan atas prinsip ?before-after analysis?. Data ?before? dikumpulkan sebelum implementasi perangkat keselamatan dan sebelum pembangunan flyover dari arah Senayan dan Permata Hijau maupun sebaliknya, dan data konflik ?after? dikumpulkan setelah dilakukan implementasi dengan menggunakan aplikasi simulasi Vissim. Hasil penelitian menunjukan bahwa adanya flyover terjadi penurunan konflik secara signifikan di beberapa titik potensi konflik, seperti pada titik T16 terjadi penurunan signifikan sebesar 94.69%.

ABSTRACT

This study aims to asses the implementation of traffic safety improvement scheme at Permata Hijau-Patal Senayan Jakarta Selatan Junction by analyzing the data of accidents, conflict and speeds in pre-implementation handling and post-implementation handling. In addition, this study also aims to measure the effectiveness in Traffic Conflict Technique (TCT) handling, which is based on the principle of before-after analysis. ?Before? data is collected before safety equipment implementation and development of ?Senayan-Permata Hijau? flyover, while ?after? conflict data is collected after implementation of Vissim simulation application. The result of study shows significant conflicts reduction in potential conflict spots caused by the existence of flyover, e.g.: in spot T16 the conflict is decreased to 94.69%."
