"Dewasa ini pemanfaatan teknologi informasi (TI) pada sebuah lembaga pendidikan tinggi telah menjadi suatu keharusan. Lembaga pendidikan tinggi seperti perguruan-perguruan tinggi umumya di Indonesia secara normatif telah memiliki kewajiban untuk menyelenggarakan pendidikan dengan efektif dan efisien. Efektifitas dan efisiensi ini pada akhirnya dapat menjadi daya saing tersendiri. Saat ini ada semacam kecenderungan yang meningkat akan ketergantungan terhadap dukungan TI di semua bentuk organisasi dan ini tidak terkecuali di perguruan tinggi. Laporan ini mencoba menelaah seperti apa perguruan tinggi di Indonesia menjawab kebutuhan terhadap pemanfaatan TI untuk mendukung kinerja organisasinya dan dalam hal ini Universitas Mercu Buana (UMB) akan digunakan sebagai studi kasus. Penelaahan dilakukan dengan tools framework dari COBIT versi 4, dimana evaluasi terhadap pemanfaatan ini dilakukan dengan mengukur kematangan menggunakan maturity model dari COBIT, meliputi Plan and Organize, Acquire and Implement, Deliver and Support, dan Monitor and Evaluate. Nilai total penilaian untuk UMB ialah 71 dari 165 atau sekitar 43%.

The use of InformationTechnology for higher-level educational institution is becoming a necessity recntly. Such institution in Indonesia, normatively oblige to hold the process of education, holdindg researches and providing exellent services to the students in an effective and efficient way. At some point, the efficiency and effectiveness contribute a comptitive advantage for the institution itself. These days, all forms of organizations not to mention from education trend to have an increased significant value for the IT support. Related to this point, the author in this report tries to examine how for the educational instituions in Indonesia cope with the needs of IT Support in complying with the organizational needs. The author held the research in Mercu Buanan University (UMB) for the study case. The examination is held utilizing the framework tools form COBIT version 4. For the evaluation on the IT prenetration is carried out by measuring the IT maturity in the organization by utilizing the maturity model from COBIT. The measurement covers Plan and Organize, Acquire and Implement, Deliver and Support and Monitor and Evaluate. Total score for UMB in this measurements is 71 out of 165 or about 43% in percentage."

"Implementation of Tri Dharma Universities mandatory for lecturer Poltekkes Kemenkes in carrying out the task of profesionalism, one of which is the research activities. Limited access, funding and the demands of implementation high-quality research related to the needs of lecturer workload (BKD) make The Agency Developmen and Empowerment Health Human Resource through the Center for Education and Training of Health Manpower issued a policy of one of which is to create excellence in college research through programs superior research for universities (PUPT) for lecturers Poltekkes Kemenkes. PUPT activities in The Center for Education and Training of Health Manpower today use conventional governance, which is still manual in recording and data storage performed on many files at different places. Development of integrated information systems between researchers (lecturer proposer), manager and assessors is one of way that can answer the needs mentioned above.The purpose of this study was to produce a aplication design of development web-based information system Superior Research The University (PUPT) for lecturer Poltekkes Kemenkes in The Center For Education dan Training of Health Manpower. This research is qualitative. In the data collection phase or author information using document review, interviews and observation. Whereas in the system development phase uses a method development System Development Life Cycle (SDLC).The results of research in the form of systems analysis, namely to know the problems that exist in the current system PUPT, things needed by the system as well as opportunities for development. Based on the results of the analysis system, were made design databases and web applications for PUPT program in The Center for Education and Training of Health Manpower. Hopefully, by the results of this study can help not only to the manager of the program but also to the researcher (lecturer proposer) in providing information that is accurate and timely.

Pelaksanaan Tri Dharma Perguruan Tinggi wajib bagi dosen di Poltekkes Kemenkes dalam melaksanakan tugas keprofesionalannya, salah satunya yaitu kegiatan penelitian. Terbatasnya akses, pendanaan dan tuntutan melaksanakan penelitian yang berkualitas terkait kebutuhan beban kerja dosen (BKD) membuat Badan PPSDM Kesehatan melalui Pusdiklat Nakes mengeluarkan kebijakan yang salah satunya adalah menciptakan keunggulan penelitian di perguruan tinggi melalui program penelitian unggulan perguruan tinggi (PUPT) bagi dosen Poltekkes Kemenkes. Kegiatan PUPT yang ada di Pusdiklat Nakes saat ini menggunakan tata kelola konvensional, yaitu pencatatan masih manual dan penyimpanan data dilakukan pada banyak file dan pada tempat berbeda. Pengembangan sistem informasi yang terintegrasi antara peneliti (dosen pengusul), pengelola dan penilai merupakan salah satu sarana yang dapat menjawab kebutuhan tersebut di atas.Tujuan dari penelitian ini adalah untuk menghasilkan rancangan aplikasi pengembangan sistem informasi berbasis web Penelitian Unggulan Pendidikan Tinggi (PUPT) bagi dosen Poltekkes Kemenkes di Pusdiklat Nakes. Penelitian ini merupakan penelitian kualitatif. Dalam tahap pengumpulan data atau informasi penulis menggunakan metode telaah dokumen, wawancara dan observasi. Sedangkan dalam tahap pengembangan sistem penulis menggunakan suatu metode pengembangan System Development Life Cycle (SDLC).Hasil penelitian berupa analisis sistem, yaitu untuk mengetahui permasalahan yang ada pada sistem PUPT saat ini, hal-hal yang dibutuhkan oleh sistem serta peluang untuk pengembangan. Berdasarkan hasil analisis sistem, dilakukan perancangan database dan aplikasi web untuk program PUPT di Pusdiklat Nakes. Diharapkan dengan adanya hasil penelitian ini dapat membantu tidak hanya kepada pengelola program tetapi juga kepada peneliti (dosen pengusul) dalam memberikan informasi yang akurat dan tepat waktu."

Perguruan tinggi dalam melaksanakan misi dan fungsi pokoknya, dengan berbagai bentuknya (Universitas, Institut, Sekolah Tinggi Dan Politeknik) harus memiliki management instrument yang dapat dipergunakan untuk berkompetisi, Management tools ini disebutStrategi.Untuk itu peneliti ingin membantu perguruan tinggi dalam pembuatan perencanaan strategi SI/TI dengan membuat model perencanaan strategis SI/TI yang mudah digunakan oleh seluruh perguruan tinggi. Penelitian ini menggunakan beberapa metodologi perencanaan strategis SI/TI versi Ward danPeppard, versi Turban et al, versi James Martin, dan versi Tozer. Tahapan-tahapan penelitian yang dilakukan adalah merumuskan masalah,melakukan studi literatur dengan mempelajari beberapa metodologi, jurnal dan struktur dokumen perencanaan strategis SI/TI beberapa perguruan tinggi, melakukan pengumpulan data dengan cara wawancara(depth interview) dan observasi, menganalisis existing sistem proses pembuatan perencanaan strategis SI/TI dan analisis struktur dokumen perencanaan strategis SI/TI pada perguruantinggi, kemudian melakukan analisis persamaan dan perbedaan perencanaan strategis SI/TI beberapa perguruan tinggi, terakhir mengusulkan framework model perencanaan strategis SI/TI untuk perguruan tinggi. Peneliti melakukan analisis dan interpretasi data menggunakan metode analisis kualitatif. Metode analisis ini cenderung digunakan dengan pendekatan logika induktif, di mana membangun silogisme didasarkan pada hal-hal khusus atau data di lapangan yang bermuara pada kesimpulan-kesimpulan umum. Dari hasil analisis data yang dilakukan peneliti menemukan model perencanaan Strategis SI/TI untuk perguruan tinggi dan bentuk struktur dokumen perencanaan strategis SI/TI untuk perguruan tinggi.Kata Kunci : Perencanaan strategis SI/TI, Framework Model, Sistem Informasi, Teknologi Informasi.

ABSTRACTImplementation of Information Technology (IT) develop and influence the business is quick, the role of Information Technology is not only a support, but also drive a role as operational key, in high potential and strategic role (Ward & Peppard, 2002). Universities conduct the mission and function of peripheral, with various shapes (University, the Institute, and Polytechnic High School) must have an intrument of management that can be used to compete, management tools is called Strategy. So that, the researchers want to help the Universities to develop the strategic planning of Information System (IS) and IT to create a framework of strategy plan of IS and IT for specific and easily uses for the Universities. This study uses some strategic planning methodology IS and IT version of Ward and Peppard (2002), Turban et al(1996) version, the version of James Martin(1989), and the version Tozer(1996). The stages of research are formulated the problems, studying literature by learning some methodologies, journals and the structure of the strategic planning of document IS and IT at Universities, collecting of data by interview(depth interviews) and observation, analyze the existing system of the process of strategic planning IS and IT structure analysis and strategic planning IS and IT documents in higher education, and analyze the similarities and differences in strategic planning IS and IT at Universities, the last model to propose the framework of strategic planning IS and IT for Universities. The Researchers are conducting the analysis and interpretation of data by using the method of qualitative analysis. This analysis method tends to be usedby inductive logic approach in which the sylogism is based on the build things or specific data in the field at the conclusion that empty-general conclusions.
