"ABSTRAKSkripsi ini membahas persoalan disekitar pelaksanaan landreform pada masa Demokrasi Terpimpin sejak dicanangkannya kebijakan tersebut pada tahun 1960 sampai dengan runtuhnya pemerintahan Orde Lama. Serangkaian pertentangan yang muncul di antara kekuatan-kekuatan politik di sekitar struktur kekuasaan pemerintahan Demokrasi Terpimpin, pada akhirnya justru menjadi kekuatan yang sangat menentukan keberhasilan pelaksanaan landreform. Dalam skripsi ini, diuraikan bagaimana penyusunan kebijakan. pelaksanaan landreform, pelaksanaannya dan konflik-konflik yang timbul di sekitar kebijakan tersebut. Kemudian diuraikan pula bagaimana kemacetan pelaksanaan program landreform ketika dijalankan organisasi pelaksana landreform yang dibentuk oleh pemerintah. Lemahnya kekuasaan negara pada saat itu menjadi salah satu faktor yang melatarbelakangi kegagalan pelaksanaan landreform di Indonesia pada masa Demokrasi Terpimpin. Landreform pada akhirnya menjadi satu isu politik yang melibatkan peranan organisasi-organisasi massa yang radikal dalam menghadapi struktur sosial di pedesaan. Namun, tingkat radikalisasi massa yang tidak terkendali pada akhirnya justru menjadi bumerang yang menghancurkan kekuatan organisasi massa tersebut.
