""This book explores contemporary maritime piracy in Southeast Asia, demonstrating the utility of using historical context in developing policy approaches that will address the roots of this resurgent phenomenon. The depth and breadth of historical piracy help highlight causative factors of contemporary piracy, which are immersed in the socio-cultural matrix of maritime-oriented peoples to whom piracy is still a thinkable option. "ABSTRACT
ASEAN Way seringkali diagungkan oleh beberapa akademisi sebagai manifestasi dari kepercayaan bersama di Asia Tenggara. Sebagian dari mereka bahkan menganggapnya sebagai dasar fundamental dari identitas kolektif regional. Menariknya, negara-negara di Asia Tenggara melibatkan negara besar secara berbeda dalam menangani agenda keamanan maritim melalui mekanisme normatif di kawasan. Oleh karena itu, penelitian ini bertujuan untuk menginvestigasi dinamika normatif terkait bagaimana norma maritim yang dibawa oleh negara besar diterima oleh negara-negara ASEAN. Norma-norma tersebut meliputi: Kebebasan Bernavigasi Freedom of Navigation dan Praktik Perikanan. Guna melakukannya, penelitian ini akan mengangkat dua studi kasus yaitu: sengketa teritorial di Laut Cina Selatan, serta aktivitas perikanan ilegal Illegal, Unregulated, and Unreported Fishing. Oleh karena itu, penelitian ini akan mendiskusikan mengenai titik potong antara norma, keamanan maritim, dan negara besar.

ABSTRACT
ASEAN Way has been frequently applauded by some scholars as the manifestation of shared belief in Southeast Asia. Some of them even recognize it as the fundamental basis of regional collective identity. However, Southeast Asian states engage great powers differently in addressing growing maritime security agenda through regional normative mechanism. Therefore, this research will investigate normative dynamics of how international maritime norms brought by great powers accepted by ASEAN member states. The aforementioned norms include Freedom of Navigation and Fishing. In so doing, this research shall proceed with two case studies which are territorial dispute in South China Sea, and illegal, unregulated, and unreported fishing. Thus, this paper shall discuss about the nexus between norms, maritime security, and great powers. "

"ABSTRAK
Tesis ini membahas faktor yang mempengaruhi Indonesia tidak bergabung dengan The Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia ReCAAP . Indonesia sebagai negara maritim yang juga memiliki tingkat kejadian perompakan yang tinggi memilih tidak bergabung dengan ReCAAP untuk menangani perompakan. Teori yang digunakan dalam tesis ini adalah norm subsidiarity yang menjelaskan adanya cognitive priors Indonesia mendorong penolakan Indonesia untuk bergabung dengan ReCAAP. Penelitian ini merupakan penelitian kualitatif dengan teknik analisis triangulasi, yaitu membandingkan data primer dengan data sekunder. Data primer dalam penelitian ini didapatkan dari wawancara dan data sekunder didapatkan dari dokumen, jurnal, dan tulisan akademik yang terkait dengan penelitian. Hasil dari penelitian ini menunjukkan bahwa cognitive priors Indonesia yang berupa ide, norma, serta aturan mempengaruhi penolakan Indonesia untuk bergabung dengan ReCAAP dan memperkuat kerja sama dengan Singapura-Malaysia dalam menangani perompakan di wilayahnya.

ABSTRACT
This research aims for the factors influencing Indonesia to not join The Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia ReCAAP . Indonesia as a maritime country and has a high piracy incident chose to not join ReCAAP to deal with piracy. Norm subsidiarity theory was used in this research to explain Indonesia rsquo s cognitive priors that enforce Indonesia rejection in ReCAAP. This qualitative research used triangulation analysis technique that compared primary and secondary data. Primary data was obtained from interviews and secondary data was obtained from documents, journals, and website related to the research. The result has shown that Indonesia rsquo s cognitive priors, which are ideas, norms, and rules, influenced in Indonesia rsquo s refusal in ReCAAP and strengthened cooperation with Singapore Malaysia to deal with piracy in its own territory."
