"Tingkat kepuasan masyarakat yang tinggi terhadap penyelenggaraan pelayanan publik merupakan tolok ukur keberhasilan dari program-program yang ada di pemerintahan. Oleh karena itu pemerintah sebagai pelaku utama dalam proses pembangunan dapat bersifat transparan dan akuntabel, maka proses pemerintahan tersebut harus didukung oleh teknologi informasi. Direktorat Jenderal Sumber Daya dan Perangkat Pos dan Informatika (Ditjen SDPPI) adalah sebuah unit kerja setingkat Eselon I yang berada dibawah Kementrian Komunikasi dan Informatika yang mempunyai tugas merumuskan serta melaksanakan kebijakan dan standardisasi teknis dibidang Sumber Daya dan Perangkat Pos dan Informatika. Sesuai dengan tugas dan fungsinya didalam menetapkan regulasi telekomunikasi serta didalam memberikan pelayanan publik terhadap masyarakat, maka Ditjen SDPPI melakukan investasi Teknologi Informasi (TI) dengan membangun Sistem Nota Dinas Elektronik (SNDE) untuk membantu menangani urusan persuratan dan disposisi dengan menggunakan sarana teknologi informasi. Berdasarkan data yang didapat dari Audit Sistem TI yang dilakukan oleh Bagian Perencanaan Ditjen SDPPI pada tahun 2012 menunjukkan masih minimnya user yang menggunakan SNDE. Hal inilah yang merupakan dasar bagi penulis untuk mengetahui faktor-faktor apa saja yang mempengaruhi para pegawai Ditjen SDPPI dalam menggunakan SNDE. Desain penelitian merupakan hasil modifikasi dari teori UTAUT (Unified Theory of Acceptance and Use of Technology). Pengumpulan data menggunakan kuisioner dan pengolahan data serta penarikan kesimpulan menggunakan Structural Equation Model dengan Partial Least Square sebagai alat untuk melakukan analisis data. Dari hasil pengujian data menunjukkan faktor-faktor yang mempengaruhi penggunaan SNDE yaitu ekspektasi performa (Performance Expectancy), kemudahan penggunaan (Effort Expectancy), pengaruh rekan kerja (Peer Influence), niat untuk menggunakan (Behavioral Intention), kondisi fasilitas (Facilitating Condition), Actual Usage dan 2 variabel moderat Age dan Gender.
A high level of public satisfaction towards public service is a measure of the success of the programs that exist in government. Therefore the government as the main actors in the development process can be transparent and accountable, then the government must be supported by information technology. Directorate General of Resources and Equipment Post and Information Technology (Ditjen SDPPI) is a business unit of First Echelon level under the Ministry of Communications and Information Technology which has the task to formulate and implement policies and technical standardization in the field of Resources and Equipment Post and Information. In accordance with their mandate to impose regulations in telecommunications and in providing public services to the community, the Directorate General SDPPI investing Information technology (IT) to build Electronic Systems Office Memorandum (SNDE) to assist with the correspondence and disposition by means of information technology. Based on the data obtained from the IT System Audit conducted by the Department of Planning and program in 2012 showed that still lack of user who uses SNDE. It is this which is the basic for the author to determine the factors that influence employees of Ditjen SDPPI in using SNDE. The study design is a modified version of the theory UTAUT (Unified Theory of Acceptance and Use of Technology). Collecting data using questionnaires and data processing and drawing conclusions using Structural Equation Models with Partial Least Square as a tool to perform data analysis. From the results of the test data showed that the factors influencing the use of SNDE are Performance Expectancy, Effort Expectancy, Peer Influence, Behavioral Intention, Facilitating Condition, actual Usage and 2 (two) moderate variables Age and Gender."
