"ABSTRACT
This article discusses how inclusive development is translated into policy and regional development planning. Perspectives used are that of the regional government apparatus in-charge of development planning. As a strategic actor in decision making, those in charge of development planning hold an important role in determining what counts as inclusive development, who the targets are, and how such inclusivity could be realized through development programs. The research was conducted in Bandung Regency, one of the regions that experience rapid economic growth, as well as one that is facing the challenges of poverty and the decline of environmental support capacity. The method that was used in this research is the quantitative method to discover the perceptions of government apparatus, which afterwards are confirmed through textual analysis of regional development planning documents. From this initial research, development planning process is suspected to not have optimal public participation, as well as to not have involved marginalized groups, so that policies and programs are less able to accommodate several strategic regional issues. Therefore, there is a need to create a comprehensive effort towards achieving an inclusive development agenda as the primary goal in Bandung Regency development."

"ABSTRAK
This paper investigates the determinants of foreign direct investment (FDI) inflow, focusing on the effect of labor productivity in the Indonesian manufacturing sector. Indonesia has the advantage of abundant labor supply in attracting FDI to bring positive externalities to its economy. Based on this background, this paper is aimed to study and to improve FDI inflow through a random effect analysis of 19 manufacturing industries from 2001 to 2014. The empirical result shows that labor productivity, wages, and export have become significant factors that attract FDI. FDI inflow in this sector tends to target non-labor industries. For the labor-intensive industries, the primary strategy is to increase labor quality through improvement in education, training, internship program, and worker certification. Improving research and development climate, and maintaining the quality of labor through health and social protection regulation can attain improvement in non-labor intensive industries."

"Tesis ini menggunakan Kerangka Teoretikal Melitz di mana model ini menjelaskan heterogenitas perusahaan dan siginifikansi dari Foreign Direct Investment pada peningkatan kualitas ekspor. FDI akan mempengaruhi harga optimal dan kualitas. Model teoretikal akan diubah menjadi data panel dengan menggunakan data sektor manufaktur Indonesia dari tahun 2011 hingga tahun 2015. Hasil dari penelitian ini menemukan bahwa ada pengaruh signifikan dari FDI terhadap peningkatan kualitas ekspor yang ditunjukkan melalui peningkatan nilai unit ekspor.

This paper uses the theoretical framework of Melitz type where the model explains the heterogeneity within the firms and the significance of the inwards Foreign Direct Investment on the improvement of export quality. FDI will affect optimal prices and quality. The theoretical model then transformed into panel data with the industry level data in Indonesias manufacturing sector from 2011 to 2015. The finding estimated is there is a significant impact of Foreign Direct Investment on the quality of commodities exported which is increasing in Foreign Direct Investment increase the export unit value."

"ABSTRAK
Penelitian ini menganalisis dampak kebijakan insentif fiskal terhadap aliran foreign direct investment FDI pada sektor industri di Indonesia. Insentif fiskal yang diteliti dalam penelitian ini antara lain insentif pembebasan bea masuk impor, tax allowance dan tax holiday. Dalam melakukan analisis, peneliti menggunakan dua pendekatan. Pertama, pendekatan kualitatif dilakukan dengan wawancara terhadap narasumber yang menjadi stakeholders kebijakan insentif fiskal pada sektor industri di Indonesia. Kedua, pendekatan kuantitatif dengan analisis regresi untuk mengestimasi dampak kebijakan insentif fiskal dan variabel kontrol lainnya terhadap aliran FDI pada sektor industri di Indonesia. Dari hasil penelitian diketahui 1 insentif pembebasan bea masuk impor memiliki dampak yang positif terhadap aliran FDI, 2 insentif tax allowance tidak memiliki dampak terhadap aliran FDI, namun perluasan cakupan bidang industri penerima insentif tax allowance memiliki pengaruh yang positif terhadap aliran FDI, serta 3 insentif tax holiday tidak memiliki dampak bagi peningkatan aliran FDI, dimana insentif ini belum pernah diterbitkan selama periode pengamatan.

ABSTRACT
This study analyzes the impact of fiscal incentive policy on foreign direct investment FDI flow in industrial sector of Indonesia. Fiscal incentives that examined in this study include exemption incentives import duties, tax allowance and tax holiday. In conducting the analysis, the researchers used two approaches. First, a qualitative approach is conducted by interviewing informants who are stakeholders of fiscal incentive policies in the industrial sector of Indonesia. Second, a quantitative approach with regression analysis to estimate the impact of fiscal incentive policies and other control variables on FDI flows in the industrial sector of Indonesia. This study finds 1 the incentive for import duty exemption has a positive effect 2 tax allowance incentives have no impact on FDI flows, but the expansion of the coverage area of the recipient industries of tax allowance incentives has a positive effect on FDI flows, and 3 tax holiday incentives have no impact on increasing FDI flows, where these incentives have not been published during the observation period."
