"Penelitian ini membahas mengenai hubungan diplomasi antara Korea Selatan dan Vietnam pasca Perang Vietnam dengan pendekatan histografis. Jejak masa lalu hingga sekarang menunjukkan bahwa relasi antara kedua negara terlihat baik. Hal ini dapat dilihat dari banyaknya bentuk interaksi dan kerja sama bahkan sejak zaman dinasti. Namun dibalik hubungan baik antara Korea Selatan dan Vietnam terdapat masa lalu yang kelam, yaitu kejahatan perang di masa Perang Vietnam. Bagi sebagian warga Vietnam, masa lalu yang kelam ini menghantui hubungan baik yang terjalin di antara kedua negara. Sehubungan dengan hal tersebut, peneliti melihat hubungan diplomasi antara Korea Selatan dan Vietnam penting untuk dikaji. Oleh karena itu, penelitian ini memfokuskan pembahasan penelitian pada pengaruh masa kelam di masa Perang Vietnam kepada kondisi hubungan diplomasi kedua negara. Adapun tujuan penelitian ini adalah untuk menganalisis pengaruh masa lalu yang kelam pada masa Perang Vietnam dengan hubungan diplomasi Korea Selatan dengan Vietnam pasca Perang Vietnam. Peneliti menggunakan metode deskriptif-analisis dengan sumber data media daring yang dapat dipertanggungjawabkan seperti Hankyoreh, The New York Times, dan CNN untuk menganalisis pertanyaan penelitian. Hasil analisis menunjukkan bahwa kejahatan perang pada masa Perang Vietnam sama sekali tidak berpengaruh pada hubungan diplomasi antara Korea Selatan dan Vietnam. Hal ini peneliti maknai bahwa perbuatan pihak Korea Selatan dalam Perang Vietnam tidak secara general dianggap sebagai sebuah kejahatan perang. Adapun keberadaan pihak yang mempermasalahkan masa lalu yang kelam tersebut dapat peneliti maknai bahwa masa lalu (sejarah) tidak dapat dihilangkan. Dalam hal ini, peneliti juga dapat mengatakan bahwa kebutuhan mutualisme antarnegara yang menjalin hubungan diplomatik lebih utama dibandingkan dengan permasalahan kejahatan perang yang telah dilakukan oleh salah satu pihak.

This research discussed the diplomatic relations between South Korea and Vietnam post Vietnam War with a histographic approach. The traces of history showed that the two countries have a good relationship even before they have established a diplomatic relation. This can be seen from many forms of interaction and cooperation even since the dynastic period. However, behind the good relations between South Korea and Vietnam lies a dark past, namely war crimes during the Vietnam War. For some people, even more to Vietnamese, this dark past haunt the good relations that exist between the two countries. In this regard, the researcher sees diplomatic relations between South Korea and Vietnam as an important subject to study. Therefore, this study focuses on the influence of the dark period during the Vietnam War on the conditions of diplomatic relations between the two countries. The purpose of this study is to analyze the influence of the dark past during the Vietnam War with the diplomatic relations between South Korea and Vietnam after the Vietnam War. The researcher used a descriptive-analysis method with reliable online media data sources such as Hankyoreh, The New York Times, and CNN to analyze the research questions. The analysis shows that war crimes during the Vietnam War had absolutely no effect on diplomatic relations between South Korea and Vietnam. The researcher interprets the result as the actions of the South Korean side in the Vietnam War were not generally considered as a war crime. As for a few parties who are questioning the dark past, it can be interpreted that the past (history) cannot be erased. In this case, the researcher can also say that the need for mutualism between countries that establish diplomatic relations is more important than the problem of war crimes that have been committed by either party."

"This paper examines Vietnam?s security policy with a focus on its omnidirectional military
diplomacy. The concept of omnidirectional military diplomacy combines the ideas of omnidirectional
diplomacy?the basic foreign policy of the Communist Party of Vietnam and the Vietnamese
government?and the military diplomacy of the Ministry of National Defense and the Vietnam
People?s Army. Under Vietnam?s omnidirectional military diplomacy, in order to build multilayered
and stable relationships with all countries, not only the diplomatic institutions but also relevant
military organizations participate in broadly-defined diplomatic activities through dialogue and
cooperation, thereby playing a part in Vietnam?s omnidirectional diplomacy. In the area of national
defense policy, Vietnam pursues stability not only of bilateral relations but also of the strategic
environment of the region as a whole by engaging in confidence building among relevant military
organizations for the security of Vietnam, a relatively small country. Vietnam?s omnidirectional
military diplomacy seeks to address the traditional security issue of sovereignty over the South China
Sea by directly applying the general goal of military diplomacy, namely: improving bilateral and
multilateral relations as well as the regional strategic environment through cooperative confidence-
building efforts, primarily in nontraditional areas. It attempts to keep China?s excessive influence
from reaching Vietnam by deepening the country?s relationships with the United States and other
major powers in the region. Vietnam?s omnidirectional military diplomacy principally covers the
United States, Russia, India and Japan, and also places importance on the utilization of ASEAN?s
multilateral frameworks for security cooperation."
