"Untuk meningkatkan kepercayaan konsumen dan memperoleh keuntungan yang lebih baik, sebuah perusahaan kontraktor harus menjaga kualitas dari pekerjaannya. Salah satunya dengan menjaga ketepatan dalam waktu penyelesaian sebuah proyek. Ketepatan waktu penyelesaian proyek dipengaruhi oleh banyak faktor salah satunya adalah dalam proses pengadaan material untuk konstruksi. Penelitian bertujuan untuk mengetahui faktor-faktor risiko dalam aspek manajemen pengadaan material, tindakan yang diberikan terhadap faktor-faktor tersebut dan tingkat pengaruh faktor-faktor tersebut terhadap kinerja waktu proyek. Metode pengumpulan data dilakukan dengan cara wawancara dan kuesioner. Wawancara dilakukan terhadap pakar dan kuesioner dilakukan terhadap proyek manajer. Analisa data dilakukan dengan menggunakan statistik deskriptif dan uji Mann-Whitney. Hasil Analisa data menunjukkan bahwa variabel yang dominan dalah pada proses perencanaan pengadaan material dan proses pelaksanaan pengadaan material, dan tingkat pengaruh yang tinggi adalah proses pelaksanaan manajemen pengadaan material.

To improve the consument's trust and to gain more profit, a construction company must maintain the quality of works and finish the works by the time. Many factors is influence the punctuation of the construction project, one of that factors is the procurement for construction. The Primary goals of this final assignment is knowing the risk factors in procurement management aspect, the treatment to the factors, and the influence level of the factors. The methods that used in this final assignment is an interview and a questionaire. An interview was occured to the expert and a questionaire was occured to the project manager. A descriptive statiscs and Mmann-Whitney test was occured to data's analysis process. "Proses pengadaan peralatan dan material di dalam proyek EPC dapat mencapai 60% dari waktu keseluruhan proyek. Salah satu masalah yang sering timbul adalah peralatan dan material yang belum/tidak sesuai dengan PO/spesifikasi proyek dikirim ke Site. Hal ini menimbulkan adanya pekerjaan ulang atau pekerjaan tambahan. Adanya tambahan waktu penyelesaian masalah ini dapat menjadi salah satu penyebab keterlambatan penyelesaian proyek. Salah satu cara untuk mencegah terjadinya keterlambatan penyelesaian proyek adalah dengan mendeteksi dan mengendalikan risiko pada tahap pengadaan peralatan dan material. Tujuan penelitian ini adalah untuk merekomendasikan pengembangan perencanaan pengadaan peralatan dan material dengan menerapkan Equipment Criticality Rating pada tahap pengadaan sebagai alternatif tindakan pencegahan dan perbaikan untuk faktor-faktor yang menyebabkan terjadinya ketidaksesuaian peralatan dan material terhadap spesifikasi proyek. Metode penelitian yang digunakan adalah metode deskriptif kuantitatif dengan strategi penelitian berupa analisa arsip, survei, studi kasus serta validasi pakar. Instrument penelitian ini adalah interview para pakar profesional dan kuesioner pada profesional yang telah lama bekerja dalam proyek EPC fasilitas oil & gas. Risk analysis digunakan untuk mengetahui tingkat risiko dan analytical hierarchy process digunakan untuk menentukan keputusan alternatif penanganan faktor penyebab ketidaksesuaian. Hasil penelitian ini akan diperoleh pengembangan proses perencanaan pengadaan peralatan dan material dengan peningkatan inspection level pada saat fabrikasi dapat menurunkan terjadinya pengiriman peralatan dan material yang tidak atau belum sesuai spesifikasi sehingga mendukung meningkatkan kinerja waktu.

The procurement process of equipment and materials in the EPC project are able to reach 60% to the overall project time. Problems that often arises are equipment and materials which not yet or is not conform to the PO or Project Specification are sent to the site. This condition results an additional work or rework. The additional time to resolve this problem could be one of the causes of project completion delays. One of the way to prevent project completion delays is to detect and control risks at the procurement stage.

The purpose of this study is to recommend the improvement procurement planning for the equipment and materials by implementing Equipment Critical Rating at the procurement stage as an alternative preventive and corrective action for the factors which cause equipment and material unconformity to project specifications.

The research method is quantitative descriptive method with a research strategy in the literature review, surveys, case studies and expert validation. The instrument of this research is interviewing experts and questionnaires to professionals who have worked in the EPC project for oil & gas facilities.

The results of this study are the improvement procurement planning process of equipment and materials by increasing inspection levels at fabrication or manufacturing stage able to reduce delivery of non-conform equipment and materials to specifications and so it supports improving project time performance."

"Perusahaan-perusahaan EPC di Indonesia saat ini dalam membenahi kondisi kesehatannya melakukan beberapa terobosan yang dapat ditempuh untuk menyehatkan usahanya. Salah satunya adalah dengan melakukan restrukturisasi atau perubahan organisasi pengadaan perusahaan, yang berdampak kepada perubahan perilaku organisasi pengadaan tersebut, dan dengan dilakukan restrukturisasi, akan mempengaruhi kinerja waktu proyek yang dikerjakan. Penelitian ini bertujuan untuk mengidentifikasikan faktor-faktor perubahan organisasi pengadaan yang dominan mempengaruhi kinerja waktu, dan mengetahui rekomendasi tindakan pencegahan dan koreksi yang dilakukan. Pendekatan penelitian yang digunakan adalah metode studi kasus pada proyek Y, karena proyek ini merupakan proyek yang dikerjakan setelah perusahaan mengalami perubahan organisasi pengadaan.dan saat ini masih berlangsung. Analisa data diolah dengan pendekatan statistik non parametris dan pendekatan AHP, kemudian untuk dapat menentukan rekomendasi tindakan pencegahan dan koreksi digunakan metode delphi. Hasil dari penelitian ini adalah; ada enam faktor dari perubahan organisasi pengadaan yang dominan terhadap kinerja waktu, yaitu: Terjadi kesalahan pembelian material karena strategi & struktur organisasi yang baru belum diterapkan secara maksimal; Terjadi kesalahan monitoring fabrikasi material karena strategi & struktur organisasi yang baru belum diterapkan secara maksimal; Terjadi ketidaksesuaian pendataan material di gudang karena kurangnya kapabilitas personil; Terjadi keterlambatan pembelian material karena kurangnya kapabilitas personil; Terjadi keterlambatan fabrikasi material karena prosedur kerja yang ada kurang jelas; dan Terjadi kesalahan monitoring fabrikasi material karena kurangnya kapabilitas personil. Akan tetapi dari hasil analisa level pengaruh, faktor-faktor dominan tersebut memiliki level pengaruh yang tidak terlalu besar, sehingga masih bisa teratasi.

To straighten up the condition of health, EPC companies in Indonesia is doing some inovation. For this time one of the inovation is doing restructured or changing the procurement of organization company which effect to behaviour of that organization and doing the recontruction will influence project performance time.

This research aim to identify change factors of procurement organization which influence time of performance, and knows recommendation of preventive and correction action.

Approach of research that used is case study method project of Y, because this project is doing after company has changing the procurement organization, and it is still continue until now. Data analysis processed with approach of statistic non parametris and approach of AHP, and then to be able to determine recommendation of preventive and correction action used by Delphi method.

The result of this research are; there are six factor of change dominant procurement organization to time performance, that is: Happened mistake of purchasing of material because strategy & new organization chart not yet been applied maximally; Happened mistake of monitoring of fabrication material because strategy & new organization chart not yet been applied maximally; Happened missed of material data in bond because lack of personnel capability; Happened delay of purchasing of material because lack of personnel capability; Happened delay of material fabrication because less clear existing working procedure; and Happened mistake of monitoring of fabrication material because lack of personnel capability. However from result analyse influence level, the dominant factors have influence level which do not too big, so that still solve the problem."

"Dalam proyek pembangunan, pengadaan material merupakan bagian yang tidak dapat dipisahkan dari pelaksanaaan proyek secara keseluruhan. Keberadaan material dalam jumlah yang besar akan sangat menyulitkan dalam pcngaturan pemakaiannya. Kondisi ini sangat riskan terhadap timbulnya penyimpangan-penyimpangan yang dalam hal ini sangat bcrpengaruh sel-:ali terhadap hiaya proyek, sehingga diperlukan suatu konsep manajemen yang baik. Dalam prosesnya tahapan tersebut akan dianalisis tingkat pengaruh dan frekuensinya terhadap penyimpangan -penyimpangan yang dalam hal ini ditinjau pada pembelian material. Hasil dari pengolahan data akan dibuat suatu rangking yang akan menunjukkan tingkatan dari dampak terscbut. Dari nilai tersebut akan terlihat sejauh mana peranan manajemen berpengaruh terhadap penyimpangan penyimpangan biaya pemhelian material. Dengan memahami dari awal tingkat pengaruh yang timbul, maka untuk selanjutnya hal ini dapat dijadikan acuan dalam pclaksanaan selanjutnya.

"Dalam keterlibatan kompleks proyek konstruksi, kemampuan berkomunikasi diperlukan untuk berinteraksi karena apabila terdapat kesalahan, akan menyebabkan penyimpangan biaya, waktu, mutu. Pemahaman manajer proyek dalam manajemen komunikasi menjadi penting karena kekuatan manajer proyek dalam menyampaikan informasi kepada tim sangat berpengaruh. Tujuan penelitian ini adalah mencari faktor-faktor komunikasi dari pemahaman manajer proyek, aplikasinya, dan pengaruhnya terhadap mutu. Analisis yang dilakukan adalah mendata beberapa proyek di Jakarta dari PT. X dengan analisis statistic validitas dan reabilitas, non-parametrik, deskriptif, serta korelasi dan regresi. Dengan hasil ini dapat diketahui faktor-faktor komunikasi yang buruk yang mengakibatkan penurunan kinerja mutu dari implementasi manajer proyek.

"Proyek EPC memiliki tingkat risiko yang cukup tinggi. Keterlambatan dan cost overrun merupakan permasalahan yang sering terjadi pada proyek. Keterlibatan subkontraktor dalam pelaksanaan pekerjaan konstruksi sangat tinggi sehingga pengaadaan subkontraktor mempunyai pengaruh cukup besar pada proyek EPC. Penelitian ini dilakukan untuk mengidentifikasi faktor risiko yang berpengaruh, penyebab dan dampak risiko tersebut, dan tindakan preventif dan korektifnya. Metode penelitian ini melalui studi literatur, survey kuesioner, dan validasi pakar. Hasil penelitian menunjukkan faktor risiko yang berpengaruh terhadap kinerja waktu yaitu "Subkontraktor tidak memahami konsep proyek dengan baik" dan "Tidak lengkapnya klausal kontrak antara pihak kontraktor EPC dengan subkontraktor" sedangkan untuk kinerja biaya yaitu "Kurang lengkapnya kriteria penilaian teknis dalam menilai kualifikasi peserta lelang", "Pembayaran subkontraktor yang telat dan tidak sesuai", dan "Kekurangan tenaga kerja pada pihak subkontraktor".

EPC project has high risk level. Delay and cost overrun are problems that usually happen. Subcontractor’s high involvement in execution of construction work so that provision of services has a considerable influence on the risk that may occur in the EPC Project. The purpose of this research are to identification risk factor that influenced, cause and effect, preventive and corrective action from risk factor. Method in this research through literature review, survey by using questionnaire, and expert judgement. The result obtained in this research is the risk factor that affect time performance are "Subcontractor do not understand the concept of project well" and "Incomplete clause of the contract between EPC contractor and subcontractor" while risk that affect cost performance are "Incomplete technical assessment criteria in assessing the bidders qualifications", "Subcontractor payments are late and do not suitable", and "lack of labor on the part of subcontractor"."

Tulisan ini menganalisa pengelolaan penyediaan barang dan jasa untuk proyek lansekap di wilayah Jakarta maupun di luar Jakarta; yang bertujuan memberikan cara kerja yang efektif dan efisien. "Komunikasi tim proyek yang efektif merupakan salah satu faktor penting untuk mencapai kesuksesan proyek. Kesuksesan sebuah proyek, salah satunya ditunjukkan dari pengendalian kinerja waktu. Penelitian ini bertujuan untuk mengetahui seberapa jauh pengaruh faktor-faktor efektivitas komunikasi dan cara pengelolaannya terhadap kinerja waktu proyek. Penelitian ini dikhususkan pada proyek-proyek yang dikerjakan di PT X. Pengolahan data dilakukan menggunakan metode descriptive exploration, yaitu hasil survey berupa wawancara dan kuesioner kepada pakar dan responden. Analisa data deskriptif dan analisa korelasi didapat untuk melihat prioritas factor ranking dengan program SPSS. Dari hasil penelitian ini diketahui bahwa terdapat faktor-faktor komunikasi yang berpengaruh terhadap kinerja waktu proyek dan cara pengelolaan faktor-faktor tersebut sehingga menjadi efektif.

Project team communication is a vital process to effectively achieve project success. One of project success criteria is good time performance. This research established specific objectives based on the hypothesis that the good time performance of a project is positively correlated with the effectiveness of the project team's communication. The methodology in this research consisted of questionnaire development, data collection and analysis. The ensuing statistical analysis of questionnaire responses identified critical communications and time performance used in validating the research hypothesis. The benefits gained from this research are significant. The understanding of the identified communication factors provides a framework for project participants to develop strategies for improving communication effectiveness. Therefore, effectively managing these factors of communication in practice can improve the project performance."

"In Order to increase the quality of project implementation much research will need to be carried out in Indonesia and abroad. In 1982 The Business Roundtable's team in the US found that opportunities to reduce project costs and schedules by using existing and new construction technology are lost because construction too often is relegated to operate as a production function separated from financial planning, scheduling, and engineering or architectural design. The Construction Industry Institute's (CII) Task Force defines this term as Constructability, which is the optimum integration of construction knowledge and experience in planning, engineering, procurement, and field operations to achieve overall project objectives. As the customer, the owner gets what he insist on. As the leader of the project team, the owners play a vital role in using constructability to meet project objectives. Specific project documenting the constructability effort have shown that owners accrued an average reduction in total project cost of 4.3% and in project schedule of 7.5%_ These savings represented a 10-to-1 return on the owner's investment in constructability. Although significant saving can result, the opportunities available are often overlooked by owners. This research was conducted to study the role of project owners for implementing constructability improvement during conceptual planning phase which leads to an improve project time performance of construction project in Jabotabek Area. A questionnaire survey was used as the method for collecting data. Statistical analysis was performed to analyze the data and to develop a regression model between the role of project owners for constructability improvement during conceptual planning phase and the performance of construction project's schedule. The result of this study shows a positive linier correlation between the project owner's role for constructability improvement during conceptual planning phase and the project time performance. The main variables are assuring that key individual assigned to the project team each have appropriate experience with the project and clearly state the priority of the project objectives."
