"This research focuses on four questions and purposes. namely; (a) the great of contribution of the local original income (PAD) to the Local Budget (APBD): (b) the great of contribution of the local taxes to the Local Original Income (PAD): (c) variation of collecting different kinds of local taxes on any district in Depok City. And (d) the factors having impact on such variation. The research in Depok City in the consideration of the City statute has just been given in the beginning of the effective of the Law No 22 of 1999 concerning Local Government and the Law No. 25 of 1999 on the Finance Balance between the Central Government and Local Government.This research is a qualitative research using data in five years period, from 200'D until 2004. The data variations are limited on 2004. The secondary data has been obtained through document studies such as local budget, annual report. Local regulations and local monograph. The research results show that the contribution of local original income (PAD) to the local budget is still small. in this case means that Depok City is depending on central government's grant to carry out its services and society's development.The other finding shows that the contribution of the local original income (PAD) resembles the contribution of the local original income (PAD). This case means that public service is unable to be fully carried out yet as expected by the Law No. 22 of 1999 on Local Government.Beside that it is found the variation of income on different tax among districts as the impact of the variation of the district potential and condition of human resources working at the Office of Local Income. Based on the research results, it is recommended that it is necessary to make intensification rather than extensification to the collection of local taxes and conduct a research on the performance of human resources working at the Office of Local Income in Depok City."

"Industri pelayaran merupakan salah satu industri yang sedang berkembang cukup pesat saat ini. Dengan fakta bahwa Indonesia merupakan negara kepulauan terbesar di dunia, kebutuhan akan transportasi laut semakin tidak terbantahkan.. Di samping itu, regulasi semakin membuat berkembangnya industri pelayaran Indonesia khususnya industri pelayaran nasional yang ditandai dengan peningkatan pangsa pasar angkutan laut dalam negeri yang diangkut oleh perusahaan angkutan laut nasional. Kondisi tersebut membuat PT Timah, Tbk. selaku produsen timah di Indonesia berencana untuk mendirikan usaha pelayaran (shipping line) di Pulau Bangka sebagai bentuk diversifikasi usaha. Upaya pendirian usaha pelayaran (shipping line) memiliki nilai investasi yang cukup tinggi dan membutuhkan studi kelayakan untuk menilai kelayakan investasi. Penelitian ini dilakukan dengan menganalisis kelayakan investasi usaha pelayaran (shipping line) dalam tiga aspek, yaitu aspek pasar, aspek operasional, dan aspek finansial. Hasil dari penelitian ini meyatakan bahwa usaha layak untuk didirikan dengan nilai NPV mencapai Rp 95.907.390.179 dengan IRR 16,70% dan payback period delapan tahun dua bulan.

Shipping industry is one of developing industry nowadays. With the fact that Indonesia is the largest archipelago in the world, the demand for marine transportation is getting inevitable. In addition, regulation makes shipping industry growing over time especially for domestic shipping industry since they are getting larger market share. Based on those conditions, PT Timah, Tbk. as tin producer is planning to establish a shipping company in Bangka Island as a diversification effort. Those plan has high investment value and need a feasibility study to analyze the investment's feasibility. This study including feasibility analysis on market aspect, operational aspect, and financial aspect. The output of this study concluded that the shipping company is feasible to establish with value of NPV Rp 95.907.390.179, IRR 16.70%, and eight years two months in payback period."

"Aparatur pemerintah daerah adalah merupakan roda bagi terselenggaranya pemerintahan yang mandiri dan bertanggung jawab. Kesiapan aparatur merupakan hal yang sangat penting dalam menentukan berhasil tidaknya suatu daerah dalam melaksanakan otonomi sesuai dengan undang-undang yang berlaku. Aparatur pemerintah dalam melaksanakan tugas dan fungsinya harus mempunyai profesionalitas yang baik. Konsep profesionalitas dalam diri aparat dilihat dari 2 aspek yaitu responsifitas dan inovasi. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kuantitatif, yakni pendekatan yang bersifat deduktif, yaitu berangkat dari sebuah teori dan berusaha menguji teori tersebut secara objektif. Penulisan ini bertujuan untuk mengetahui profesionalitas aparatur di BAPPEDA Kota Depok dalam melaksanakan pekerjaan sesuai dengan tugas dan fungsinya. Pengumpulan data dalam penelitian ini dilakukan dengan cara menyebarkan kuesioner kepada 45 orang responden yang merupakan pegawai dari dinas-dinas di Kota Depok yang mendapatkan pelayanan dari BAPPEDA Kota Depok. Dari hasil penelitian ini diperoleh nilai mean (rata-rata) berada pada rentang nilai 2,5 - 3,25 atau berada pada nilai skala 3 sehingga profesionalitas aparatur BAPPEDA Kota Depok dinilai cukup atau memiliki profesionalitas yang cukup. Apabila dilihat dari nilai t hitung = 67,102 > nilai t tabel (44; 0,025) = 0.2000, karena t hitung > nilai t tabel atau bisa juga dilihat nilai sig. 0.000 < 0.025 maka Ho ditolak. Jadi rata-rata profesionalitas Aparatur Badan Perencanaan Pembangunan Daerah (BAPPEDA) Kota Depok termasuk dalam kategori baik.

Local government apparatus is a wheel for the implementation of self-governance and responsible. Readiness of the apparatus is of a great importance in determining the success or failure of a region in implementing autonomy in accordance with applicable laws. The Government apparatus in carrying out its duties and functions should have a good professionalism. The concept of professionalism within the apparatus self viewed from 2 aspects that are responsiveness and innovation.

The approach used in this study is a quantitative approach, which is deductive approach, which departs from a theory and trying to test the theory objectively.

Writing aims to know the apparatus professionalism in BAPPEDA of Depok City in carrying out the work in accordance with the duties and functions. Collecting data in this study conducted by distributing questionnaires to 45 respondents who are employees of departments in Depok City who get service from BAPPEDA of Depok City.

From the results of this study obtained a mean is in the range of values from 2.5 to 3.25 or are on the scale of 3 so that the apparatus professionalism of BAPPEDA of Depok City judged enough or have enough professionalism. When viewed from the value t count = 67.102 > table value of t (44; 0.025) = 0.2000, because the t count > t table value or it could be seen the value of sig. 0000 < 0025 then Ho is rejected. So the average of Apparatus professionalism Regional Development Planning Board (BAPPEDA) of Depok City included in good category."

"Motivation have a primary needs in an organization, in sub part of chief administration and protocol which an organization having main task and function to operate programs in which formal programs in government of Depok City where an organization have needs good works motivation. When doing a task in protocol division, good motivation in each implementer employees was needed.This research has describe to look and description a perception of employees about work motivation in sub part of chief administration and protocol of general division regional secretarial Depok city. This research using a quantitative method with a type description research and use cross sectional survey dimension. Total population in this research is 30 respondent and use total sample technique. All data has a count by SPSS version 15.Mc.Clelland (Needs Theory) has a focus about three factor; needs of success, needs of power or work authority and needs affiliation. Need of success consist of indicatorindicator work result, timing of finished works, resolve problems and detention in work and effectively. Needs of power consist of authority and responsibility. Needs affiliation consists of relationship with work partner, relationship with a chief and level of participation in organization. Based on process data result find out an employees perception about work motivation in sub part of chief administration and protocol of general secretariat regional city of Depok in high level."
