"Tesis ini membahas Manajemen Pusat Arsip khususnya di perguruan tinggi. Penelitian ini dilakukan di Universitas Katolik Indonesia (Unika) Atma Jaya. Penelitian ini adalah penelitian kualitatif dengan desain deskriptif. Data yang dikumpulkan melalui wawancara. Di Unika Atma Jaya memakai istilah Pusat Arsip karena selain mengelola arsip statis, Pusat Arsip juga menjadi koordinator atas unitunit pengolah (Records Center).Hasil penelitian menyarankan bahwa Pusat Arsip perlu disahkan/dilegalkan pendiriannya, masuk di dalam struktur organisasi, dan mempunyai tugas pokok dan fungsinya mendukung tercapainya visi, misi, dan tujuan universitas. Hal ini perlu dibicarakan dan diputuskan di level manajemen tertinggi universitas. Pusat Arsip berperan dalam menunjang tertib administrasi dan operasional universitas dalam menjalankan tugas dan fungsinya.

The focus of this study is the Archives Center Management specifically for higher education. This research was conducted at Atma Jaya Catholic University of Indonesia. It is a qualitative descriptive interpretive design. The data were collected by means of interview. Atma Jaya Catholic University of Indonesia uses Archives Center terminology because one of the responsibilities of the center is to coordinate the University's Records Centers besides its archives (static archives).

The results of the research suggest that Archives Center has to be legally established, included in the organization structure, and provided with job description and function to support the realization of the university?s vision, mission, and aims. All these need to be discussed and decided at the management level of the university. The role of Archives Center is to support the correct conduct of administration, operational duty, and function of the university."

"Penelitian ini mengkaji wacana kekuasaan kolonial Belanda dalam Surat-surat Manado 212 koleksi ANRI. Penelitian ini bertujuan untuk mengungkap bagaimana praktik kekuasaan dikonstruksikan melalui struktur dan aspek-aspek kebahasaan dari perspektif langsung para raja di bawah Keresidenan Manado pada periode 1829–1840 M. Untuk mencapai tujuan tersebut, digunakan langkah kerja filologi. Teks yang dianalisis (Teks 1, 2, 3, dan 4), membuktikan teks-teks tersebut menjadi teks saksi yang menghubungkan missing link dari beberapa penelitian yang telah dilakukan sebelumnya. Teks 1 menghubungkan konteks ekspedisi senjata di Kesultanan Suluk (dalam Warren, 2007); Teks 2 menghubungkan konteks pemberontakan Kerajaan Tambuku yang terafiliasi dengan Kerajaan Banggai (dalam Limbong, 2017); serta Teks 3 dan 4 menghubungkan fenomena epidemi smallpox di wilayah Buol dan Bolaang pada awal abad ke-19 (dalam Henley, 2021). Lalu, analisis lanjutan terkait wacana kritis Teun A. van Dijk pada elemen discourse structure mengungkap terjadinya dominasi Pemerintah Kolonial Belanda terhadap kerajaan-kerajaan di Keresidenan Manado yang dapat dilihat dari notions, eksordium, bingkisan, dan stempel yang hadir dalam struktur teks. Selain itu, dominasi Pemerintah Kolonial Belanda juga mereproduksi sistem pemaknaan dalam bentuk retorika (pronomina Anakda dan Ayahanda) dan gramatikal (pembentukan kalimat, pemaknaan, serta pemilihan kata).

This research examines the discourse of Dutch colonial power in Manado Letters 212 ANRI collection. This research aims to uncover the practice of power constructed through structures and linguistic aspects from the direct perspective of the kings under the Manado Residency in the period 1829–1840 AD. To achieve this goal, philological methods are used. The texts analyzed (Texts 1, 2, 3, and 4) were then found to connect the missing links between several studies that have been carried out previously. Text 1 relates to the context of weapons expeditions in the Suluk Sultanate (in Warren, 2007); Text 2 connects the context of the rebellion of the Tambuku Kingdom, which was affiliated with the Banggai Kingdom (in Limbong, 2017); while Texts 3 and 4 connect the smallpox epidemic phenomenon in Buol and Bolaang regions in the early 19th century (in Henley, 2021). Further analysis regarding Teun A. van Dijk's theory on discourse structure elements reveals the dominance of the Dutch Colonial Government over the kingdoms in the Manado Residency, which can be seen from the notions, exordium, gifts, and stamps present in the text structure. Apart from that, the domination of the Dutch Colonial Government also reproduced the meaning system in the form of rhetorical (pronouns Anakda and Ayahanda) and grammatical (sentence formation, meaning, and word choice) aspects."

Tesis ini bertujuan untuk mengidentifikasi pemikiran terhadap pentingnya suatu lembaga kearsipan perguruan tinggi di Universitas Penerbangan dilihat dari keseharian, pengalaman, esensi terhadap arsip serta pengelolaannya berdasarkan sudut pandang pengelola arsip dan stakeholders. Mengidentifikasi pemikiran mengenai lembaga arsip perguruan tinggi didorong dari fenomena bahwa belum adanya lembaga arsip di Universitas ini, sehingga terjadi pengelolaan arsip yang kurang optimal. Penelitian ini menggunakan metode kualitatif dengan pendekatan fenomenologi yaitu dengan mempelajari kesadaran manusia yang menjadi dasar suatu tindakan yang dilakukan untuk tujuan tertentu. Penentuan informan dalam penelitian ini menggunakan purposive sampling dengan kriteria seseorang yang memiliki kendali atau pembuat kebijakan yaitu 2 informan dan seseorang yang menangani, mengelola arsip universitas yaitu 4 informan. Berdasarkan kriteria tersebut total informan dalam penilitian ini adalah 6 orang. Metode pegumpulan data dalam penelitian ini yaitu observasi, wawancara dan analisis dokumen. Penelitian ini dalam menganalisis data menerapkan tahapan koding, interpretasi, triangulasi data hingga menjadi sebuah hasil penelitian. Hasil dari penelitian ini bahwa Universitas Penerbangan belum memiliki lembaga kearsipan perguruan tinggi, sehingga pengelolaan arsip dari pelayanannya, penciptaannya hingga penyimpanannya sampai menjadi arsip statis pada Universitas Penerbangan masih pada unit pencipta. Universitas Penerbangan belum memiliki suatu aturan baku dalam pengelolaan arsip, hal ini menyebabkan pengelolaan arsip yang masih pada berdasarkan intersubjektivitas pengelola tiap unitnya. Belum adanya aturan dalam pelayanan arsip pun menimbulkan kerugian dalam hal pelayanan arsip yaitu terjadinya kehilangan arsip terhadap arsip yang dipinjam. Kesimpulannya dengan belum adanya lembaga kearsipan perguruan tinggi dan belum adanya aturan yang mengatur perihal segala pengelolaan arsip menyebabkan pengelolaan arsip belum optimal. Keberadaan adanya lembaga kearsipan perguruan tinggi di Universitas Penerbangan belum menjadi prioritas utama. Berdasarkan temuan penelitian, saran yang diajukan bagi lembaga menanggapi intersubjektif informan terhadap arsip perguruan tinggi diharapkan dapat meningkatkan pemahaman perihal arti hingga pengelolaan arsip secara menyeluruh hingga nantinya dapat tercipta suatu aturan pengelolaan arsip yang baku dan dapat terciptanya lembaga kearsipan perguruan tinggi.

This thesis aims to identify thoughts on the importance of a university's archival institute at Universitas Penerbangan, judging from the daily life, experience, essence of the archive and their management based on the point of view of the archives manager and stakeholders. Identifying the thought of the institution of Archives of the college was taken from the phenomenon that there is no archive institution in this university, so there is a lack of optimal archive management. This research uses qualitative methods with a phenomenological approach that is by studying human consciousness which is the basis of an action performed for a particular purpose. The determination of the informant in this study using purposive sampling with the criteria someone who having control or policymaker (2 informants) and someone who handles, manages the university archives (4 informants). Based on these criteria the total informant in this study was 6 people. The method of data colleting in this study are observation, interviews and document analysis. Data analyzing are coding, interpretation, triangulating data to become a result of the research. The results of this research that Universitas Penerbangan does not have a university archival institution, so the management of archives from the recors until to archiveit still on creator unit. Universitas Penerbangan does not yet have a standard in the management of archives, it leads to the management of records that are still on the basis of managing intersubjectivity of each unit creators. The absence of rules in the archive service raises the loss in terms of service archive is the occurrence of loss of archive of the borrowed archive. In conclusion, with the absence of a college archival agency and the absence of rules governing the management of any archive causes the management of the archive is not optimal. The importance of university archival institution at the Universitas Penerbangan has not been a top priority. Based on this research advice for aviation universities is expected to increase understanding regarding the meaning to the management of archives thoroughly. Furthermore, it is expected to create a rules for management of records that are raw and can be created university archival institutuion.

"ABSTRACTThe purpose of this research is to analyze how the records management system used by the Deposit Acquisition and Processing Section of Library and Archives Pekanbaru. The method used in this research is descriptive qualitative method Data collection techniques are observation, interviews, documentation studies. Sample in this study is the Dynamic Archive inactive in Section Deposit Acquisition and Processing. The results of this study is: On the whole it can be said that the records management system used by officers in the archival processing Deposit Acquisition and Processing Section of Library and Archives Pekanbaru is good enough. This can be seen in the use of archival storage systems, maintenance records, destruction of records. Depreciation archives have not done the appropriate depreciation prosudur guidelines applicable record keeping. It means that depreciation archives conducted Deposit Acquisition and Processing Section of Library and Archives Pekanbaru City Records Retention Schedule not use."
