"Perkembangan teknologi informasi dan komunikasi yang semakin pesat dewasa ini telah membawa pengaruh dan perubahan dalam kehidupan masyarakat di seluruh dunia. Pengaruh dan perubahan yang terjadi akibat perkembangan teknologi informasi dan komunikasi tersebut ada yang bernilai positif, dan ada pula sisi negatifnya. Di Indonesia khususnya pada saat ini, perkembangan teknologi informasi dan komunikasi telah menjadi tren baik dikalangan dewasa maupun muda. Selain untuk kepentingan bisnis, pendidikan, dan terkait pekerjaan, saat ini teknologi informasi dan komunikasi juga sangat berperan dalam aktivitas sosialisasi melalui berbagai jejaring sosial yang disediakan. Sehingga, tesis ini akan membahas mengenai proses terjadinya online grooming pada anak, pengaturan terkait online grooming pada anak, serta kendala dan upaya dalam menanggulangi online grooming tersebut. Penelitian ini menggunakan metode yuridis normatif berupa studi kepustakaan yaitu meneliti dokumen berupa literatur buku-buku, peraturan-peraturan dan pedoman-pedoman, dan juga dilengkapi oleh wawancara dengan narasumber. Hasil dari penelitian ini yaitu, pada dasarnya proses online grooming itu terjadi melalui beberapa tahap, meskipun tahap tersebut tidak mutlak harus dilakukan secara berurutan dan seluruhnya. Tahapan tersebut diantaranya, yaitu pemilihan area target, persahabatan, membentuk hubungan, penilaian resiko, eksklusivitas, dan seksual. Kemudian, mengenai pengaturan terkait online grooming, meskipun tidak ada pengaturan secara khusus mengenai online grooming, namun telah ada pasal yang terkait, yaitu pasal 81 dan pasal 82 undang-undang nomor 23 tahun 2002 tentang perlindungan anak. Selanjutnya, terdapat beberapa kendala dan upaya dalam menanggulangi online grooming. Kendala-kendala tersebut, diantaranya, yaitu kendala dari dalam diri korban/pelaku, dari orang tua, masyarakat, pemerintah, dan pemangku kepentingan lainnya, serta terkait juga dengan legislasi, penegakan hukum, dan sumber daya aparat penegak hukum. Sementara itu, upaya penanggulangannya dapat dilakukan dengan meningkatkan peran dan kerjasama para pemangku kepentingan, serta melakukan harmonisasi hukum, penafsiran hukum, peningkatan kuantitas dan kualitas sumber daya aparat penegak hukum, serta penguatan penegakan hukum.

The rapid development of information and communication technology has an impact and changes the lives of people around the world. Influences and changes that occur due to the development of information and communication technology involves positive and negative. In Indonesia, especially at this time, the development of information and communication technology has become a trend among both adults and youth. Beside used to business interest, education, and related to work, information and communication technologies are also have a lot of role in the various social activities through the social networking application provided. The problem is social networking becoming a trend, -especially among of young people- were often used as an area where sexual predators find their targets by utilizing a variety of virtual media properties. Thus, this thesis will take up about the process of online grooming of children, legislation against online grooming cases of children, as well as the constraints and efforts in tackling the online grooming of children. This study uses a normative form of literary study that examined the documents in the form of literature books, regulations and guidelines, as well as completed with interviews with some sources. The results of this study are, in essence online grooming process through in several stages, although these stages do not absolutely have to be done in sequence and entirely. The Stages are involved: the selection of the target area, friendships, form relationships, risk assessment, exclusivity, and sexual. Then, about the online grooming regulation, although there has no regulation about online grooming, the related articles are already exist. The regulation is in the article 81 and 82 of Law No 23/2002 on the protection of children act. Furthermore, there are some obstacles and efforts to overcome the online grooming. The obstacles, among which, the obstacles from the victim/perpetrator, from the parents, the public, government, and the stakeholders, and also related to the legislation, law enforcement, and law enforcement resources. Meanwhile, the efforts can be done by increasing the role and cooperation of stakeholders, as well as to harmonize the law, legal interpretation, increasing the quantity and quality of resources of law enforcement officers, as well as strengthening the rule of law."
