"ABSTRAKThe problem of public services capacity, such as budget, infrastructure, and social capital in regions, is a threat to the social conditions of the community if serious efforts are not anticipated by the local government. Therefore, it needs an alternative model as an option to address the problem of capacity. This study seeks to illustrate the efforts of new autonomous local governments in building public service capacity in new autonomous regions to identify the dynamics of sustainable public service capacity building in new autonomous regions and to design a model of the sustainable public service capacity building to strengthen the autonomous region. This model tries to achieve an intergenerational aspect of development. The research method used in this study is a qualitative approach that combines secondary data and primary data. Data were collected from three local governments with best practices in public service capacity management. The data were analyzed using an interactive model. The research showed that when the program capacity is well designed, it will produce good program sustainability capabilities as well, otherwise if the program capacity faces many obstacles and it will produce poor sustainability capabilities. The strengthening of innovative programs in the public service sector needs to adopt the role model of public sector innovation initiative. The model emphasizes the importance of identifying the role of innovation that is designed in a program to the real problems faced so that later public confidence about the urgency of innovation can be achieved."

"ABSTRAKDewasa ini, listrik berperan besar terhadap kehidupan manusia. Seakan dengan pertumbuhan penggunaan listrik yang kian bertambah tiap tahunnya, perlu dipertimbangkan mengenai system pembangkitan listrik yang efisien agar setiap energi yang dihasilkan dapat dimanfaatkan sedemikian rupa sehingga jumlah energy yang terbuang (waste energy) dapat ditekan sesedikit mungkin. Penggabungan antara siklus Brayton dengan siklus Rankine dapat menjadi salah satu alternatif untuk meningkatkan efisiensi total mengingat gas buang dari siklus Brayton yang memiliki suhu cukup panas dimanfaatkan untuk memanaskan boiler pada sistem Rankine. Siklus gabungan pun banyak digunakan karena keunggulannya dan salah satunya terpasang di Pembangkit Listrik Tenaga Gas Uap Muara Karang Blok 1 500 MW. Tujuan dari penulisan karya ilmiah ini adalah untuk menghitung nilai efisiensi thermal total serta factor exergy destruction yang mempengaruhi penggunaan energi pada siklus gabungan sebuah pembangkit listirk. Berdasarkan hasil perhitungan dalam keadaan ideal, PLTU MK Blok 1 500MW memiliki efisiensi thermal total sebesar 46.9%, jauh lebih besar jika hanya dijalankan dalam satu siklus yang independen.

ABSTRACT

Nowadays, electricity plays a major role in human life. As if the growth of electricity usage is increasing every year, it is necessary to consider an efficient electricity generation system so that every energy produced can be utilized in such a way that the amount of wasted energy can be reduced as little as possible. Combining the Brayton cycle with the Rankine cycle can be an alternative to increase total efficiency considering the exhaust gas from the Brayton cycle that has a hot enough temperature is used to heat the boiler in the Rankine system. The combined cycle was widely used because of its superiority and one of them was installed in the Muara Karang Blok 1 500 MW Steam Gas Power Plant. The purpose of writing this scientific paper is to calculate the value of total thermal efficiency and exergy destruction factors that affect the use of energy in the combined cycle of a power plant. Based on the results of calculations in ideal circumstances, MK Sector 1 500MW PLTU has a total thermal efficiency of 46.9%, far greater if it is only run in one independent cycle.

"ABSTRACT

For more than a decade, Indonesia has been practicing decentralization. During this period, local governments still experience difficulties in generating local revenues to fund their development. Local government bonds (LGBs) are actually one of the finest sources for financing local development. However until now there is no real practice in issuing local bonds in Indonesia though it is allowed in the existing regulation.There are still many considerations which hindered the realisation of LGB issuance ranging from the rule of mechanism to the local governments readiness themselves. To gain more insights about the issue, learning from another country (in Japan) on how they manage LGBs effectively and securely will be beneficial. Comparison model between the two countries is chosen to see the regulation and managerial aspects in LGB implementation including the main institution in central level, rules of the game, buyers and purposes. By having this comparison, it is expected that some crucial factors can be looked at, which may then provide us some information on why LGBs are yet to bloom in Indonesia. Moreover, the comparison is expected to provide some basis about the possibility to ease policy adoption for Indonesia in managing LGBs."

"ABSTRAKPerlindungan ekspresi budaya tradisional EBT merupakan hal yang baru pada rezim kekayaan intelektual. Di Indonesia EBT dilindungi melalui Undang-undang Nomor 28 Tahun 2014 Tentang Hak Cipta dan Hak-Hak Terkait. Pemerintah daerah juga turut serta dalam membantu pelestarian dan menjaga budaya khas daerahnya sesuai yang diatur di dalam Undang-undang Nomor 23 Tahun 2014 Tentang Pemerintahan Daerah. Pada tahun 2017 lalu juga telah disahkan peraturan yang mengatur mengenai perlindungan budaya yaitu Undang-undang Nomor 5 Tahun 2017 tentang Pemajuan Budaya. Walaupun telah banyak peraturan yang diratifikasi oleh Indonesia dalam hal melindungi EBT, namun terbukti perlindungan terhadap EBT masih belum dilakukan secara maksimal. Salah satu contoh yang paling konkrit adalah ketika lagu khas daerah provinsi Maluku yang berjudul Rasa Sayange dipakai dalam pembukaan SEA Games 2017. Dari sini bisa ditarik kesimpulan bahwa negara serta pemerintah daerah provinsi Maluku butuh upaya-upaya perlindungan hukum dimasa yang akan datang agar bisa menjamin perlindungan terhadap EBT lewat lagu khas daerah bisa dilindungi dengan baik. Upaya-upaya perlindungan hukum yang dapat dilakukan oleh pemerintah beberapa diantaranya adalah pemerintah bisa memanfaatkan Sistem Pendataan Kebudayaan Terpadu, membuat publikasi mengenai sejarah dan data-data yang berkaitan dengan lagu khas daerah dan ekspresi budaya lainnya serta melakukan kerjasama dengan masyarakat lokal.

ABSTRACT The protection of Traditional Cultural Expressions TCE is a new field in intellectual property regime. In Indonesia, it is protected by Undang Undang Nomor 28 Tahun 2014 about Copyright and Related Right. Local government also have responsible that has been regulated by Undang Undang Nomor 23 Tahun 2014 about Local Government. In 2017 that has been added a new regulation that protect traditional culture in Undang Undang Nomor 5 Tahun 2017 about Advancement in Culture. Although there were many regulations ratified by Indonesia in terms of protecting TCE, but the regulated is not fully maximize to protect the TCE. One of the most concrete examples was when a Maluku folk song Rasa Sayange being used in the opening of the 2017 SEA Games. From this, it can be concluded that the state and the provincial government of Maluku need a future legal protection efforts in order to guarantee the protection of the folk song and other TCE. The legal efforts that the government can do are by using the Integrated Cultural Data Collection System, making historical publications and data rsquo s relating to folk song and other TCE and do some cooperating work to protect the folk song and other TCE with local communities.
