"Masalah yang tidak pernah surut dari perhatian internasional di Selat Taiwan adalah situasi ?dua Cina? yang terjadi antara Taiwan dan Cina Daratan. Selama ini Taiwan telah mengalami begitu banyak tantangan dalam menjalankan roda pemerintahannya sehubungan dengan situasi dua Cina ini, bahkan hal yang paling menyolok adalah interaksi dan komunikasi yang terjadi diantara kedua negara tersebut dapat dikatakan tidak terjalin dengan baik. Sampai saat ini Taiwan belum memberikan kesempatan bagi Cina Daratan untuk melakukan negosiasi mengenai status Taiwan. Terlebih setelah pemilihan presiden tahun 2000 yang dimenangkan oleh Chen Shui Bian, telah terjadi perubahan besar dalam agenda politik Taiwan yang kalau sebelumnya memiliki peluang untuk meramu negosiasi kearah "satu Cina",beralih menjadi kebijakan yang mengarah pada "Kemerdekaan" Taiwan. Sikap Taiwan ini sangat memprovokasi Cina untuk melakukan ancaman karena merasa kebijakannya untuk melakukan negosiasi melalui diplomasi tidak efektif. Akhirnya Cina memutuskan untuk memberikan ancaman secara koersif (militer) agar pemimpin Taiwan tidak dengan mudah menjalankan agendanya bahkan diharapkan akan tunduk pada Beijing. Namun hal ini tidak mudah dijalankan, terbukti Cina tidak dapat serta-merta melaksanakan agresi militernya mengingat Taiwan sekarang memiliki kemampuan untuk menghadapi agresi Cina. Ancaman Cina kepada Taiwan ini nampaknya sangat serius karena dalam periode tahun 2000-2004 aktifitas militer Cina meningkat dengan tajam termasuk modernisasi dan pengembangan teknologi PLA, yang semata-mata ditujukan untuk menaklukkan Taiwan yang menentang adanya kebijakan "satu Cina". Melihat gencarnya ancaman Cina ini, maka Taiwan pada awal tahun 2000 saat presiden Chen pertama kali terpilih, telah juga membuat sebuah kebijakan untuk mengatasi ancaman tersebut. Adapun kebijakan Taiwan ini bertumpu pada bidang pertahanan yang menjadi konsentrasi utama pemerintah untuk menangkal setiap ancaman koersif yang diberikan oleh Cina. Melihat situasi keberadaan negaranya maka Taiwan menggunakan operasi strategi pertahanan bertahan (defensive strategy) dalam menghadapi ancaman militer Cina yang sifatnya menyerang (Ofensive defense). Tesis ini dimaksudkan untuk menjelaskan strategi yang akan digunakan oleh Taiwan dalam menghadapi ancaman militer Cina. Termasuk upaya yang dilakukan untuk melibatkan Amerika sebagai negara yang melindunginya dibawah perjanjian Taiwan Relation Act (TRA). Dalam tesis ini penulis menggunakan konsep Strategi Pertahanan untuk melakukan analisa permasalahan. Penulis mencoba untuk membuat penelitian ini dengan menggunakan metode penelitian kualitatif dan bersifat deskriptif. Dalam kerangka analisa ini, penulis juga menggunakan dua variabel yaitu : Kebijakan luar negeri Taiwan dan Ancaman Cina untuk menjelaskan latar belakang terjadinya variabel strategi pertahanan Taiwan. Berdasarkan beberapa analisa yang dilakukan dengan menggunakan konsep dan metode penelitian yang dikemukakan diatas, maka penulis menyimpulkan bahwa Taiwan menghadapi Cina dengan menggunakan strategi pertahan defensif dan memakai operasi pertahanan lepas pantai bersamaan dengan strategi pertahanan aliansi.

One problem that never fade away from international concern in Taiwan Straits is "two China" condition between Taiwan and Mainland China. Too many difficult situation were facing by Taiwan government especially interaction between these two countries. Until now, Taiwan never pay attention to do negotiation with China Mainland regarding statutes of Taiwan. Through president election on 2000 has changed the Taiwan?s agenda from "one China" to ?independence?. On the other side China tried to threatened with military coercive to constraint Taiwan surrender to Beijing. But this is not a simple or easy way, as Taiwan ha no fear with military aggression and has also their own strength to refuse the policy of China, although the intimidation of China seems so serious since 2000-2004 by their military activity including modernization of PLA. On year 2000, since President Chen first won the election, he has decided one policy to overcome China's military coercive, and his main concentration is also military defensive . Taiwan apply this defensive strategy to face the Ofensive defence of China. Main point of this thesis is to analyse the strategy of Taiwan against China?s military aggression. Also regarding their effort to get the involvement of America to protect Taiwan based on TRA Agreement. In this thesis, writer use the concept of defensive strategy that applied by Taiwan to face the China threats and tried to use descriptive Characteristic and qualitative method. Also in this case writer use variables in explaining the Taiwan?s foreign policy and China?s military aggression as the background of the defensive strategy prepared by Taiwan. Based on these analyses and concept of research method, writer come to conclusion that Taiwan has taken a defensive strategy and offshore operation combining with alliance defensive strategy."

The formation or extension of Preferential Trade Areas (PTAs) leads to a reduction in trade costs.
