"Ide pembentukan Komunitas Politik Keamanan ASEAN APSC pada tahun 2015 merupakan perwujudan salah satu pilar dari Komunitas ASEAN. ASEAN Community Pembentukan komunitas keamanan ini merupakan suatu fenomena yang menarik karena komunitas ini dibentuk dalam suatu kawasan regional yang terdiri dari negara negara dengan kapabilitas militer yang cenderung serupa karena tidak terdapat hegemon regional di kawasan tersebut.
Penelitian ini berfokus untuk menganalisis mengapa proses pematangan APSC diikuti oleh poliferasi senjata ofensif oleh negara negara anggota ASEAN Penelitian ini juga bertujuan untuk menunjukkan keterkaitan antara proses pematangan Komunitas Politik Keamanan ASEAN APSC dengan dinamika persenjataan di Asia Tenggara serta seberapa besar tingkat interaksi antara kedua variabel tersebut.

The idea of the establishment of ASEAN Political Security Community APSC in 2015 is a manifestation of security pillar which is one of the pillars that support ASEAN Community The establishment of this security community is an interesting phenomenon as it is created in a region that consists of states with similar military capabilities as the region does not possess regional hegemon.
This research focuses on the question why the maturation of ASEAN Political Security Community APSC is followed by the arms proliferation of ASEAN member states. It also explains the linkage between the maturation of APSC and the arms dynamics in Southeast Asia as well as the level of interaction among the two variables."

"[ABSTRAK
Tesis ini berfokus pada eksistensi ASEAN Regional Forum (ARF) di tengah tren
bilateralisme kawasan Asia Tenggara. Tujuan penelitian ini adalah untuk
menganalisis strategi yang digunakan pemerintah negara-negara di kawasan Asia
Tenggara dan negara-negara ekstra-regional khususnya Tiongkok dan Amerika
Serikat di ASEAN Regional Forum (ARF). Aktor-aktor tersebut saling menjaga satu
sama lain untuk terlibat secara konstruktif di kawasan berbasis norma-norma
kooperatif yang dapat membantu mereka untuk mencapai kepentingan nasional dan
mencegah munculnya hegemoni intramural di wilayah Asia Pasifik. Penelitian ini
menggunakan pendekatan kualitatif. Selain itu, penelitian ini menggunakan kerangka
Teori Balance of Influence yang diwujudkan kedalam strategi Hedging untuk
menganalisis fenomena yang terjadi. Penelitian ini menemukan bahwa meskipun
berada di tengah-tengah tren bilateralisme, aktor-aktor yang terlibat didalam ARF
tetap mempertahankan forum ini karena model dialog dan penyelesaian ARF telah
berhasil menjaga perimbangan kekuatan-kekuatan ekstra-regional di kawasan.

ABSTRACT
This research focuses on the existence of ASEAN Regional Forum (ARF) within the
Bilateralism Trend in Southeast Asia. The purpose of this study was to analyze the
strategy of Southeast Asian governments and extra-regional powers used (especially
China and US) to keep each other constructively and cooperatively engaged in the
region and to promote rule and norm-based arrangements and principles that help
them to achieve their national interest and deny intramural hegemony in the Asia
Pacific region. This study used qualitative approach. In addition, this study uses the
framework of Balance of Influence Theory that embodied into Hedging Strategy to
analyze the phenomenon that occurs. This study found that despite the bilateralism
trends, the actors that involved in the ASEAN Regional Forum (ARF) decided to
retain this forum because its dialogue and settlement models have managed to
maintain the balance of extra-regional state power in Southeast Asia., This research focuses on the existence of ASEAN Regional Forum (ARF) within the

"Tugas karya akhir ini membahas mengenai proses regionalisasi Asia Selatan dilihat dari aspek keamanan, ekonomi dan politik internasional serta sosial budaya dalam SAARC. Pembahasan dalam tulisan ini bertujuan untuk memberikan gambaran regionalisasi di negara berkembang, khususnya di kawasan Asia Selatan. Dengan menggunakan teori regionalisme, maka akan dianalisis tahap regionalisasi dari tiap aspek melalui keterlibatan indikator-indikator pendukung regionalisme, seperti kebijakan, common goal dan hasil faktualnya. Setelah itu, akan dilihat tingkat regionalisme dari tiap aspek melalui proses pelaksanaan kebijakannya. Hasil dari analisa tulisan ini memperlihatkan bahwa regionalisasi di aspek keamanan masih rendah, begitu pula di aspek ekonomi dan politik internasional. Di sisi lain, dengan melihat keterlibatan indikator-indikator pendukung menunjukkan aspek sosial budaya di SAARC memasuki tahap regionalisasi sedang.

This final assignment will discuss the process of regionalization in South Asia in the facets of security, international and political economy and social culture in SAARC. The aim of this paper is to give description about regionalization in developing countries, especially in South Asia region. This paper will use regionalism as the theory and analyze the level of regionalization from every facets through supporting indicators of regionalization. The supporting indicators will be the actors, policies, common goal and also the factual impacts. This paper will also analyze regionalization from the policies? implementation in SAARC. The result showed that regionalization in security aspect is still low, this is also happen in international and political economy. However, seeing through the supporting indicators of regionalization, level of regionalization in social culture of SAARC is in the middle."
