"Skripsi ini membahas mengenai proses kesepakatan dalam perumusan Kebijakan Murray Darling Basin Plan 2012 antara Pemerintah Federal Australia dengan Basin States (Queensland, New South Wales, Victoria, South Australia, dan Australian Capital Territory). Kebijakan Murray Darling Basin Plan 2012 merupakan kebijakan Pemerintah Federal Australia dalam mengelola Basin Murray Darling selama sepuluh tahun kedepan. Penelitian ini menggunakan Collaborative Governance yang dikemukakan oleh Ansel dan Ansel dan Gash menjelaskan bila sebelumnya terjadi perdebatan sebelumnya tinggi dan komitmen jangka panjang untuk membangun kepercayaan diperlukan, maka hasil antara yang menghasilkan kemenangan kecil sangat penting. Berdasarkan temuan penelitian, negosiasi yang berlangsung diantara Pemerintah Federal Australia dan Pemerintah Basin States (Queensland, New South Wales, Victoria, South Australia, dan Australian Capital Territory). Temuan lainnya pada penelitian ini yakni bahwa Julia Gillard melakukan Buy In kepada Pemerintah Basin States dengan memberikan dana investasi terhadap pengelolaan air di wilayah basin untuk mewujudkan kesepakatan antara Federal dan Basin States dan pada akhirnya Kebijakan Murray Darling Basin Plan 2012 diresmikan dan kemenangan yang didapat masing masing kecil.

This thesis discusses the agreement process in the formulation of the 2012 Murra Darling Basin Plan Policy between the Federal Government of Australia and the Basin States (Queensland, New South Wales, Victoria, South Australia and the Australian Capital Territory). Murray Darling Basin Plan 2012 is a policy of the Australian Federal Government in managing the Murray Darling Basin for the next ten years.

This research uses Collaborative Governance put forward by Ansel and Ansel and Gash explains that if previously there was a high previous debate and a long-term commitment to build trust is needed, the intermediate results that produce small wins are very important.

Based on research findings, negotiations are taking place between the Australian Federal Government and the Basin States Government (Queensland, New South Wales, Victoria, South Australia and the Australian Capital Territory). During the process of discussing the 2012 Murray Darling Basin Plan Policy formulation, it was found that submissions were made by the Basin States Government and the Basin community.

Other findings in this study are that Julia Gillard conducted a Buy In to the Basin States Government by providing investment funds for water management in the basin to realize an agreement between the Federal and Basin States and finally the Murray Darling Basin Plan 2012 Policy was formalized and the winnings that each received small."
