"Hungaria merupakan salah satu negara donor yang melibatkan CSO dalam praktik bantuan luar negeri. Hal tersebut tercermin dari peningkatan alokasi ODA untuk CSO dari yang semula 3% menjadi 28% di tahun 2019. Sebagai negara donor yang relatif baru, peningkatan persentase dipandang unik karena tiga hal (1) persentase tersebut jauh berada di atas negara anggota OECD lainnya yang hanya di kisaran 10-20%, (2) alokasi ODA berasal dari ODA bilateral yang sarat akan kepentingan donor, dan (3) Mayoritas CSO yang terlibat merupakan CSO berbasis di Hungaria, sementara sepuluh tahun terakhir terdapat tensi antara pemerintah Hungaria dengan CSO domestik. Skripsi ini membahas faktor-faktor domestik serta interaksinya dengan faktor eksternal yang membentuk kemitraan pemerintah Hungaria dengan Civil Society Organisations (CSO) dalam konteks Official Development Assistance (ODA) tahun 2017-2019. Penelitian dilakukan untuk menjelaskan signifikansi aktor CSO dalam bantuan luar negeri dengan mengetahui motif dan pertimbangan yang melandasi penyaluran ODA melibatkan CSO. Penelitian ini adalah penelitian kualitatif dengan desain deskriptif. Penulis menyimpulkan bahwa peningkatan kemitraan antara pemerintah Hungaria dengan CSO domestik dalam bantuan luar negeri hasil dari terfragmentasinya mekanisme pencegahan migrasi global Uni Eropa yang kemudian mendorong pemerintah Hungaria untuk mengimplementasikan kebijakannya sendiri melalui mekanisme ODA untuk CSO. Berawal dari sana kemudian karakter politik domestik yang tersentralisasi dengan ide/gagasan pembentuk berdasarkan ancaman kaeamanan nasional dan solidaritas kristiani menjadi faktor domestik dominan yang membentuk kebijakan ODA untuk CSO.

Hungary is one of the donor countries that mostly involve CSOs in the practice of foreign aid. This is reflected in the increase in ODA for CSOs from 3% to 28% in 2019. As a relatively new donor country, the increase in the percentage can be seen as unique because (1) the percentage is far above other OECD member countries which only in the range of 10%-20%, (2) it's part of bilateral ODA which is commonly tends to serve donor interests, and (3) The majority of it is Hungarian-based CSOs, while in the last ten years there has been tension between the Hungarian government and domestic CSOs. This thesis discusses domestic factors and their interactions with external factors that form the partnership between the Hungarian government and Civil Society Organizations (CSOs) in the context of Official Development Assistance (ODA) 2017-2019. The study was conducted to explain the significance of CSO actors in foreign aid by knowing the motives and considerations underlying the distribution of ODA involving CSOs. This is qualitative research with a descriptive design. The author concludes that the increased partnership between the Hungarian government and domestic CSOs in foreign aid is the result of the fragmentation of the European Union's global migration prevention mechanism which then encourages the Hungarian government to implement its policies through the ODA mechanism for CSOs. Therefore, centralized domestic politics with ideas based on national security threats and Christian solidarity becomes the dominant domestic factor that shapes ODA policies for CSOs."
