"Penggunaan persenjataan sebagai alat kekerasan telah memengaruhi kondisi politik global di dunia, khususnya bila persenjataan tersebut ditransfer kepada pihak-pihak yang terbilang bermasalah. Transfer persenjataan itu pun sering disebut-sebut sebagai penyebab dari konflik-konflik yang terjadi di seluruh dunia. Untuk itu, peran transfer persenjataan ini perlu dilihat secara akademik, terutama dengan keterkaitannnya terhadap konflik-konflik global. Berdasarkan hal tersebut penulis telah mengumpulkan sebanyak 40 literatur terkait, yang mencoba memberikan kontribusinya masing-masing pada bahasan transfer persenjataan secara umum, dan pada konflik global – antarnegara dan intranegara – secara khusus. Metode yang penulis gunakan adalah Metode Taksonomi, sebagai metode yang dapat menggambarkan pengelompokan tema-tema umum yang muncul secara komprehensif. Penulis membagi literatur-literatur tersebut kedalam empat taksonomi besar, yaitu: (1) perkembagan tren dan pola historis dalam transfer persenjataan; (2) sistem persenjataan sebagai objek pengaruh konflik dalam transfer persenjataan; (3) transfer senjata konvensional dan konflik antarnegara; dan (4) transfer senjata konvensional dan konflik intranegara. Tinjauan pustaka ini berupaya untuk menyingkap konsensus, perdebatan, dan kesenjangan penelitian yang muncul dalam penelitian pada topik transfer senjata konvensional dan konflik ini. Tinjauan pustaka ini juga menunjukkan sejumlah hal yang muncul pada penelitian topik ini, yakni pada tren waktu penulisannya, fokus wilayah penelitian konflik yang diteliti, asal penulisnya, metodologi yang digunakan, dan asal data yang digunakan dalam penelitian konflik global antarnegara dan intranegara ini. Penulis menemukan bahwa topik transfer senjata secara umum kurang memiliki kontribusi akademik yang komprehensif, khususnya bila bahasannya terkait dengan persenjataan yang sifatnya konvensional utama dan hubungannya dengan konflik. Penulis menemukan sejumlah hal seperti, masalah epistemologis yang ada terkait relasi tersebut, aspek hirarki yang memengaruhi transfer senjata global, faktor-faktor penting yang memengaruhi seputar topik ini, dan dampak umum yang disebabkan oleh transfer senjata ini pada konflik. Penulis juga memberikan beberapa rekomendasi yang dapat dilakukan, baik sifatnya akademik maupun empiris – di dunia dan Indonesia, pada praktik perdagangan senjata secara umum di dunia, berdasarkan kesenjangan-kesenjangan penelitian yang telah muncul.
The use of weapons as a tool of violence has influenced global political conditions in the world, especially when these weapons are transferred to parties who are considered problematic. The transfer of arms is often cited as the cause of conflicts around the world. For this reason, the role of weapons transfer needs to be seen academically, especially with its relevance to global conflicts. Based on this, the author has collected as many as 40 related literatures, each of which tries to contribute to the discussion of arms transfer in general, and to global conflicts – between states and intra-states – in particular. The method that the author uses is the Taxonomy Method, as a method that can describe the grouping of general themes that appear, comprehensively. The author divides the literature into four major taxonomies, namely: (1) the development of historical trends and patterns in the transfer of weapons; (2) weapons systems as objects of conflict influence in the transfer of weapons; (3) transfer of conventional weapons and interstate conflicts; and (4) transfer of conventional arms and intra-state conflicts. This literature review seeks to uncover the emerging consensus, debate, and research gaps in research on this topic of conventional arms transfer and conflict. This literature review also shows several things that have emerged in the research on this topic, namely the trend in the time of writing, the focus of the conflict research area being studied, the origin of the author, the methodology used, and the origin of the data used in this international and intra-state global conflict research. The author finds that the topic of arms transfer in general lacks a comprehensive academic contribution, especially when the discussion is related to major conventional weapons and their relationship to conflict. The author finds several things such as, the existing epistemological problems related to the relationship, the hierarchical aspects that affect global arms transfers, the important influencing factors surrounding this topic, and the general impact caused by these arms transfers on conflict. The author also provides several recommendations that can be made, both academic and empirical in nature – in the world and in Indonesia, on the practice of arms trade in general in the world, based on research gaps that have emerged."
