"ABSTRACT
Sebagai upaya untuk memerangi ancaman kejahatan transnasional, Indonesia melalui Kepolisian Negara Republik Indonesia POLRI, telah terlibat dalam berbagai program kerjasama internasional yang ditujukan untuk memperkuat otoritas maupun kapabilitas penegakan hukumnya. Aspek menarik yang tulisan ini sorot adalah bahwa keterlibatan Indonesia dalam kerjasama kontra-kejahatan transnasional via POLRI tersebut, hadir dalam intensitas kedalaman kerjasama police-to-police yang beragam, dimulai dari bentuk kerjasama pertukaran informasi hingga pembangunan fasilitas penegakan hukum permanen yang dikelola bersama oleh POLRI dengan mitra internasionalnya. Tulisan ini mengidentifikasi bahwa ragam keterlibatan POLRI tersebut merupakan konsekuensi dari pengaturan proses pengambilan keputusan kerjasama kontra-kejahatan transnasional Indonesia, yang harus dilakukan melalui koordinasi antara agensi penegakan hukum POLRI dan Kemlu RI selaku representasi politik luar negeri Indonesia. Sejauh mana keterlibatan Indonesia dalam suatu kerjasama police-to-police untuk memerangi kejahatan transnasional merupakan hasil kompromi dari preferensi organisasional masing-masing focal point tersebut. Merujuk pada kerangka pemikiran perumusan Kebijakan Luar Negeri model birokrasi-politik dan konsep internasionalisasi kepolisian, tulisan ini akan membahas: 1 bagaimana proses pengambilan keputusan Indonesia terkait kerjasama police-to-police; 2 pertimbangan apa saja yang melandasi preferensi organisasional dari POLRI dan Kemlu RI; 3 bagaimana proses pengambilan keputusan tersebut telah berdampak pada ragam program kerjasama kontra-kejahatan transnasional Indonesia yang dikelola oleh POLRI; dan 4 penerapan konsepsi pengambilan keputusan tersebut pada proses pembentukan Densus-88 AT dan JCLEC, selaku dua produk kerjasama kontra-kejahatan transnasional Indonesia dengan tingkat intensitas paling mendalam.

ABSTRACT
As an effort to combat its threat of transnational crime, Indonesia through its Indonesian National Police POLRI , has been involved in a range of international cooperation programs which are intended to strengthen its law enforcements authority and capabilities. The interesting aspect that this research paper highlights from Indonesia rsquo s involvement in combatting transnational crime via POLRI is its variation in police to police cooperation depth, ranging from information exchange to the establishment of a permanent law enforcement facility unit co managed by POLRI and its international counterpart. This paper argues that POLRIs variation in police to police cooperation depth is a consequence from Indonesias Foreign Policy Decision Making setup, that requires POLRI ndash Indonesias law enforcement agency, to first coordinate with Kemlu RI ndash the Ministry of Foreign Affairs representation of Indonesias foreign policy, in order to decide Indonesias involvement in said counter transnational crime cooperation. To what extent Indonesia is able to commit in a police to police cooperation to combat transnational crime, is a result of compromise from each focal points organizational preference towards the issue. In accordance to the bureaucratic politics model of Foreign Policy Decision Making framework and the concept of police internationalization, this paper will discuss 1 Indonesias Foreign Policy Decision Making process on determining police to police cooperation to combat transnational crime 2 the fundamental considerations that underlie both POLRI and Kemlu RI organizational preference towards counter transnational crime cooperation 3 Indonesias Foreign Policy Decision Making process impact on its variation of involvement in counter transnational crime cooperation as managed by POLRI and 4 the decision making process of Densus 88 AT and JCLEC, as two of Indonesias most profound police to police cooperation products. "

"This book examines the changes in Indonesian foreign policy during the 21st century as it seeks to position itself as a great power in the Indo-Pacific region.
The rise of 21st-century Indonesia is becoming a permanent fixture in both the domestic and global discourses. Though there has been an increasing level of discussion on Indonesia’s emerging power status, there has been little discussion on how the country is debating and signalling its new-found status. This book combines the insights of both neo-classical realism and social identity theory to discuss a reset in an emerging Indonesia’s foreign policy during the 21st century while emphasizing domestic drivers and constraints of its international behaviour. There are three key organizing components of the book – emerging power, status signalling and the Indo-Pacific region. The Indo-Pacific region constitutes a spatial framing of the book; the emerging power provides an analytical category to explain Indonesia’s changing international status; and status signalling explains multiple facets of international behaviour through which the country is projecting its new status. Though leaders are adding different styles and characteristics to the rising Indonesia narrative, there are a few unmistakable overarching trends that highlight an increasing correlation
between the country’s rising power and growing ambition in international behaviour. This book is built around four key signalling strategies of Indonesia as an emerging power – expanded regional canvas, power projection, leadership projection, and quest for great power parity. They represent Indonesia’s growing desire for a status-consistent behaviour, its response to the prevailing strategic uncertainty in the Indo-Pacific region and its attempt to advance its strategic interests.
This book will be of much interest to students of South-East Asian politics, strategic studies, international diplomacy, security studies and IR in general."

Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor yang mendasari sikap Rusia di dalam DK PBB mengenai konflik Suriah pada tahun 2011 - 2014. Pada bagian awal, penelitian ini akan membahas mengenai latar belakang terjadinya konflik, respon internasional dan langkah kebijakan luar negeri Rusia terutama dalam perannya sebagai anggota dari DK PBB.Dalam proses analisa, penelitian ini menggunakan teori dari William D.Coplin yang menyebutkan bahwa dalam pengambilan keputusan kebijakan luar negeri, terdapat faktor-faktor yaitu konteks internasional, politik domestik, ekonomi dan militer. Pada bagian akhir, penelitian ini akan membahas mengenai kebijakan luar negeri Putin dan bagaimana perannya sebagai pemimpin Rusia dalam tujuannya untuk menjaga kepentingan nasional Rusia dalam konflik Suriah.

ABSTRACT
The purpose of this research is to identify factors that determined Russia rsquo s decision in UNSC regarding Syria conflict from year 2011 to 2014.First, this thesis will explain the conflict background, international response and Russia rsquo s foreign policy decision as a permanent member of the UNSC.In analyzing the factors, the thesis used William D. Coplin theory of foreign policy decision making. This theory comprises of several factors in determining foreign policy international context, domestic politics, economy and military. In the last chapter, this thesis will analyse Putin rsquo s foreign policy in order for him to secure its national interest in Syria rsquo s conflict. "
