"Tesis ini menganalisa penyebab dan proses modernisasi alutsista pertahanan laut melalui kebijakan Minimum Essential Force (MEF) tidak mencapai target pada tahap II tahun 2015-2019. Penelitian ini menggunakan teori implementasi kebijakan oleh Grindle. Teknik pengumpulan data dilakukan dengan wawancara mendalam kepada narasumber penelitian, serta melakukan pengumpulan data sekunder berupa dokumen-dokumen terkait. Hasil penelitian ini menunjukkan bahwa terdapat empat permasalahan yang menjadi penyebab tidak tercapainya target pemenuhan modernisasi alutsista pertahanan laut melalui kebijakan MEF tahap II tahun 2015-2019. Pertama, realisasi anggaran pertahanan. Kedua, perbedaan pandangan antara aktor-aktor kebijakan terhadap MEF. Ketiga, pengawasan dan pengendalian tidak terlaksana. Keempat, kemandirian industri pertahanan dalam negeri tidak tercapai. Dengan menggunakan teori implementasi kebijakan Grindle, penelitian ini menjelaskan bahwa keempat permasalahan yang menjadi penyebab tidak tercapainya target tidak hanya dipengaruhi oleh keterbatasan sumber daya, namun juga oleh komitmen (political will) aktor-aktor kebijakan. Political will yang dimaksud Grindle dijelaskan melalui variabel konteks implementasi kebijakan meliputi kepentingan aktor-aktor kebijakan, karakteristik rezim dan tingkat kepatuhan stakeholders. Hasil analisis juga menunjukkan bahwa tidak terpenuhinya setiap aspek dalam variabel konten dan variabel konteks implementasi kebijakan menjadi faktor yang menyebabkan implementasi kebijakan modernisasi alutsista TNI dalam MEF tahap II tahun 2015-2019 tidak memenuhi target yang telah ditetapkan.

This thesis analyzes the causes and process of modernizing maritime defense equipment through the Minimum Essential Force (MEF) policy which did not reach the target in phase II 2015-2019. This research uses Grindle's theory of policy implementation. Data collection techniques were carried out using in-depth interviews with research sources, as well as collecting secondary data in the form of related documents. The results of this research show that there are four problems that are the cause of not achieving the target of fulfilling the modernization of maritime defense equipment through the MEF phase II policy for 2015-2019. First, realization of the defense budget. Second, differences in views between policy actors towards MEF. Third, supervision and control does not work. Fourth, the independence of the domestic defense industry has not been achieved. By using Grindle's theory of policy implementation, this research explains that these four problems are not only influenced by limited resources, but also by the commitment (political will) of policy actors. The political will referred to by Grindle is explained through policy implementation context variables including the interests of policy actors, regime characteristics and the level of stakeholder compliance. The results of the analysis also show that the failure to fulfill every aspect in the content variables and policy implementation context variables is a factor that causes the implementation of the TNI defense equipment modernization policy in MEF phase II 2015-2019 to not meet the targets that have been set."

"ABSTRAKTanzania has enjoyed rather peaceful political transitions both the post-colonial regime and to multiparty democracy whereas in many other African states, recurring violent civil wars and ethnic conflicts have led to tremendous human suffering. This research examines how Tanzania achieved succesful national-identity-building and national integration that brought about stability in the society and how the nationalist policies have influenced democratic development in the multiparty regime. Tanzania in the aftermath of colonization chose to follow the path to unity and equality, while it suppressed cultural diversity and individual liberty. Yet, the changes in the recent elections give hope for further democratic development in Tanzania. The nationalism trajectories shape its democratization process to be slow but peaceful. "

"Penelitian ini membahas pemuda dan dinamika nasionalisme yang terfokus pada wisatawan nusantara muda di Jabodetabek. Penelitian ini bertujuan untuk menganalisis hubungan antara aktivitas wisata sejarah dengan nasionalisme pemuda, mengkaji wisata sejarah dengan perspektif teori nasionalisme, dan strategi pengelola wisata sejarah untuk menarik kunjungan wisata pemuda. Penelitian ini menggunakan pendekatan campuran/kombinasi (mix method) dengan metode studi kasus. Pengumpulan data dilakukan dengan teknik angket, wawancara, studi literatur, dan studi dokumentasi. Reponden terdiri dari wisatawan nusantara muda di Jabodetabek, sedangkan informan penelitian terdiri dari pemuda, pengelola wisata sejarah, dan sejarawan/akademisi. Hasil penelitian ini menunjukan bahwa ada hubungan antara wisata sejarah dengan nasionalisme pemuda. Diketahui bahwa nilai koefisien korelasi yaitu korelasi variabel independen Wisata Sejarah (X) terhadap variabel dependen Nasionalisme (Y) sebesar 0,795. Nilai ini menunjukkan bahwa 79,5% Nasionalisme (Y) dipengaruhi oleh Wisata Sejarah (X). Hasil data kuantitatif ini diperkuat data kualitatif berupa wawancara yang telah dilakukan kepada empat pemuda sebagai informan penelitian. Semua informan dapat menyatakan nasionalismenya secara jelas setelah memiliki pengalaman melakkukan wisata sejarah di Jabodetabek. Berbagai upaya telah dilakukan oleh pengelola dalam menarik kunjungan, salah satunya yaitu inovasi teknologi dalam wisata sejarah sesuai dengan apa yang harapkan oleh para pemuda.

This research deals with the dynamics of youth nationalism that focuses on young domestic tourists in Jabodetabek. This research aims to analyze the relationship between historical tourist activities and perspective on nationalism theory, and historical tourism management strategy to attract youth tourist visit. This research uses mix method by using case study approach. Data collection was conducted by using questionnaire, interview, literature study, and documentation study techniques. Respondents consist of youth domestic tourists in Jabodetabek, while research resources consist of youth, historical tourism manager, and historians/academis.

This research reveals that there is a relation between historical tourism and youth nationalism. There are several findings which show that the coefficient values toward variable dependent nationalism (y) as much as 0.795. this score shows that 79.5% of nationalism (y) is affected by historical tourism (x). This quantitative data is supported by qualitative data in forms of interview which was conducted with for young men as the research resources. All resources are able to declare their nationalism clearly after having experience in doing historical tourism in Jabodetabek. Various efforts have been done to attract visitors which one of them is using technology innovation in historical tourism in accordance with youth expectations."
