"15-Minute City merupakan sebuah konsep kota yang akhir-akhir ini dilirik oleh berbagai pimpinan kota, tidak terkecuali Anne Hidalgo, wali kota Paris periode 2014-2020 dan 2020-2026. Dalam kampanye municipale 2020, ia meluncurkan Paris En Commun, dengan salah satu programnya adalah Ville du Quart d’Heure atau 15-Minute City. Artikel ini bertujuan untuk mencari tahu pengaruh Ville du Quart d’Heure pada ruang kota dan aspek sosial-ekonomi. Lalu, artikel ini juga mencari faktor apa saja yang mendorong implementasinya di kota Paris sejak 2020 hingga saat ini. Penelitian ini diharapkan akan berguna untuk peningkatan praktik serta pengembangan konsep kota 15-Minute city di masa mendatang. Penelitian ini menggunakan metode kualitatif konstan Taylor dan Bogdan (1998), kemudian ditulis secara deskriptif, dengan menggunakan konsep 15-Minutes City oleh Carlos Moreno (2020), mixité sociale oleh Harris Selod (2005), dan konsep pemasaran politik oleh Dominici Wring (1997). Sedangkan, pengumpulan sumber data menggunakan metode wawancara, kuesioner, dan focus group discussion. Hasil penelitian menunjukkan bahwa telah terjadi beberapa perubahan, diantaranya pergeseran gaya hidup, perubahan fungsi ruang publik, hingga implikasi sosial-ekonomi, walaupun belum berjalan secara maksimal dan signifikan. Perubahan ini didorong oleh faktor politik, factor tata kota saat ini, faktor sejarah, serta pandemi COVID-19.

15-Minute City is a city concept that has recently caught the attention of many city leaders, most notably Anne Hidalgo, the mayor of Paris for 2014-2020 and 2020-2026. In her 2020 municipal campaign, she launched Paris En Commun, with one of its programmes named Ville du Quart d'Heure or 15-Minute City. This article aims to explore the impact of Ville du Quart d'Heure on urban space and socio-economic aspects. It also explores the factors that have driven its implementation in Paris since 2020 to date. It is hoped that this research will be useful for improving the practice and development of the 15-Minute city concept in the future. This research uses the constant qualitative method of Taylor and Bogdan (1998), then written descriptively, using the concept of 15-Minutes City by Carlos Moreno (2020), mixité sociale by Harris Selod (2005), and the concept of political marketing by Dominici Wring (1997). Meanwhile, data collection used interviews, questionnaires, and focus group discussions. The results showed that there have been several transformations, including lifestyle shifts, changes in the function of public spaces, and social-economy implications, although it has not been carried out optimally and significantly. These changes are driven by political factors, current city planning factors, historical factors, and the COVID-19 pandemic."

Dari persepsi tersebut, timbul ketertarikan untuk mencari tahu mengenai perealisasian sebuah utopia dan kota ideal, perihal hal tersebut mungkin dilakukan ataupun tidak. Berdasarkan kesimpulan, kota ideal adalah sesuatu yang mungkin untuk dilakukan namun tidak secara sempurna. Konsep kota ideal cenderung berkaitan erat dengan imajinasi bebas perancangnya. Maka dari itu, perealisasian kota ideal belum dapat dilakukan secara total dikarenakan adanya intervensi masyarakat dan perubahan gaya hidup masyarakat.

Imagination about utopia is closely related to something which is hard or impossible to be realized. From this perspective, there is an interest to investigate the realization of utopian dreams, an ideal city and its possibilities. The investigation will start by learning the basic meanings of imagination ideals in design, utopia, an ideal city and a utopian city. Then, there will be a discussion of some sample of utopian ideas in the form of an ideal city done by some architects in the past that will lead to a case study of the city of Brasilia which an implementation of urban utopian thinking.

Based on the conclusion, an ideal city is a dream which is yet to be fulfilled. Some attempts to make it happen in the past have succeeded, but the result was not as expected by the initial concept. The concept of an ideal city is based on the planner?s freedom of imagination. Therefore, the realization of an ideal city has not been carried out perfectly because the ideal city itself was intervened by the people living in it who needed a change of lifestyle."

"Penelitian ini membuktikan bahwa aliran kebatinan Subud menerapkan konsep spiritual modern dalam ajarannya untuk mempertahankan dan memperkuat aliran Subud di era modern sehingga ia mampu menarik anggota dari kaum intelektual, rasional, logis, dan modern. Subud merupakan aliran kebatinan yang berkembang pesat di Jakarta bahkan di tujuh puluh delapan Negara yang menunjukkan bahwa ia berada di tengah tengah masyarakat modern. Tujuan dari penelitian ini adalah untuk memberikan pemahaman dan pengetahuan kepada masyarakat awam yang belum mengetahui atau mengenal aliran Subud. Penelitian ini akan menerapkan teori Konsep Spiritual Modern dari Dr. H. Abdul Muhaya. Penelitian ini menggunakan prosedur dan tata cara paradigma penelitian kualitatif. Hasil penelitian ini menunjukkan bahwa memang benar Subud memakai konsep spiritual modern dalam penerapan tujuh simbol lingkaran yang dimiliki Subud karena sudah tidak menggunakan ritual dan tata cara nenek moyang atau ortodoks seperti ajaran aliran kebatinan lain yang ada di Jawa. Melalui penelitian deskriptif kualitatif dapat disimpulkan dari berbagai pendapat narasumber penganut Subud bahwa Subud merupakan latihan pengolahan jiwa dan memberikan ajaran tentang moral dalam kehidupan dan penerapan moral dalam kehidupan sehari-hari. Moral yang dimaksud juga mengingatkan kembali manusia agar senantiasa menjadi manusia yang sadar bahwa ada kuasa yang sangat besar yaitu kuasa Tuhan, moral ini diajarkan secara bertahap dan melalui tingkatan dari ketujuh lingkaran Subud yang pada akhirnya manusia akan kembali menyatu jiwanya dengan Tuhan.

This research proves that the Subud kebatinan school applies modern spiritual concepts in its teachings to maintain and strengthen the Subud school in the modern era so that it is able to attract members of the intellectual, rational, logical, and modern. Subud is a mystical school that developed rapidly in Jakarta even in seventy-eight countries which shows that it is in the midst of modern society. The purpose of this study is to provide understanding and knowledge to ordinary people who do not know or know the Subud stream. This study will apply the theory of Modern Spiritual Concepts from Dr. H. Abdul Muhaya. This study uses procedures and procedures for qualitative research paradigms. The results of this study indicate that it is true that Subud used modern spiritual concepts in the application of seven circle symbols possessed by Subud because he had not used ancestral or orthodox rituals and procedures like the teachings of other mystical schools in Java. Through qualitative descriptive research, it can be concluded from the various opinions of Subud adherents that Subud is a mental processing exercise and provides teachings about morals in life and moral application in daily life. The moral in question also reminds humans to always be human beings who are aware that there is a very large power, namely the power of God, this moral is taught in stages and through the levels of the seven Subud circles that in the end humans will re-unite their souls with God."

"ABSTRAKPenelitian ini melihat fenomena dan konteks pelaksanaan Kesepakatan Kerjasama Sukarela (Voluntary Partnership Agreement) dalam FLEGT (Forest Law, Enforcement, Governance and Trade) dibuat Uni Eropa (UE) yang merupakan tanggapan dari UE atas pembalakan liar. FLEGT merupakan perjanjian bilateral antara UE dan negara-negara pengekspor kayu, dengan tujuan untuk meningkatkan tata kelola sektor kehutanan serta memastikan bahwa kayu dan produk kayu yang diimpor ke UE diproduksi sesuai dengan peraturan perundangan negara mitra. Persyaratan FLEGT di nilai terlalu berat untuk negara mitra dagang UE yang merupakan negara berkembang. UE membuat program kesepakatan kerjasama sukarela (VPA) untuk membantu menyelesaikan persyaratan yang ditetapkan UE untuk negara mitra (Studi Kasus: UE-Indonesia). Penelitian ini menjelaskan tentang pelaksanaan VPA yang dibuat UE terhadap negara mitra dilihat dari aspek hukum dan konsep smart regulation. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi dokumen. Penelitian ini memiliki fokus pada teks tertulis seperti peraturan tertulis, perjanjian, buku, jurnal dan artikel. Temuan penelitian ini berhasil menjelaskan elemen-elemen pembentuk VPA FLEGT kedalam 3 elemen utama dari smart regulation yaitu, VPA FLEGT sebagai pembentuk kontrol sosial, pemenuhan prinsip dasar regulasi dan bentuk intervensi dalam penegakan hukum dalam isu lingkungan.

ABSTRACTThis study looks at the phenomenon and context of implementing the Voluntary Partnership Agreement in the EU (EU) FLEGT (Forest Law, Enforcement, Governance and Trade) which is a response from the EU on illegal logging. FLEGT is a bilateral agreement between the EU and timber exporting countries, with a view to improving forestry sector governance and ensuring that timber and wood products imported into the EU are produced in accordance with partner country legislation. The FLEGT requirement at the value is too heavy for the EU's emerging trading partner countries. The EU creates a voluntary cooperation agreement (VPA) program to help finalize EU-set requirements for partner countries (Case Study: UE-Indonesia). This research explains the implementation of EU-made VPAs on partner countries in terms of legal aspects and smart regulation concept. This study uses qualitative research methods with a document study approach. This research focuses on written texts such as written regulations, agreements, books, journals and articles. The result of this study succeeded in explaining the main elements of smart regulation, VPA FLEGT as a form of social control, fulfillment of basic regulatory principles and forms of intervention in law enforcement in environmental issues."
