"ABSTRAKPerbincangan mengenai legalitas aborsi di Federasi Rusia terus menuai kontroversi. Tujuan dari penelitian ini adalah menganalisis faktor-faktor apa saja yang mendasari perubahan dalam perkembangan undang-undang aborsi di Federasi Rusia dan sejauh mana masalah aborsi dianggap legal oleh pemerintah Rusia. Dengan menggunakan pendekatan kualitatif dan teknik pengumpulan data berupa studi kepustakaan dan online research, hasil analisis menunjukkan bahwa angka kelahiran rendah, keluhan dari militer Rusia, meningkatnya kembali pengaruh Gereja Ortodoks Rusia, angka aborsi yang tinggi jika dibandingkan dengan negara Eropa lainnya, kurangnya tanggung jawab di antara orang tua terhadap anak, terdapat stigma pada perempuan Rusia umumnya bahwa anak dapat membawa perubahan yang tidak diinginkan pada gaya dan standar hidup merupakan faktor-faktor yang melandasi pemerintah Rusia dalam mengubah undang-undang yang mengatur tentang aborsi. ABSTRACTThe discussion about legalization of abortion in Russian Federation continues to reap controversy. This research aimed to analyze the factors underlying any changes in the development of abortion law in the RF and as far as the problems of abortion was considered legal by the Russian government. By using a qualitative approaches and data collection techniques used are literature studies and online research, the analysis shows that low birth rate, complaints from Russian military, the increasing of the influence of Russian Orthodox Church, the abortion rates was high if we compared with other European countries, lack of responsibility among parents to children, stigma on Russian woman generally that child can make undesirable changes in style and standard of living are factors underlying the Russian government in changing abortion laws. Until 2016, the Russian government considers legal abortion with certain conditions. The primary data based on the foundation of the protection of citizen rsquo s health in the RF. The theory that used to analyze phenomenon of the development of legality abortion in the Russian Federation is rational choice theory. This article can be used as decision considerations for the countries that will legalizing or refusing abortion."
