"Indonesia dengan jumlah penduduk nomor empat terbanyak di dunia (setelah Tiongkok, India, dan Amerika Serikat) akan menyambut bonus demografi yang diperkirakan akan terjadi pada tahun 2030. Bonus demografi adalah suatu fenomena dimana struktur penduduk sangat menguntungkan dari sisi pembangunan karena jumlah penduduk usia produktif sangat besar, sedang proporsi usia muda sudah semakin kecil dan proporsi usia lanjut belum banyak. Diperkirakan jumlah usia angkatan kerja (15-64 tahun) mencapai sekitar 70 persen, sedangkan penduduk yang tidak produktif (usia 14 tahun ke bawah dan usia di atas 65 tahun) sekitar 30 persen (BKKBN, 2017). Namun, jika bangsa Indonesia tidak mampu menyiapkan diri menyambut bonus demografi tersebut, seperti penyediaan lapangan kerja dan peningkatan kualitas SDM, maka akan terjadi permasalahan, yaitu terjadinya pengangguran yang besar dan akan menjadi beban negara. Dari beberapa penelitian yang telah dilakukan diketahui bahwa broadband menjadi salah satu faktor penting dalam mendorong pertumbuhan ekonomi dengan menyediakan lapangan kerja baru dan layanan yang menunjang pendidikan dan kesehatan. World Bank menyampaikan bahwa penambahan 10% penetrasi broadband memicu pertumbuhan ekonomi sebesar 1,38% di negara berkembang dan 1,12% di negara maju (World Bank, 2010). Penelitian ini bertujuan untuk melakukan analisis pengembangan permintaan (demand) layanan pitalebar bergerak (mobile broadband) di Indonesia menggunakan metode regulatory impact analysis (RIA). Hasil dari penelitian ini selanjutnya mengusulkan adanya intervensi regulasi dengan pemberian bantuan kepada masyarakat yang terkendala oleh biaya (affordability barrier) untuk berlangganan layanan pitalebar bergerak (mobile broadband). Bantuan yang diberikan berupa biaya pembelian perangkat pitalebar bergerak (smartphone) dan biaya berlangganan layanan pitalebar bergerak (layanan data). Dengan adanya intervensi regulasi ini diperkirakan penetrasi pelanggan pitalebar bergerak (mobile broadband) akan mencapai 77% pada tahun 2025 dan memberikan manfaat (net social benefit) sebesar US$ 43,81 milyar.

Indonesia with the fourth largest population in the world (after China, India, and the United States) will welcome the demographic bonus which is expected to occur in 2030. Demographic bonus is a phenomenon where the population structure is very beneficial in terms of development because the population of productive age is very large, while the proportion of young people is getting smaller and the proportion of elderly is not much. It is estimated that the age of the labor force (15-64 years) reaches around 70 percent, while the unproductive population (aged 14 years and under and aged over 65 years) is around 30 percent (BKKBN, 2017). However, if the Indonesian people are not able to prepare themselves to welcome the demographic bonus, such as providing employment and improving the quality of human resources, there will be problems, namely the occurrence of large unemployment and will be a burden on the state. From several studies that have been carried out it is known that broadband is one of the important factors in driving economic growth by providing new jobs and services that support education and health. World Bank said that the addition of 10% broadband penetration triggered economic growth of 1.38% in developing countries and 1.12% in developed countries (World Bank, 2010). This research aims to analyze the development of demand for mobile broadband services in Indonesia using the regulatory impact analysis (RIA) method. The results of this study further suggest a regulatory intervention by providing assistance to the public that is constrained by the cost (affordability barrier) to subscribe to mobile broadband services. Assistance is provided in the form of costs for purchasing mobile broadband devices (smartphones) and subscription fees for mobile broadband services (data services). With this regulatory intervention it is estimated that mobile broadband subscribers penetration will reach 77% by 2025 and provide a net social benefit of US $ 43.81 billion."
