"ABSTRAK
Skripsi ini membahas mengenai pengembangan strategi pemasaran dalam konteks pasar perumahan. Transformasi global, perubahan kebijakan pemerintahan,masalah yang muncul dari kemiskinan, inflasi harga, dan krisis keuangan menyarankan ide untuk merumuskan model bisnis baru yang ditujukan untuk mengatasi kesulitan bagi keluarga berpenghasilan menengah-ke-bawah membeli rumah yang layak. Membeli rumah dianggap investasi terbesar dari anggaran keluarga. Terutama di negara-negara berkembang, hal ini sudah sejak lama berlaku. Melalui evolusi model bisnis yang berfokus pada kebijakan perumahan dan subsidi, model GDB dikembangkan. Perumusan model bisnis ini bergantung pada tiga faktor penting, yaitu pemerintah, sektor perbankan, dan pengembang.Ketiga faktor penentu diatas saling mempengaruhi dan tentu saja berakibat kepadakeluarga berpenghasilan menengah-ke-bawah. Penerapan model GDB di pasar perumahan Indonesia terbukti berguna dengan kontribusinya dalam menangani masalah keterjangkauan atau anggaran keuangan keluarga berpenghasilanmenengah-ke-bawah. Temuan ini menunjukkan bahwa model GDB menekan harga perumahan, menjamin ketersediaan perumahan yang layak, danmeningkatkan kerjasama antara pemerintah, sektor perbankan, pengembang, dan manajer dalam konteks pasar perumahan.

ABSTRACT
his paper discusses the development of marketing strategy in the context ofhousing market. The global transformation, change in governance policy, theemerging issue of poverty, the price inflations, and the financial crisis suggests theidea to formulate a new business model in which addressed to cope with thedifficulties of middle to low income families in buying decent houses. Purchasinga house is considered to be the single largest investment of a family rsquo s budget.Especially in developing countries, such matter has been particularly true.Through the evolution of business model focusing on housing policy andsubsidies, the GDB model is developed. The formulation of this business modelrelies on three important determinants, namely government, banking sector, anddevelopers. These three determinants affect each other and consequently themiddle to low income families as well. The implementation of GDB model inIndonesian housing market proves to be useful with its contribution in dealingwith the issue of middle to low income families rsquo affordability or budget issue.The finding shows that GDB model suppress housing prices, ensures theavailability of decent housing, and increases cooperation between government,banking sector, developers, and managers in the context of housing market.

"Pembiayaan kepemilikan rumah di bank syariah dengan menggunakan akad murabahah berdampak pada angsuran yang tidak dapat berubah selama jangka waktu pembiayaan berpotensi terjadi kesenjangan jika dibandingkan dengan harga rumah yang cenderung selalu meningkat yang merupakan volatilitas komoditas harga rumah sepanjang periode pembiayaan. Berbeda dengan kredit perumahan di bank konvensional yang menggunakan suku bunga floating (mengambang) sebagai dasar untuk menetapkan besarnya angsuran sehingga besarnya angsuran setiap bulan akan berbeda tergantung pada suku bunga pada bulan saat pembayaran dilakukan.
Tujuan penelitian ini ialah untuk mengetahui apakah pola pembiayaan perumahan murabahah atau kredit perumahan konvensional bisa mengatasi volatilitas harga rumah setelah jatuh tempo pembiayaan. Data yang digunakan adalah data angsuran pembiayaan perumahan murabahah di Bank Syariah Mandiri dan Bank BRI Syariah serta angsuran kredit perumahan konvensional berdasarkan bunga kredit konsumtif pada Bank Swasta Nasional.
Hasil penelitian menyebutkan bahwa pembiayaan perumahan murabahah di bank Syariah Mandiri, Bank BRISyariah maupun kredit perumuhan konvensional mengalami capital loss yang disebabkan oleh karena adanya volatilitas harga rumah di mana nilai pasar rumah setelah pembiayaan jatuh tempo lebih tinggi dari nilai rumah berdasarkan pembiayaan murabahah maupun kredit konvensional.

Home ownership financing in Islamic banks using the murabaha contract affects the installment that can not be changed during the term of the financing could potentially be a gap when compared with home prices tend to increase the volatility of commodity prices which is home throughout the period of financing. In contrast to conventional housing loans in banks that use a floating interest rate as the basis for establishing the amount of the installment so that the installment amount each month will vary depending on interest rates in the time payment is made.
The purpose of this study was to determine whether the pattern of housing financing murabaha or conventional mortgages can overcome the volatility of house prices after the maturity of the financing. The data used is the housing finance murabaha installment in Bank Syariah Mandiri and Bank BRISyariah and conventional housing loan installment consumer loan interest is based on the National Private Bank.
The study says that housing finance murabaha at bank Syariah Mandiri, Bank BRISyariah and conventional mortgages experienced a capital loss caused due to the volatility of house prices where the market value of the home after the maturity of the financing is higher than the value of the house based on murabaha financing and conventional loans.

"Tesis ini mengevaluasi suatu program bantuan pembiayaan perumahan bagi masyarakat berpenghasilan rendah MBR yaitu Fasilitas Likuiditas Pembiayaan Perumahan FLPP yang dilaksanakan oleh Pemerintah melalui Kementerian Perumahan Rakyat. Evaluasi difokuskan pada pelaksanaan program FLPP tahun 2013 di Kabupaten Karawang. Pendekatan yang digunakan dalam penelitian ini adalah deskriptif analitis dengan pendekatan kualitatif sedangkan model evaluasi yang digunakan adalah model CIPP Context, Input, Process, Product . Dari hasil evaluasi secara keseluruhan menunjukkan hasil pelaksanaan program FLPP di Kabupaten Karawang tahun 2013 berjalan cukup baik namun belum optimal dikarenakan masih terdapat kendala-kendala dari sisi stakeholder yang perlu ditindaklanjuti untuk perbaikan program FLPP di tahun-tahun berikutnya.

This thesis evaluates the housing finance program for low income people MBR called Housing Finance Liquidity Facility FLPP which conducted by the Government through the Ministry of Housing. The evaluation focused on the implementation of the FLPP program in 2013 at Karawang Regency. The approach used in this study is descriptive qualitative analytical while the evaluation model used CIPP model Context, Input, Process, Product . From the overall evaluation results showed that FLPP program in Karawang Regency in 2013 went good enough but not optimal because there are still constraints of the stakeholders that need follow up to repair FLPP program in subsequent years."

Pengelolaan Tapera ini pada dasarnya mencakup 3 kegiatan utama, yaitu pengerahan dana dari masyarakat, pemupukan dana untuk meningkatkan nilainya, dan pemanfaatan kepada para peserta untuk pembiayaan perumahan. Tesis ini bertujuan untuk menggambarkan optimalisasi pengelolaan dana Tapera, dengan mempertimbangkan aspek keberlanjutan dana dan pemenuhan tujuannya untuk memberi manfaat bagi masyarakat. Tesis ini merupakan penelitian kualitatif yang dilakukan dengan menggunakan data dasar ketenagakerjaan dari Badan Pusat Statistik yang dianalisis secara deskriptif.

Tabungan Perumahan Rakyat (Tapera) is one of housing finance program initiated by the government through Law No. 4/2016 and Government Regulation No. 25/2020 to fulfill the publics need of housing in Indonesia. Tapera management includes 3 main activities: fund collection from the public, fund investment to increase its value, and fund utilization for housing finance. The main purpose of this thesis is to describe the optimization of Taperas fund management, considering the fund sustainability and its purpose to deliver its service to the public. This thesis is built on qualitative approach and the analysis is conducted descriptively using the manpower base data from Badan Pusat Statistik."
