"ABSTRAKNota Kesepahaman antara Pemerintah Republik Indonesia dan Gerakan AcehMerdeka merupakan komitmen untuk penyelesaian konflik Aceh secara damai,menyeluruh, berkelanjutan dan bermartabat bagi semua. Pada dasarnya kebijakanreintegrasi adalah sebagai suatu instrumen kebijakan sosial dalam membangunperdamaian di Aceh berdasarkan Nota Kesepahaman Helsinki. Denganpendekatan kualitatif, tesis ini menggambarkan implementasi kebijakanreintegrasi pascakonflik di Kabupaten Aceh Utara. Dalam pelaksanaanya,implementasi kebijakan reintegrasi didukung oleh beberapa faktor seperti: adanyalisensi, komunikasi, disposisi, dan sumberdaya. Namun demikian, beberapa haljuga menjadi penghambat di dalam implementasi kebijakan, yaitu: sumberdayayang tidak memadai, informasi yang tidak lengkap, serta kurangnya kompetensi.

ABSTRACTMemorandum of Understanding between the Government of The Republic ofIndonesia and The Free Aceh Movement is a commitment to a peaceful,comprehensive and sustainable solution to the conflict in Aceh with dignity forall. Basically, reintegration policy is an instrument of social policy for peacebuilding in Aceh based on MoU Helsinki. With qualitative approaches, this thesisexplains the implementation of reintegration policy of post conflict in North Acehregency. There are some factors supported the implementation of those policieslike license, communication, disposition, and recourses. But, in another side, thereare some barrier factors for the implementation of policy like unequal resources,incomplete of information, and lacks of competence."

"Signature, exchange of instruments or ratification will be binding if the text provides that these actions are to have that effect. A treaty which merely needs signatures from the parties, it will be legally binding to the parties by signing the treaty. However, for a treaty which needs ratification, signatures of the parties will not have a legal effect to the parties. The parties who have signed the treaty is only bound morally. Thus, the treaty will be legally binding to the parties, if the parties have ratified it."
