"Skripsi ini berfokus pada menilai prosedur tentang bagaimana pemerintah menerima suara publik sampai proses pembuatan undang-undang. Proses ini ketat dan isokratik bahwa masyarakat berbeda dari pemerintah niat dimaksudkan. Diagram dan grafik digunakan untuk lebih menilai dan memahami konteksnya. Langkah selanjutnya akan membandingkan kebutuhan masyarakat saat ini dan anomali intropeksi dari apa yang terjadi di masyarakat belum lagi kenaikan atau de apresiasi masyarakat terhadap pemerintah dan kemudian dinilai ulang apakah dapat memenuhi harapan saat ini . Menganalisis dan dibandingkan proposal melahirkan pada bagaimana arsitektur bisa campur tangan dari pemahaman konteks pemerintah. Proyek ini bertema dan tesis ini berfokus pada tema distribusi. Dari distribusi konsep kemudian dikembangkan melalui desain. Proposal menunjukkan bagaimana masalah masyarakat saat ini membutuhkan penyesuaian dalam pemerintahan bagaimana bisa mendistribusikan sendiri seluruh masyarakat proses dan akomodasi yang menyediakan agar pemerintah untuk memenuhi kebutuhan. Ini akan menunjukkan proses dari analisis sampai desain diselesaikan itu adalah sebuah ide yang bisa diterapkan ide tentang bagaimana pemerintah dapat memecahkan masalah saat ini dengan belajar melalui sejarah.

The thesis focuses on assessing the procedures on how the government accept the public voice up until the process of law making. This process is rigorous and isocratic that society differs from the intention government intended. Diagrams and graphics are used to better assess and understand the context. Next step would be to compare the present society needs and anomaly, introspecting of what is going on in the society, not to mention the appreciation or de-appreciation of the people towards government, and then reassessed whether it can fulfil the current expectation. Analysed and compared, a proposal brought forth on how architecture could intervene from understanding the government context.

The project was themed and this thesis focuses on the theme of distribution. From a concept a distribution, it then developed through the design. The proposal shows how the current society issue required a retrofitting within the government, how it could 'distribute' itself throughout the society, the process and accommodation it provides, in order for the government to meet the needs. It will show the process from analysis up until a resolved design; it is an idea that can be implemented, an idea on how the government can solve current issue by learning through history."
