"Latar Belakang Masalah: Penulis tertarik untuk melakukan penelitian tentang pengaruh ketidakhadiran, beban kerja dan kepuasan kerja terhadap pengurangan biaya dalam IFRC. Ketiga hal ini sangat berpengaruh pada ketepatan waktu dalam menyelesaikan target pekerjaan. Organisasi mulai menerapkan work-life balance, dengan harapan dapat mengatasi tantangan terkait tiga variabel tersebut. Sebelum menerapkan program WLB, tingkat pergantian staf dan angka ketidakhadiran di IFRC sangat tinggi. Tim rekrutmen SDM harus bekerja ekstra keras dalam waktu target yang mendesak, karena kebutuhan staf sangat tinggi, terutama dalam keadaan terjadinya bencana atau darurat kesehatan. Pertanyaan penelitian adalah "Bagaimana pengaruh ketidakhadiran, beban kerja dan kepuasan kerja terhadap pengurangan biaya dalam IFRC". Metode Penelitian: Metode penelitian menggunakan kausal deskriptif (terkait dengan pernyataan masing-masing variabel dalam penelitian) dan metode penelitian asosiatif kausal (bertujuan untuk mengetahui pengaruh ketidakhadiran, beban kerja dan kepuasan kerja terhadap pengurangan biaya). Data yang dianalisis adalah unit data yang berasal dari staf IFRC individu, dikumpulkan melalui instrumen penelitian kuesioner menggunakan skala Likert. Hasil: Penelitian ini menunjukkan hasil yang efektif pada kepuasan kerja dan semua yang terkait dengan manfaat bisnis seperti mengurangi niat untuk mengambil cuti dan ketidakhadiran, mengurangi jumlah penundaan dan meningkatkan kinerja serta produktivitas. Kesimpulan: Hasil penelitian ini mengindikasikan potensi pengaruh absenteeism dan workload serta job satisfaction terhadap cost reduction dalam organisasi. Seperti adanya penurunan tingkat absensi, pengaturan beban kerja yang seimbang, serta peningkatan kepuasan kerja staf. Hal ini terkait penerapan program work-life balance yang memberi manfaat bagi organisasi dalam hal pengurangan biaya. Dan pada akhirnya kinerja organisasi dapat berjalan secara efektif dan efisien.

Background Problems: The author is interested in conducting research on the effect of absenteeism, workload, and job satisfaction on cost reduction in IFRC. These 3 things are very influential on the timeliness in completing work target. The organisation starts to implement work-life balance, in order to overcome the challenge of those three variable. Before implementing a WLB program, the staff turnover and absenteeism rate in IFRC was very high. The HR recruitment should work extra hard within urgent target time, since the needs of staff are very high, especially when in a state after a disaster or health emergency. The research question is "How is the effect of absenteeism, workload and job satisfaction on cost reduction in IFRC".

Research Methods: The research method uses causal descriptive (related to the statement of each variable in the study) and causal associative research methods (aims to determine the effect of absenteeism, workload dan job satisfaction on cost reduction). Data analyzed were units of data originating from individual IFRC staff, collected through questionnaire research instruments using a Likert scale.

Finding/Results: The research showed effective results on staff job satisfaction and all related to business benefits such as reducing intention to take leave, less absenteeism, reducing the number of delays and increasing performance and productivity.

Conclusion: This research indicates there’s a potential effect of absenteeism, workload and job satisfaction in organisation. Such as decreased of absenteeism levels, balanced workload settings, increased staff’s job satisfaction. This related to WLB implementation which provides benefits to the organization in terms of cost reduction. And eventually the performance of the organization can run effectively and efficiently."

"Skripsi ini membahas mengenai offers of services yang diajukan oleh Komite Internasional Palang Merah dalam suatu Konflik Bersenjata Internasional. Komite Internasional Palang Merah sebagai guardian dari keempat Konvensi Jenewa 12 Agustus 1949 mempunyai status khusus sebagai neutral intermediary dari para pihak yang berkonflik. Oleh karena status khusus inilah, Komite Internasional Palang Merah tidak dapat memaksakan para pihak yang berkonflik untuk menaati ketentuan-ketentuan dalam keempat Konvensi Jenewa berserta Protokolnya. Offers of services ini menjadi suatu instrumen yang digunakan Komite Internasional Palang Merah untuk mengingatkan para pihak untuk menaati ketentuan-ketentuan dalam Konvensi Jenewa yang dalam penerapannya memerlukan persetujuan para pihak yang berkonflik. Lebih lanjut, skripsi ini akan membahas dampak-dampak yang ditimbulkan baik dari penerimaan maupun penolakan offers of services ini dari para pihak yang berkonflik.

This paper is discussing about the offers of services of The International Committee of the Red Cross (ICRC) in international armed conflicts. The ICRC as the guardian of the Geneva Convention of 12 August 1949 has a unique legal status as a neutral intermediary to the warring parties and thus is not capable of forcing the warring parties to comply to the provisions of the Geneva Conventions and its Protocols. The offers of services, hence, is an instrument used by the ICRC to notify the warring parties of their compliance to the Geneva Conventions, which, in its application, requires the consent of the warring parties. Furthermore, this paper will discuss the effects caused by its acceptance as well as its rejection by the warring parties."
