"Studi ini berupaya melihat bagaimana hubungan kerja sama antara media lokal dan pemerintah lokal. Secara lebih spesifik penelitian ini ingin melihat apakah kerja sama tersebut mengganggu kebebasan pers dari media lokal dalam memberitakan isu-isu terkait aktivitas dan kebijakan pemerintah lokal. Riset ini didasari latar belakang banyaknya kerja sama yang dibuat oleh pemerintah lokal dengan media lokal dalam hal pemberitaan aktivitas-aktivitas pemerintah lokal pada era otonomi/desentralisasi pemerintahan daerah. Studi ini bertujuan untuk mengkaji kebebasan pers lokal yang memiliki hubungan kerja sama dengan pemerintah lokal. Penelitian ini menggunakan teori ekonomi politik komunikasi dari Mosco dengan fokus melihat komodifikasi, spasialisasi, dan strukturasi. Konsep-konsep lain yang digunakan untuk menganalisis data adalah media capture, strategi dan taktik finansial pemerintah dalam mendominasi media, serta model hierarki pengaruh. Metode penelitian yang digunakan adalah studi kasus dengan pendekatan kualitatif. Media yang dipilih adalah media daring lokal di Jawa Barat, yaitu Media Jabar 1 dan Media Jabar 2. Hasil penelitian menunjukkan bahwa media lokal yang bekerja sama dengan pemerintah lokal telah menggeser fungsi media yang tadinya sepenuhnya untuk ruang publik, sekarang sebagian ruang itu digunakan untuk corong pemerintah. Media dijadikan telah menjadi alat tukar yang ditransaksikan dengan pemerintah lokal. Akibatnya ruang-ruang untuk melayani publik di media semakin berkurang atau menyempit, karena sebagian ruang itu digunakan untuk suara pemerintah lokal. Lebih jauh lagi media lokal sudah kehilangan fungsi sebagai alat kontrol bagi pemerintah, juga kehilangan fungsi penyedia informasi alternatif untuk mengimbangi suara pemerintah di tengah publik. Jadi, ada relasi kuasa yang timpang antara pemerintah lokal terhadap media lokal. Implikasinya adalah media lokal tidak dapat menjalankan kebebasan pers dengan baik. Padahal media yang bebas adalah salah satu indikator keberhasilan pelaksanaan desentralisasi demokratis.

This study investigates the relationship between local media and local government, with a particular focus on whether such cooperation interferes with the freedom of local media in reporting issues related to local government activities and policies. This research stems from the background of numerous collaborations between local governments and local media in reporting local government activities in the era of autonomy and decentralization. The study aims to examine the press freedom of local media that maintain cooperative relationships with local governments. The theoretical framework of this research is based on Mosco's political economy of communication, emphasizing commodification, spatialization, and structuration. Moreover, it used other concepts to analyze the data include media capture, government financial strategies and tactics in dominating media, and the hierarchy of influences model, as well. A qualitative case study approach is employed, focusing on two local online media outlets in West Java: Media Jabar 1 and Media Jabar 2. The findings reveal that local media collaborating with local governments have shifted their role from solely serving the public sphere to partially acting as government mouthpieces. Media has become a transactional medium, exchanged for local government funds. Consequently, the space dedicated to serving the public in the media has been diminished, as part of it is used to propagate the local government's voice. Furthermore, local media have lost their function as government watchdogs and as providers of alternative information to balance government narratives within the public sphere. This results in an unequal power relationship between local governments and local media, hindering the proper exercise of media freedom. Ultimately, the presence of free media is a crucial indicator of successful democratic decentralization."

"The quality of Public services provided by government apparatuses to the community as the realization of the functions of state apparatuses as state servants and public servants needs to be continuously improved to keep abreast with the dynamics and progress of the national development. The demand of the society and business community for improved quality of public service rendering is viewed to be of great importance in entering the on-going globalisation and information era as of today. Accordingly, government apparatuses should be more serious in preparing themselves for anticipating the challenges looming ahead so that they will be well able to optimally implement the government and development-related tasks, particularly in providing quality services to the public at large. It is for this reason and in compliance with the spirit and demand of the reform era nowadays that the City Administration of Tangerang has proudly established the City's Office of Investment and License by virtue of the Decree of the Mayor of Tangerang Number 19 of 2001 , on January 2, 2001, on the Organization and Work Procedures of the Investment and License Office.
The main objective of the establishment is to provide easy and convenient procedures in rendering services to the public for processing various permits and licenses in a bid to create conducive business climate for enhancing more promising economic development in the City of Tangerang. To analyse the quality of the license-issuing services at the Investment and Licence-Publishing Office in the City of Tangerang, the researcher has engaged himself in analyzing the quality of license service-rendering on the basis of the Decree of the Minister of State's Apparatuses Empowerment Number KEP125/M.PAN/2/2004 on the Broad Guidelines for Constructing Public Satisfaction Index of the Service Units of the Goventment Agencies. The aforementioned decree is used as one of the instruments to measure the quality of services offered by various work units/public service offices at both Central and Regional Administrations and tested based on the dimensions like the ones developed by Zeitham et. all, namely : Tangible Dimensions, Responsiveness, Reliability, Assurance, and Emphaty.
From the result of the analysis of license-service rendering at the Investment and Licence Office in the City of Tangerang in terms of how far the quality of license service-rendering offered by Investment and License Office in the City of Tangerang is objectively evaluated by the residents of the City of Tangerang, who have had certain licenses processed and are having such licenses processed ( 150 respondents), it can be concluded that the converted lndeks Kepuasan Masyarakat /Public Satisfaction Index (PSI) index Value x Basic Value = 2,74 x 25 = 68,50, signifying that the Service Quality is Good (equivalent to B), and the Performance of the Work Unit is Good (B). The establishment of the Investment and License Office in Tangerang, which, in license service-rendering, has adopted integrated patterns of public service, has been able to give birth to prime quality of license-service rendering so that the community at large can satisfactorily enjoy:
1. reasonable, highly-reliable, much better and easier license- procuring process provided by the City Administration Apparatuses.
2. avoidance of high cost economy since they obtain a wide array of services from one-roofed services agency.
3. highly motivated economic activity, particularly among business players due to easier and more convenient process to license procurement.
4. change and improvement in the behavior and attitude of apparatuses of Tangerang City Administration, who give first-scale priority of improved service-rendering to the public.
The Tangerang-based Investment and License Office is expected to be able to disseminate more transparent system and procedure of license-issuing service to the community at large, which among others, include mechanism, system and procedures, license-procuring requirements, and costs as well as time needed to have the license properly processed. With this transparency upheld, it is expected that the community will have more trustworthy and better understanding of matters pertaining to the license-procuring processes offered by the Tangerang-based Investment and Licence Office."

Penlitian ini berusaha memahami netralitas media massa dalam pelaksanaan pemilihan kepala daerah dengan melakukan studi kasus pada penyelenggaraan Pilkada Jawa Barat 2017. "Tesis ini membahas tentang analisis proses penerapan akuntabilitas pelayanan publik yang diselenggarakan Pusfatekgan. Metode penelitian yang dipergunakan adalah kualitatif. Hasil dari penelitian ini adalah : untuk indikator acuan pelayanan sudah ada standar pelayanan yang ditetapkan hanya saja perlu diinformasikan secara lebih luas; untuk solusi pelayanan sudah dilakukan konsultasi pada tahap awal pemberian pelayanan; untuk prioritas pemenuhan kepentingan pengguna masih perlu perbaikan karena belum ada petugas khusus pelayanan. Transparansi informasi pelayanan masih kurang dipublikasikan ke masyarakat. Sedangkan untuk partisipasi masyarakat melalui pengaduan masyarakat yang masuk masih sangatlah sedikit.

This thesis discusses an analysis of the implementation process of public service accountability organized by Pusfatekgan. The method used is qualitative research.The results of this study are as follows: there is already an existing standard for service reference indicator, but it needs to be informed more broadly; for service solution, a consultation has taken place at the early stages of service delivery; it is only the priority of fulfillment for the benefit of the users that is considered still requiring more improvements because there is not any special service attendant yet. The transparency of service information still has not been publicized enough, while there is still very little community participation through public complaints."
